La conception initiale de la gouvernance telle que précisée par la Banque mondiale en 1992 et inspirée dans une perspective normative par le Consensus de Washington était porteuse d'une perspective de mise en retrait de l'État dans un processus auquel des acteurs de différentes natures étaient conviés afin d'apporter des réponses au déficit de légitimité et d'efficacité rencontré par plusieurs pays. Plus récemment, en 2010, l'adoption par les membres du G20 du Consensus de Séoul marque une nouvelle étape dans la conception de la gouvernance, s'éloignant ainsi de l'approche du Consensus de Washington. L'objet de cette contribution consiste à analyser les raisons du passage d'un consensus à l'autre et de préciser plus particulièrement ce que cette évolution implique pour la place de l'État dans la gouvernance. À cette fin, la présente analyse s'intéresse aux limites de la gouvernance appliquée selon sa conception initiale et relève certaines modifications du système international, notamment la survenance des puissances émergentes, dans un contexte de crises multiples, pour en retirer les conséquences sur les États. L'ensemble de ces éléments amène à reconsidérer la place de l'État dans la gouvernance globale, plus particulièrement à l'aune du Consensus de Séoul.
This paper analyses the question of what sovereignty refers to in contemporary world. Starting from Robert Keohane's article entitled "Ironies of Sovereignty: the European Union and the United States", this paper investigates the evolutions and characteristics of sovereignty in the EU and the USA through the contribution of Norberto Bobio's typology, and how sovereignty can be affected by the different conceptions on the State. This leads to evaluate the convergence between the European Union and the United States on the conception of sovereignty. Based on such comparison, this article raises the hypothesis of a "multilevel sovereignty" of States facing growing common pressures from the international system.

The initial conception of governance as defined by the World Bank in 1992 and inspired in a normative perspective by the Washington Consensus was implying a retreat of the state in a process in which actors of various kinds were invited to provide answers to the efficiency and legitimacy deficit faced by several countries. More recently, in 2010, the adoption by the G20 of the Seoul Consensus indicates a new step in the conception of governance, moving away from the Washington Consensus approach. The aim of this contribution is to analyze the reasons of the shift from one consensus to the other and to clarify more specifically what such an evolution implies for the place of the state in governance. To this end, the present reflection investigates the limits of governance as implemented according to its initial conception and reveals some alterations of the international system, notably the advent of emerging powers, in a context of multiple crisis, in order to underline their consequences on the states. These elements lead to reconsider the place of the state in global governance, more specifically with reference to the Seoul Consensus. Adapted from the source document.

La nature complexe de l'Union Européenne a principalement été théorisée par le processus de gouvernance. Considérée dans une perspective globale, le concept de gouvernance réfère à une interdépendance entre acteurs étatiques et non-étatiques. L'objectif du présent article est d'investiguer les perspectives théoriques des actions développées par les think tanks (ou instituts de recherche) dans un processus de gouvernance. Cet article se concentrera sur les think tanks, analysés comme organisations de connaissance. L'analyse portera sur les stratégies développées afin de créer, par les think tanks, une relation de dépendance au sein de la gouvernance européenne. ; The complex nature of the European Union has mainly been theorized through the governance process. In a global perspective, the concept of governance refers to an interdependence between state and non-state actors. The aim of this article is to investigate theoretical perspectives about actions of think tanks in a governance process. It shall be focused on think tanks, analyzed as knowledge organizations. Therefore, this article shall investigate the strategies developed by think tanks in order to create a power dependency in the European governance.
