"Between 1917 and 1923, Ukraine experienced an anti-colonial war for national liberation, foreign invasion, socialist revolution, and civil war simultaneously, resulting in almost unimaginable civilian casualties. In The Life and Death of Revolutionary Ukraine Stephen Velychenko surveys the plight of civilians, details the socio-economic background to the political events that unfolded during this time, and documents the country's demographic losses. Focusing specifically on two causes of civilian death, deliberate killing and appalling living conditions, Velychenko outlines prewar improvements in living conditions and describes their decline after 1917. He examines governmental culpability in civilian death and notes that while ideologies and the inability of leaders to control subordinates were undeniably a cause of violence, there were other factors at play. Velychenko exploits previously unused archival sources to create a picture of the social conditions leading up to and during this catastrophic period, combining this data with stories and reports from memoirs of the period. Readers familiar with the explosion of violence against Jews at this time will find here a compelling framework for understanding the context of that violence."--
"State Building in Revolutionary Ukraine examines six attempts to create governments on Ukrainian territories between 1917 and 1922. Focusing on how political leaders formed and staffed administrations, this study shows that in Ukraine during this time, there was an available pool of able administrators sufficiently competent in Ukrainian to work as bureaucrats in the independent national governments. These people could sometimes implement policies, a significant accomplishment in light of the upheavals of the time.

Not unlike all peoples who experienced modernization through domination, Ukrainians in the Russian Empire have developed a tradition of anticolonialist thought. This article draws attention to the Ukrainian Marxist anticolonialist critique of Russian tsarist and Bolshevik rule as a body of thought that should be included in contemporary discussions of colonialism and its legacies. Stephen Velychenko contends that Ukrainian Marxist anticolonialist thinkers who combined Marxism with nationalism to justify national liberation can be placed alongside Amilcar Cabral, Tan Malaka, Frantz Fanon, and Aime Cesaire. These Ukrainians, like their Asian/African counterparts, lived in societies with a small native working class and argued that their people were experiencing industrialization, urbanization, and modernization under conditions of dependency. They created a body of anticolonialist Marxist literature that condemned not only tsarism, but Russocentric Russian Marxism as well. The article offers an analysis of this Ukrainian "national revolutionary" body of literature that was Marxist but anti-Bolshevik, and nationalist and anticolonial at the same time.
Подобно прочим народам, модернизация которых осуществлялась в условиях имперского доминирования, украинцы в Российской империи создали традицию антиколониальной мысли. В статье рассматривается украинская марксистская критика российского царизма и большевистской власти как целостное направление, которое должно быть включено в современные дискуссии о колониализме и его наследии. Стэфен Велыченко считает, что украинские антиколониальные мыслителимарксисты, которые сочетали марксизм с национализмом в риторике национального освобождения, могут рассматриваться в одном ряду с Амилкаром Кабралом ( Amilcar Cabral ), Таном Малака ( Tan Malaka ), Францем Фаноном ( Fritz Fanon ) и Аимо Чезаре ( Aime Cesaire ). Подобно своим африканским и азиатским единомышленникам, эти украинцы жили в обществе, где немногочисленный "национальный" рабочий класс испытывал индустриализацию, урбанизацию и модернизацию в условиях зависимости от колониальной власти. Украинские антиколониальные теоретики создали комплекс текстов, в которых осуждался как царизм, так и русскоцентричный российский марксизм. В статье предлагается анализ этой украинской "национал-революционной" литературы – одновременно марксистской и антибольшевистской, и национальной.

В фокусе статьи Стэфена Велыченко, являющейся расширенной по-лемической рецензией на две недавние книги канадского историка Сергея Плохия, – проблемы деконструкции "имперского гранд-нарратива" и "денанционализациии" видения истории. Велыченко указывает на преимущества и недостатки т.н. локо-центричного и метро-центричного подходов, рассматривающих исторические процессы с позиций периферии (национального региона) и центра (имперской метрополии) соответственно. Велыченко обращает внимание на последовательность этапов "деимпериализации" и "денационализации" исторического анализа, подчеркивая, что последний в представлении Плохия не отрицает в целом значение этнонациональной идентичности, а лишь фиксирует ее трансформации.

Abstract.Weber argued that bureaucrats serve whoever holds power even in the case of revolution or enemy occupation because they are more concerned with their jobs, salaries and pensions than with political ideas. His hypothesis has yet to be satisfactorily tested, however, and any such project would have to include all states that emerged from revolutions. As a contribution towards such an examination this paper reviews state building in nationalist Ireland and Bolshevik Russia to determine whether the behaviour of old-regime administrators in those countries proves or disproves Weber's claim.Résumé.Weber avançait que les bureaucrates servent quiconque est au pouvoir, même en cas de révolution ou d'occupation ennemie, parce qu'ils se soucient davantage de leurs emplois, de leurs salaires et de leurs pensions que d'idées politiques. Son hypothèse n'a cependant jamais été testée de manière satisfaisante et tout projet de ce genre devrait nécessairement inclure tous les États qui sont issus de révolutions. En guise de contribution à un tel examen, cet article examine la création de l'État dans l'Irlande nationaliste et la Russie bolchévique pour déterminer si le comportement des fonctionnaires de l'ancien régime de ces pays confirme ou réfute l'allégation de Weber.

В статье на конкретных примерах рассматриваются новые направления в изучении революционных процессов и социальных последствий революционных трансформаций в Украине в 1917–1921 г. Автор анализирует их на фоне общего историографического контекста, сложившегося после обретения Украиной независимости в 1991 г.
В центре внимания первой работы – аспекты социальной и политической истории Украины в нач. ХХ в.; оценка уровня поддержки независимости; взаимосвязь социального радикализма масс и национальной независимости.
Вторая работа, рассматриваемая в статье, представляет собой опыт написания региональной истории. Велыченко выделяет основные спорные положения монографии, связанные с интерпретацией процессов модернизации, адекватности их статистической репрезентации, а также подчеркивает необходимость дальнейших исследований, подтверждающих тезис о взаимосвязи регионализации имперской экономики в Украине и успеха национального движения. Подобного рода исследования должны, по мнению автора статьи, учитывать специфику политической борьбы украинских автонономистских, большевистских, региональных и проимперских интересов.
Велыченко намечет возможные направления дальнейших исследований в свете современных тенденций в западной историографии, призывая отечественных украинских историков выходить за узкие пределы национальной парадигмы и рассматривать революционные трансформации сквозь призму более емких социальных и экономических процессов.

SUMMARY:
Стэфен Велыченко анализирует основные идеи и методологические положения постколониализма, и прежде всего – постколониальное литературоведение, которое претендует на роль социальной теории. Терминологию этого влиятельного направления, а также методологию литературоведческой критики он называет сомнительной и неточной. Велыченко настаивает, что нет никаких оснований для изучения истории украинской политической и экономической зависимости с позиций постколониальной теории. Хотя формально Украина может быть сопоставлена со странами "третьего мира", т.е. с бывшими колониями, гораздо больше оснований сравнивать ее с такими некогда зависимыми европейскими странами, как Ирландия и Греция. Любое государство на том или ином этапе своей истории было зависимым, что совершенно не предполагает применения постколониального метода анализа и интерпретации прошлого этих стран. Данные тезисы Велыченко развивает применительно к Украине и постсоветскому пространству в целом.
