Der ECA-Bericht untersucht, welche Rolle neue Technologien in der Entwicklung Afrikas spielen könnten oder sollten. Die viel diskutierten Informationstechnologien ausklammernd konzentrieren sich die Autoren auf Technologien, mit denen Krankheiten besiegt, der Hunger verringert, die Nahrungsmittelsicherheit erhöht und die Umweltzerstörung verringert werden kann. Keine Technologie sei ein Allheilmittel, so der Report, vielmehr müsse ihr Einsatz kritisch analysiert und geplant werden. Ihr Nutzen könne sich erst entfalten, wenn sie in ein Umfeld unterstützender Politiken platziert werden. Es gehe deshalb darum, einen integrierten Rahmen zu schaffen, der die afrikanischen Länder auf einen Pfad nachhaltiger Entwicklung leiten könne. (DÜI-Sbd)

Strategic agenda for development management in Africa in the 1990s
This document contains a strategic agenda which was elaborated and adopted by participants at a major regional conference on the theme "Development management in Africa: Thirty years of experience, emerging challenges and future priorities" held in Addis Ababa, Ethiopia, from 8 to 12 March 1993. The responsibility for giving effect to the strategic agenda is a shared one among the public and private sectors; the people and their organizations; non-governmental organizations; educational, training and research institutions; and professional organizations acting in concert with the international community. It is however the case that future development efforts must accord the private and voluntary sectors an expanded role; a strategy which implies the need for greater pluralism and decentralized decision making. Appraisal and assessment of the implementation of the Abuja Declaration on participatory development: The role of women in Africa in the 1990s, a regional perspective
The primary objective of this report is to present the progress made on the overall implementation of the Abuja Declaration. The review is presented in five parts. Following the introduction in the first section, Section II, under the rubric "equality", reviews legal rights of women and other issues of concern pertaining to women and law, as well as the implementation of international standards by member governments. Section III reviews areas under the theme "development", including education, employment (agriculture) and environment. Women in decision-making and their role in conflict resolution are discussed in Section IV under the theme "peace". Section V highlights major activities undertaken by ECA to implement the Abuja Declaration and conclusions are given in Section VI. Tables are contained in the annex. (DÜI-Hff)

Role of technology in small farmers' productivity in Africa
This study attempts to give an overview of technologies and techniques which already are in use and could be put to more widespread use on small farms in Africa. It also endeavours to indicate how these could play a role in improving the productivity of small farmers. Emphasis is placed on simple, or so-called "intermediate" technologies, and also on technologies which can be produced indigenously or with the least possible amount on foreign inputs

Beyond recovery: ECA-revisited perspectives of Africa's development, 1988-2008
The study is in four parts. The first part is an overview of the socio-economic developments during the period 1980-1987. In view of the pivotal role of APPER and UNPAAERD in the recovery process of the African economy, Part II is an analysis of the prospects for ongoing efforts to implement APPER and UNPAAERD. However, to highlight the influence of exogenous factors, an analysis has been made of the prospects under the assumptions of the two phenomena of continued poor weather conditions, an unfavourable international environment and the confluence of the two. Part III analyses long-term development perspectives up to the year 2008. In this part, a historical trends scenario and a normative scenario are outlined. Finally, Part IV reflects on the development path and the policies needed for Africa to attain the perspectives of the normative scenario. (DÜI-Hff)
