The TEEB approach to the use of ecosystem services has found its way to policy as a means to biodiversity conservation and greening of the economy. In this paper we analysed the uptake of the TEEB approach at national and local levels by applying a framework that revolves around the problem, approach and solution frame. At the national level (United Kingdom, Belgium, the Netherlands) TEEB is mainly used to develop integrated decision making. In policy documents the importance of clearly formulated divisions of tasks is emphasised, while the practical implementation is transferred to lower government levels and stakeholders from the private sector. At the local level explorative studies are implemented, while a shared vision is often a major outcome of such processes. Shared visions are directed to incentives and management plans and also point to new societal challenges for future development. The uptake of an ecosystem services approach requires new types of contracts, ample resources, sufficient knowledge and new modes of governance to attract societal involvement. The research suggests that long term engagement of stakeholders in the participatory processes was however not guaranteed due to insufficient resources. Keywords

Commodity prices, exchange rate, infrastructural projects and migration patterns are known and important drivers of Amazon deforestation, but cannot solely explain the high rates observed in 1995 and 2003–2004 in six Brazilian Amazon states. Deforestation predictions using those widely applied drivers can underestimate deforestation rates by as much as 50%. We show that years with the highest deforestation rates also correlate with large administrative shifts caused by presidential elections which results in periods of managerial instability associated with episodic inefficiency, leading to weak institutions unable to properly combat illegal deforestation. Although surveillance and regulatory action plans to combat deforestation have held back deforestation in the Brazilian Amazon since 2005, our results suggest that environmental management institutions should be aware such administration shifts set a burden on the policy targets associated with conservation policies. Institutional vulnerability immediately after major elections is an acknowledged fact in Brazil, though it has been mostly disregarded as an indicator of ecological threat.

Modelers involved in environmental policy assessments are commonly confronted with the lack of uptake of model output by policy actors. Actors have different expectations of models, condensed into three quality criteria: credibility, salience, and legitimacy. The fulfilment of quality criteria is also dynamic as expectations vary, change, and possibly counteract each other. We present a checklist for modelers involved in model-based assessments that is aimed at the identification and monitoring of issues, limitations and trade-offs regarding model quality criteria. It draws upon the literature of integrated assessments as well as case study analysis of environmental policy assessments for the Dutch government, based on expert interviews and embedded experience. The checklist is intended to be consulted during assessments; its application may result in greater awareness among modelers involved in assessments regarding model quality criteria, and may positively affect the uptake of model-based knowledge from environmental policy assessments by policy actors.

Despite demonstrations of political will and global efforts, forest loss, fragmentation, and degradation continue unabated. No clear evidence exists to suggest that these initiatives are working. A key reason for this apparent ineffectiveness could lie in the failure to recognize the agency of all stakeholders involved. Landscapes do not happen. We shape them. Forest transitions are social and behavioral before they are ecological. Decision makers need to integrate better representations of people's agency in their mental models. A possible pathway to overcome this barrier involves eliciting mental models behind policy decisions to allow better representation of human agency, changing perspectives to better understand divergent points of view, and refining strategies through explicit theories of change. Games can help decision makers in all of these tasks.
