Methodological inconsistencies in land appraisal, legal (constitutional) lagging and the lack of a manual updated to current construction technology at the Cadastral Institute of Sinaloa State, along with inconsistencies in the estimation of the cadastral property values have affected taxpayers, violating the equity and proportionality principle established in the Political Constitution of the Mexican United States; this has motivated the interest of analyzing the cadastral value and its components, showing how this can generate an influence on the value in detriment of taxpayers. In this study, we report the results obtained in multicriteria analysis CRITIC (Criteria Importance Through Intercriteria Correlation) and spatial performed to 1062 housing properties and the variables conforming Cadastral Value of each one of them in the Cadastral Housing Categories M2 to M7 in Mazatlán, Sinaloa, Mexico; where the weights for each criteria was obtained and the information from which the current influence status of each variable is analyzed and how these can demonstrate the existence of inequity when obtaining the cadastral value of housing. To perform this, the DELPHI technique was employed as exploratory instrument; and was necessary to access the Cadastral Institute of Sinaloa State's southern delegation database; where a sample of 1062 properties was obtained, the values were broken down into 16 cadastral, market and ratio variables where the following methodological treatment was performed. Spatial analysis of each one of the properties in the sample, to analyze its spatial distribution and values on the city. These results show inequity in cadastral value for property tax in Mazatlán, Sinaloa, Mexico. ; El desfase metodológico en la valoración del suelo, el rezago legal (constitucional) y la falta de un instructivo de valoración adecuado a la tecnología constructiva actual en el Instituto Catastral del Estado de Sinaloa, aunados a las inconsistencias en la estimación de los valores catastrales de vivienda, han logrado afectar a los contribuyentes, quebrantando el principio de equidad y proporcionalidad establecido en la Constitución Política de los Estados Unidos Mexicanos, esto ha motivado el interés en analizar el valor catastral y el de sus componentes, para mostrar como esto puede generar una influencia sobre el valor catastral, en perjuicio de los contribuyentes. En el presente documento se reportan los resultados obtenidos en el análisis multicriterio CRITIC (Criteria Importance Through Intercriteria Correlation) y espacial, realizado a 1062 viviendas y a las variables que conforman al Valor Catastral de cada una de ellas en las Categorías Catastrales de Vivienda, que van desde la M2 hasta M7 en Mazatlán, Sinaloa, México; donde se obtuvieron las ponderaciones de cada criterio y así mismo la información con la que se analiza la situación actual de influencia de cada variable y como éstos pueden demostrar la existencia de inequidad al obtener el valor catastral de vivienda. Para lograr este cometido, se hizo uso de la técnica DELPHI, como instrumento exploratorio y fue necesario acceder a la base de datos del instituto catastral del estado de Sinaloa en su delegación sur, donde se capturaron 1062 muestras, a las cuales se les desglosó en 16 variables catastrales, 8 variables de mercado y 5 variables representando los ratios, donde se dio el siguiente trato metodológico. Se trabajó en el análisis espacial de cada una de las muestras, a fin de analizar su distribución y precios, sobre la ciudad; La información catastral fue tratada en base al método multicriterio para la toma de decisiones CRITIC y el método del ratio, mediante los cuales se conoció la ponderación de cada una de las variables que componen al valor catastral en las diferentes categorías catastrales de vivienda de M2 a M7, así como también la relación que guardan el valor catastral entre el valor de mercado, este último obtenido por la información dada en el Libro Verde del AMPI. Encontrándose diferencias entre las ponderaciones de las diferentes categorías catastrales de vivienda, expresando con esto, una ausencia de un método certero a la hora de obtener los valores catastrales de vivienda, lo cual, al hacer el análisis de ratios entre el catastro y el mercado, el estudio arrojo una dispersión entre los valores, demostrando con esto que no hay una relación entre el mercado y el catastro. Así es pues, que los resultados han demostrado la inequidad en el valor catastral al pago de los impuestos inmobiliarios, en la ciudad de Mazatlán, Sinaloa, México. ; Postprint (published version)

En el presente documento se reportan los resultados obtenidos en el análisis multicriterio CRITIC y espacial realizado a 1062 viviendas en Mazatlán, Sinaloa (México); asimismo, se especifican las variables que conforman el Valor Catastral para cada una de las categorías catastrales de vivienda que van de M2 hasta M7, establecidas en el Instructivo de Valuación del estado de Sinaloa; donde se obtuvieron las ponderaciones de cada criterio y la información con la que se analiza la situación actual de influencia de cada variable y cómo, a partir de estos datos, se puede demostrar la inequidad al obtener el valor catastral de vivienda.

Por el tránsito al liberalismo, pero sobre todo por la actuación ante las calamidades que caracterizaron al siglo XIX, este resultó determinante en la configuración de las sociedades de las urbes mexicanas y en particular de sus barrios periféricos. Desde una postura fenomenológica-hermenéutica, y con herramientas tanto etnográficas como historiográficas, en este artículo se discute sobre ello. Tomando como referentes los barrios virreinales de Analco y La Luz, en la barroca ciudad de Puebla, se descubre los elementos históricos que condicionan su proceder ante una emergencia sanitaria. Se muestra también que la cotidianidad de sus habitantes tuvo un carácter dual, puesto que estaba mediada por la religiosidad y la ciencia. Así, la calle funcionaba y funciona como centralidad barrial, lugar simbólico de este sincretismo y sitio para las tácticas vecinales en la búsqueda protectora de su sentido identitario. También en la calle se encuentran lo eventual y lo permanente; deviene espacio donde se es y se habita, símbolo del arraigo y la pertenencia. La relevancia del texto estriba en que se está ante la inmejorable posición testimonial para comprender lo que se realizó y lo que significó, desde la óptica social o colectiva, un evento disruptivo como la covid-19; asimismo, este texto contribuye a documentar el origen de nuevos elementos que se suman al patrimonio inmaterial existente.

Abstract Background The initial evaluations of the introduction of legislation that regulates smoking in enclosed public places in European countries, describe an important effect in the control of exposure to environmental tobacco smoke. However, the evidence is still limited. The objective of this study is to estimate the short-term effects of the comprehensive "Tobacco control law" introduced in Spain on January 2006, which includes a total ban of smoking in workplaces and a partial limitation of smoking in bars and restaurants. Methods Cross-sectional, population-based study. The self-reported exposure to environmental tobacco smoke at home, at work, in bars and restaurants of the population aged 18 to 64 years in the Madrid Region during a period prior to the law (October and November 2005; n = 1750) was compared to that of the period immediately after the law came into force (January-July 2006; n = 1252). Adjusted odds ratios (OR) were calculated using logistic regression models. Results Passive exposure to tobacco smoke at home has hardly changed. However, at indoor workplaces there has been a considerable reduction: after the law came into force the OR for daily exposure > 0–3 hours versus non-exposure was 0.11 (95% CI: 0.07 to 0.17) and for more than 3 hours, 0.12 (95% CI: 0.09 to 0.18). For fairly high exposure in bars and restaurants versus non-exposure, the OR in the former was 0.30 (95% CI: 0.20 to 0.44) and in the latter was 0.24 (95% CI: 0.18 to 0.32); for very high exposure versus non-exposure they were 0.16 (95% CI: 0.10 to 0.24) and 0.11 (95% CI: 0.07 to 0.19), respectively. These results were similar for the smoking and non-smoking populations. Conclusion A considerable reduction in exposure to environmental tobacco smoke in the workplace and, to a lesser extent, in bars and restaurants, is related to the implementation of the "Tobacco control law". Although only initial figures, these results already demonstrate the effectiveness of strategies that establish control measures to guarantee smoke-free places.
