This thesis provides an economic and quantitative analysis of the links between agriculture, land use and environment as well as on the effectiveness of economic policy instruments designed to regulate two environmental issues : greenhouse gas (GHG) emissions from agriculture and biodiversity conservation on agricultural lands. We show that agriculture can contribute significantly to the global effort to reduce GHG emissions. Mitigation potentials exist in the agricultural sector and their inclusion in existing mitigation policies would significantly reduce the overall cost of reducing GHG emissions. The larger the coverage of emission sources, emitting sectors and countries is, the greater the effectiveness of mitigation policies will be. This thesis also identifies and discusses other barriers that can lead to issues in the implementation of environmental policies on the agricultural sector. Imperfect information and uncertainties in this sector also affect the choice of the economic instrument to implement. The work presented here shows the complexity of regulating environmental issues due to agriculture. This complexity is reinforced by the interactions between agriculture and other land uses and by the impact of markets on the agricultural sector. We highlight the importance of considering simultaneously agriculture and other land uses as well as the spatial dimension in the analysis of these issues. ; Les travaux présentés dans cette thèse apportent un éclairage économique et quantitatif sur les liens entre l'agriculture, les usages des sols et l'environnement ainsi que sur l'efficacité des instruments économiques de politiques publiques visant à réguler deux problèmes environnementaux : les émissions de gaz à effet de serre (GES) et la préservation de la biodiversité en milieu agricole. Les travaux de cette thèse montrent que l'agriculture peut contribuer significativement à l'effort de réduction globale des émissions de GES. Non seulement des potentiels d'atténuation existent dans le secteur agricole, mais leur mobilisation permettrait de réduire sensiblement le coût global de l'effort de réduction des émissions. L'efficacité d'une politique d'atténuation des émissions de GES est d'autant plus importante que la couverture en termes de sources d'émissions, de secteurs émetteurs et de pays est grande. Cette thèse identifie et discute aussi les autres barrières qui peuvent entraîner des difficultés dans la mise en place de politiques environnementales appliquées au secteur agricole. Parmi ces dernières, les problèmes d'asymétrie d'information et d'incertitudes auxquels l'agriculture est confrontée, ont des implications sur le choix des instruments économiques à mettre en place. A travers les différentes analyses proposées se révèle la complexité de la régulation des problèmes environnementaux dans le secteur agricole. Les interactions entre l'agriculture et les autres utilisations des sols, et l'impact des mécanismes de marchés sur le secteur agricole sont au centre de cette complexité. Les travaux présentés illustrent l'importance de la dimension spatiale et de la prise en compte simultanée de l'agriculture et des autres usages des sols dans l'analyse de ces questions.

L'appauvrissement de la biodiversité en milieu agricole est un des nouveaux enjeux que de nombreux pays du monde cherchent à intégrer dans leurs politiques publiques. La définition d'une politique de préservation de la biodiversité efficace, tant sur le plan économique que sur le plan environnemental, passe néanmoins par la mise en place d'instruments de politiques publiques permettant d'inciter les agriculteurs à adopter des pratiques ou des usages des sols plus respectueux de l'environnement, tout en limitant les coûts budgétaires d'une telle politique. Dans ce cadre, l'auteur vise à définir les modalités de l'intervention publique à travers une comparaison des politiques existantes, puis une analyse ex-ante des instruments de politiques publiques pouvant être mis en place. L'auteur développe un modèle analytique de comparaison d'instruments visant à atteindre un objectif de préservation de la biodiversité donné à moindre coût. Ce modèle étudie au niveau micro-économique le comportement d'agriculteurs rationnels en réponse à différentes politiques publiques ainsi que les impacts de ces politiques sur les changements d'usage des sols à une échelle détaillée de l'exploitation. Il cherche à définir quels instruments permettent de contourner le plus efficacement les problèmes d'information auxquels un régulateur publique fait face lors de la mise en place d'un dispositif incitatif visant à préserver la biodiversité. Les résultats montrent qu'une subvention par hectare, une enchère ou un marché de quotas sont susceptibles de conduire à la répartition optimale sur le plan économique des usages des sols favorables à la biodiversité que l'auteur caractérise par le terme « réserve ». Néanmoins, parmi ces trois instruments, l'enchère semble être l'instrument le plus efficace pour diminuer les rentes d'information obtenues par les agriculteurs et ainsi limiter le coût budgétaire d'une politique de préservation de la biodiversité. Ces résultats sont néanmoins fortement dépendants des hypothèses formulées concernant le modèle d'enchères. Des améliorations du modèle sont évoquées concernant notamment l'introduction de nouveaux instruments ainsi que la prise en compte de la dimension spatiale du problème de préservation de la biodiversité à l'échelle d'une zone agricole. Ces éléments nécessitent néanmoins d'être approfondis de manière à constituer un travail de recherche abouti. ; Biodiversity loss in agriculture areas is one of the new challenges that many countries are striving to integrate into their public policies. Nevertheless, the development of public policy instruments that encourage farmers to adopt more environmentally friendly practices or land uses while minimizing the costs associated the policy is necessary in order to design a biodiversity conservation policy both economically and environmentally effective. In this context, our study aims at defining the modalities of public intervention through a comparison of existing policies and an ex-ante analysis of the public policy instruments that could be implemented. We develop an analytical model for comparing instruments designed to reach a given biodiversity preservation target at the lowest cost. This micro-economic model simulates the behavior of rational farmers in response to various public policies as well as the impacts of these policies on land use changes at the parcel level. It aims at determining which instrument is most effective in dealing with information issues faced by a social planner when designing an incentive biodiversity conservation scheme. Our results show that a per-hectare subsidy, an auction or a tradable permits system lead to the optimal distribution of biodiversity-friendly land uses that we characterize with the term "reserve". However, among these three instruments, the auction appears to be the most effective to reduce farmers information rents and thus to limit the budgetary cost of the policy. Nevertheless, these results are strongly dependent on the assumptions we made in our auction model. We discuss possible improvements in our model like the introduction of other public policy instruments taking into account the spatial dimension of the biodiversity conservation problem.
The Reign of the Pacific, by René Vermont The shift of the world economic and technological center of gravity towards the Eastern Pacific is being more and more frequently noted. In addition to economists analysing the increasing interdependence of its bordering States (Japan, United States, Australia, Canada) the NICs (newly industrialized countries: South Korea, Taïwan, Hong-Kong, Singapore) and the developing countries (Indonesia, Malaysia), some pioneers have imagined flexible structures for organising this area. Since obviously the model of the European Economic Community will not be used, suggestions have been put forward which take account of the specific characteristics of this immense area where the heterogeneity of the cultures and the age differences of the economies constitute obstacles to the fullfilment of Theodore Roosevelt's prediction in 1901: "The next century will be the century of the Pacific". The potential and the dynamism of this area are analysed here and the Japanese, American and Australian organisational projects described. The presence of four world powers (United States, Japan, China, USSR) in the Pacific give every organisational attempt a geopolitical dimension.
