D2.3: Platforms vision, strategy, action plans and self-organizing framework
The scope of the following document is to provide a presentation concerning the Biogas Community initiatives that are under development in three targeted regions (Baden-Wurttemberg, Central and Eastern Macedonia & Thrace and Yorkshire and the Humber) in Germany, Greece and UK respectively. First, a short description of communities` profile is presented, providing information on communities` administrative structure, location, regional and national economic and legislative features, stakeholders mix, current community`s biogas awareness, biogas power capacity and potential biogas derived financial and environmental solutions. Second, a comprehensive description of communities` vision on biogas initiatives is provided alongside with the strategy that will be mainly followed to accomplish its goals. Subsequently, communities` action plan will be presented containing the timetable of the scheduled actions to be implemented at the first 18 months of communities` activities. ISABEL support services that will be offered to communities` administration are described for each action separately.

Natürliche Ressourcen und Ökosystemleistungen sind unsere Lebensgrundlagen. Ihre Nutzung kann durch Erhöhung der Ressourceneffizienz optimiert werden. Zahlreiche Indikatoren zur Beschreibung der Inanspruchnahme natürlicher Ressourcen weisen allerdings darauf hin, dass trotz erhöhter Effizienz, Nachhaltigkeitsgrenzen überschritten werden. Dieser Bericht präsentiert einen methodischen Ansatz der mehrdimensionalen Bewertung der Inanspruchnahme natürlicher Ressourcen bei der Biomassebereitstellung. Dazu wurden zunächst Ansätze zur Effizienzbewertung der Biomassebereitstellung und Landnutzung sowie bestehende Konzepte zur Bewertung von Ökosystemleistungen erfasst und analysiert. Der Bericht stellt einen im Vorhaben entwickelten methodischen Ansatz zur Bewertung der Ressourceneffizienz der Biomassebereitstellung anhand von Beispielen aus der Land- und Forstwirtschaft vor, die nachhaltige Ressourcenleistung. Diese ergibt sich aus der in einem gemeinsamen Bezugssystem skalierten Inanspruchnahme natürlicher Ressourcen und dem normalisierten Nutzen von Ökosystemleistungen. Zur Anwendung und zum Test des Ansatzes wurden für die Umweltdimensionen Luft, Wasser, Boden und Biodiversität verschiedene Indikatoren ausgewählt. Mit Hilfe von Modellen wurden beispielhaft verschiedene Produktionssysteme aus der Land- und Forstwirtschaft simuliert und alternative Szenarien anhand des Ansatzes bewertet. Szenarien des Pflanzenbaus und der Tierhaltung beschreiben einen Intensitätsgradienten von der konventionellen Marktfrucht- und Milchproduktion zu extensiveren Varianten und die Auswirkungen auf Humusbilanz, Stickstoffsaldo und anderen Umweltindikatoren. Beispiele aus der Forstwirtschaft betrachten den möglichen Waldumbau von Nadelbaumbeständen und Naturschutzszenarien in Buchenwäldern und Änderungen in Produktivität, Totholzvorräten, Bestandesstrukturen und weiteren Indikatoren. Die nachhaltige Ressourcenleistung erlaubt eine Differenzierung und Bewertung der vorgestellten Szenarien. Dabei kommt der Skalierung der Indikatoren eine wichtige Rolle zu. Annahmen zu Grenz- und Schwellenwerten bei der Skalierung müssen transparent und der Bewertungsmaßstab einheitlich sein, sollen Produktionssysteme und Szenarien untereinander und über die Zeit bezüglich ihrer nachhaltigen Ressourcenleistung miteinander verglichen werden.
D1.2: Biogas landscape and specificities in the 3 targeted regions
Energy communities or community energy (EC) are / is now part of the local energy provision and they can favourably contribute to the low CO2 economic transition in Europe. The future suppliers are citizen which now are involving in this process and phenomenon. Countries as Germany, Denmark and England have a well-known experience with the provision of Renewable Energy Sources (RES). Wind turbines, solar PV, and biogas installations are now part of our lives because the technology is ready to significantly contribute to decrease the Green House Gas (GHG) emissions. Although the majority of European community RES projects are linked to solar and wind energy, biogas has also been part of this development with a slow acceptance outside Germany. ISABEL will focus on the promotion of biogas and encourage the use of biogas by local communities. Before this aim can be achieved, ISABEL will find the reasons beyond this development. First the European policies and frameworks will be illustrated, while a description of the European energy production (energy indicators) and how this sector influence the society (socio-economic indicators) will follow. Additionally to the general European data, the national policies and incentives in Germany, Greece and United Kingdom, that foster the energy production development will be outlined, as well as community energy developments in these countries, coupled with in-deep interviews with stakeholders. As a result, the gaps, the barriers and the support needy for a sustainable power production, will be illustrated.
