As stopping the deterioration of ecosystems is such an urgent matter, civil society has looked for new organization schemes that may allow it to have a more effective bearing on international & domestic environmental policies through novel cooperation mechanisms. This paper explores one of these mechanisms -- coalition or network building -- through which environmental nongovernmental organizations (NGOs) can exchange information, coordinate tactics & strategies, & consolidate a common front vis-a-vis global environmental issues. This paper responds to three major questions: (1) Why is it that international cooperation in environmental protection is so problematic, despite the global nature of environmental problems? (2) How can nonstate actors increase cooperation levels? & (3) Considering the growing involvement of nonstate actors in domestic & international policy issues, what levering mechanisms do these actors use for accessing the highest levels of decision-making spheres?
