Social networks influence technology diffusion but targeting formal leaders (institutional central nodes) may lead to distributional consequences. This paper analyzes the role of informal social networks in technology diffusion in a socially hierarchical caste-based society. Often, information flow and technology diffusion are constrained by social and economic boundaries where informal nodes such as caste play a very decisive role in everyday life. Proper targeting and dissemination of technology to the marginalized sections of society are very important for their development. We observed that only one-fourth of farmers cultivate newer varieties which include hybrids and recently released high yielding varieties. The results showed that individuals belonging to marginal groups are influential and act as informal leaders when they are the dominant caste in the village. Progressive farmers are found to fail in disseminating new varieties, and targeting influential informal leaders who belong to the dominant caste of the village appears to be a better strategy. Among non-dominant caste members, influential leaders belonging to Other Backward Classes (OBCs) or Scheduled Tribes (STs) are more desirable targets than other caste groups. The more concentrated a network is in terms of its caste composition, the faster will be the spread of any technology.

AbstractWeather extremes which are accelerated by changing climate greatly decrease agricultural productivity, resulting in severe economic losses and losses of livelihood of the poorest marginal communities. The adoption of stress-tolerant rice varieties (STRVs) is recommended as a best technology fix for risk adaptation. Although STRVs provide better outcomes with no yield penalty, farmers' decisions to adopt new STRVs are influenced by a multitude of factors, most importantly information exposure. We used a sequential logit model to analyze the impact of information access and information quality on adoption decisions regarding STRVs in flood-risk areas. Over the years, we found that STRVs adoption has become scale neutral, but adopters have significantly higher access to information. The estimates showed that 48 per cent of the farmers having access to information decided to adopt STRVs. When information reaches 50 per cent of the rice farmers in flood-prone areas, the estimated additional annual income is US$235 million.

The integration of smallholder farmers into emerging value chains for fine-grain and aromatic 'premium quality rice' (PQR) could prove to be crucial to improving rural livelihoods in Bangladesh, though efforts could be constrained by farmers' differing levels of agronomic knowledge. Based on a pre-analysis plan, we analyse farmers' ability to efficiently allocate production enhancing inputs in PQR cultivation based on a survey of 1420 farmers in key PQR producing areas. Farmers received a hypothetical budget to allocate to six different inputs advised for efficient production of PQR, mimicking familiar production decisions made seasonally on their own farms. Our results suggest that even without budget or input access constraints farmers tend to inefficiently allocate inputs in PQR in this hypothetical setting. In particular, they tend to overspend on seeds, fertiliser and pesticides. Farmers with better access to agricultural information, such as through PQR specific extension services, conversely reach substantially higher efficiency scores and decided to spend significantly less on fertiliser. Without future adjustments such as more targeted extension services, implied higher production costs will likely lower the profitability of PQR cultivation for smallholder farmers, thereby limiting potential income gains. Besides these economic concerns, excessive input use is associated with environmental externalities. Improved efficiency is therefore desirable from both an economic and environmental standpoint.

This paper examines how women's participation in family decision-making is affected by land rights in rural areas in India. The 2005 Hindu Succession Act was legislated to protect women's rights to an equal share in ancestral property, including land. Using a unique rural household survey from Eastern Uttar Pradesh, Bihar, Odisha, and West Bengal where female enumerators were employed to interview female participants, we find that only 3% of the 8,000 rural households randomly selected in those four states have their land registered under women's names. Controlling for the potential endogeneity of land title ownership, we find that women's land title ownership has positive effects on their participation in decisions about farming, livelihood, and household activities. Using state leveldisaggregated data, however, we find that the signs and magnitudes of the impacts differ across the four states whose social and economic norms are diverse.
