Combining citations and network analysis, this study examines information flows between 10 European elite newspapers from 2000 to 2009 and identifies this network's most central actors, sub-groups and structural features. At the same time, the article contributes to the literature with an alternative and network approach to the study of the European public sphere. Results indicate that The Times and The Guardian are the most quoted by other foreign newspapers, while the top monitors of information are The Guardian and El País. A longitudinal analysis of structural network metrics indicates a less dense but more inclusive information exchange that can be interpreted as sign of a qualitative transformation of the European communication space in the direction of a horizontal integration.

This volume develops a theoretical framework for the modelling of meaning-making and cultural processes as crucial to the scientific study of contemporary complex societies. It focuses on the methodological and empirical aspects of the analysis of culture and its dynamics that could be applied to policymaking and to the understanding of social phenomena. AbstractIn this paper, we develop a framework to analyze the relationship between evidence and policy. Postulating a normative criterion based on cost–benefit analysis and the value of a piece of information, as well as a topology of the policy space defined by three characteristics (epistemic uncertainty, interests, and the degree of value conflicts), we identify the (Nash) equilibria of an interaction between experts and citizens in providing information to a decision maker. In this setup, we study three institutional arrangements (evidence-based policy, deliberative governance, and negotiated conflict) that differ in terms of reliance on experts and citizens for providing information. We show that different degrees of uncertainty, interests, and value-relevance surrounding the issue at stake result in vastly different arrangement performances; hence, to foster efficiency, rules should be contingent.

This article critically discusses the potential of the new behavioural turn in consumer policy. It focuses on methodological and normative aspects, which are not suffi ciently discussed in the policy domain, in particular on the lessons that can be learned from randomised control trials and the normative side of the intervention. Some implications for consumer policies are drawn, proposing a new taxonomy of interventions.

This document contains a conceptual framework for the classification and impact assessment of policy measures adopted in Europe since the beginning of the COVID-19 pandemic. We develop a framework that will guide all partners in PERISCOPE in their research endeavours, with the goal of evaluating which measures proved to be most effective since the beginning of the pandemic. PERISCOPE aims at collecting data on impacts, as well as on the policy measures and governance choices adopted by policymakers at all levels of government. We thereby adopt a taxonomy of impacts and a taxonomy of policy measures. In laying the foundations for our assessment, we adopt a theoretical framework that goes beyond the notion of economic growth and GDP, as well as beyond the cost-benefit analysis of policies, to embrace a framework based on three interrelated concepts: subjective well-being, resilience, and sustainability.

A correction update is attached. ; This paper reports the framework, method and main findings of an analysis of cultural milieus in 4 European countries (Estonia, Greece, Italy, and UK). The analysis is based on a questionnaire applied to a sample built through a two-step procedure of post-hoc random selection from a broader dataset based on an online survey. Responses to the questionnaire were subjected to multidimensional analysis±a combination of Multiple Correspondence Analysis and Cluster Analysis. We identified 5 symbolic universes, that correspond to basic, embodied, affect-laden, generalized worldviews. People in this study see the world as either a) an ordered universe; b) a matter of interpersonal bond; c) a caring society; d) consisting of a niche of belongingness; e) a hostile place (others' world). These symbolic universes were also interpreted as semiotic capital: they reflect the capacity of a place to foster social and civic development. Moreover, the distribution of the symbolic universes, and therefore social and civic engagement, is demonstrated to be variable across the 4 countries in the analysis.
