AbstractThis paper explores the implementation and experience of refugee resettlement in Brazil and Chile by focusing on the main limits and opportunities of regional 'solidarity', the principle on which the programme is based. By analysing how the notion of solidarity is understood in the context of resettlement in Latin America, I review the programme at two levels. First, at the regional level, I focus on the programmes in both Brazil and Chile, to assess resettlement as an instrument of international cooperation and responsibility sharing. At the local level, I look at refugees' residency status and access to rights. I focus here on the resettlement of Colombian and Palestinian refugees in both countries. Exploring resettlement through the lens of solidarity, allows us to understand the nuances and multiple dimensions of resettlement. This is timely, as countries of the Southern Cone of Latin America are identified as 'emerging resettlement countries' and expected to increase their resettlement intake. The findings discussed in this paper show that resettlement should aim for a complementary understanding of solidarity in order to improve the quality of the programme, as well as expanding its scope and capacity.

This article analyzes the role of ideas, domestic actors, and international influences in migration policy change (MPCh) in Argentina, Brazil, and Chile. Building on 67 in-depth interviews with key actors in migration governance, public declarations of government representatives, and relevant legislation, we argue that the increased power of "securitist" actors within national bureaucracies shaped MPCh in all three countries. Between 2015 and 2019, these actors promoted a set of programmatic ideas and policy proposals that linked migration to security issues and distinguished between "good" and "bad" immigrants, emulating Global North countries. This set of ideas resulted in policy change at the country level, but at the same time, national-level policy change coexisted with continuity at the regional level. This article contributes to the literature on migration governance, first, by extending the geographical focus of migration policy studies, which frequently focus on party politics, coalitions, and public opinion, beyond the Global North. Second, we further current explanations of MPCh and policy contradictions by differentiating between continuity and change in programmatic ideas, policy proposals, and public philosophies. Third, we advance the regional migration policy literature by distinguishing between different groups of actors within national bureaucracies and enhancing understanding of these actors' roles at both the national and international levels. Across its sections, this article shows that policy ideas—where and from whom they come—matter. By unpacking the different types of ideas that influence policy shifts and the actors who promote them, we can better understand apparent contradictions in migration policy.

The COVID-19 pandemic has put into sharp relief the need for socio-economic integration of migrants, regardless of their migratory condition. In South America, more than five million Venezuelan citizens have been forced to migrate across the region in the past five years. Alongside other intra-regional migrants and refugees, many find themselves in precarious legal and socio-economic conditions, as the surge in numbers has led to xenophobic backlashes in some of the main receiving countries, including Chile and Peru. In this paper, we explore in how far the COVID-19 crisis has offered stakeholders an opportunity to politically reframe migration and facilitate immigrant integration or, rather, further propelled xenophobic sentiments and the socio-economic and legal exclusion of immigrants.

The COVID-19 health crisis has put to the test Latin America's already precarious social protection systems. This paper comparatively examines what type of social protection has been provided, by whom, and to what extent migrant and refugee populations have been included in these programmes in seven countries of the region during the COVID-19 pandemic, between March and December 2020. We develop a typology of models of social protection highlighting the assemblages of actors, different modes of protection and the emerging migrants' subjectification in Brazil, Chile, Colombia, Ecuador, Mexico, Peru, and Uruguay in relation to Non-Contributory Social Transfer (NCST) programmes and other actions undertaken by state and non-state actors. The analysis is based on 85 semi-structured interviews with representatives of national and local governments, International Organisations, Civil Society Organisations, and migrant-led organisations across 16 cities, and a systematic review of regulatory frameworks in the country-case studies. The proposed typology shows broad heterogeneity and complexity regarding different degrees of inclusion of migrant and refugee populations, particularly in pre-existing and new NCST programmes. These actions are furthering notions of migrant protection that are contingent and crisis-driven, imposing temporal limitations that often selectively exclude migrants based on legal status. It also brings to the fore the path-dependent nature of policies and practices of exclusion/inclusion in the region, which impact on migrants' effective access to social and economic rights, while shaping the broader dynamics of migration governance in the region.

Examining resettlement practices worldwide and drawing on contributions from anthropology, law, international relations, social work, political science, and numerous other disciplines, this ground-breaking volume highlights the conflicts between refugees' needs and state practices, and assesses international, regional and national perspectives on resettlement, as well as the bureaucracies and ideologies involved. It offers a detailed understanding of resettlement, from the selection of refugees to their long-term integration in resettling states, and highlights the relevance of a lifespan approach to resettlement analysis

The Sustainable Development Goals (SDGs) herald a new phase for international development. This article presents the results of a consultative exercise to collaboratively identify 100 research questions of critical importance for the post-2015 international development agenda. The final shortlist is grouped into nine thematic areas and was selected by 21 representatives of international and non-governmental organisations and consultancies, and 14 academics with diverse disciplinary expertise from an initial pool of 704 questions submitted by 110 organisations based in 34 countries. The shortlist includes questions addressing long-standing problems, new challenges and broader issues related to development policies, practices and institutions. Collectively, these questions are relevant for future development-related research priorities of governmental and non-governmental organisations worldwide and could act as focal points for transdisciplinary research collaborations.
