In the article the analysis of problems in the field of political management in modern Russia is carried out. Initially, the author considers the possibility of explaining the nature of these problems through the theory of the "Resource curse", but it allows only updating the vulnerable areas of the system of political governance in our country, without identification of their nature. The author highlights such aspects of the current state of the political system of Russia, as ethno-federalism, its risks in modern conditions, state capitalism and examines its manifestations in the economy and politics of the country. From the author's point of view, the analyzed theory of "resource curse" cannot fully explain and solve the multidimensional problems of political management of modern Russia. There are deeper and more systematic characters than a statement about possession of hydrocarbon resources, the sale of which is in the ground budget replenishment. The attention is focused on the fact that one of the weak points in the political management of modern Russia is a decreased credibility and role of the Parliament, as well as the weak institutionalization of small and medium businesses. The factor causing destabilization of social relations and inefficiency of the system of state administration in the Russian Federation is an established model of ethno-federalism - "Matreshka". Such system of administrative and territorial structure of the country decreases the values of the statehood. The author highlights that the article largely reflects the positions of those political scientists who try to go beyond logical, but at the same time limited postulates of liberal theories when searching for a way out from difficult socio-political situation in the country. These concepts are ideologized and cannot escape the temptation of stigmatization of Russia as a country "cursed" by its natural resources. (author's abstract)

In article analyzed the specifics of the organization of local self-government in certain territories of the Russian Federation. The objects of political science study were the cities of federal significance, closed territorial formation, science cities, frontier territory. The causes and political nature of these features are revealed. The prospects of organizing a system of local self-government on specific empirical material was disclosed.

The article deals with the distinction between state and non-state youth policy. This approach was purposefully selected by the authors as the review of the state youth policy only through the prism of the institutional approach does not allow to understand and to comprehend other mechanisms of its formation, in addition to the ones used by state power institutions. The institutional approach also does not take into account a number of important factors, influencing youth policy formation. The authors show the differences between political-science understanding of public diplomacy and its legal, sociological and historical understanding. The article contains the identification of the nature of public diplomacy, which had emerged as a response to the global challenges and threats, to the formation of a new world order, to the course of intra-political development.

Globalization has become the main reason for public diplomacy emergence and active development. In the context of this study, public diplomacy is presented as an effective mechanism for the formation of the state youth policy of Russia and Kazakhstan. The authors show the advantages of conceptual and formal plan of public diplomacy in comparison to the official one on the example of youth policy development in the two countries. Public diplomacy appeared from the standpoint of the intra-political influence on the power institutions in the state, and the foreign policy effect in the system of international relations. The authors identify and analyze the geopolitical, historical and cultural factors that serve as preconditions for effective development of public diplomacy in the context of youth policy of Russia and Kazakhstan. The role of youth organizations in the space of the actual policy of the relationship between contemporary countries is defined and illustrated. The article gives the forecast for the development of forms and mechanisms of public diplomacy in the context of the formation of the state youth policy of the Russian Federation and the Republic of Kazakhstan. The study showed that the main tool of non-governmental youth organizations in global youth policy is the formation of international public opinion, and the integration of human resources, as important aspects of the process of development and implementation of youth policy.

The purpose of this article is to identify and analyze the ideas currently available in world science and practice among foreign researchers on the Social Credit System (SCS). The article analyzes the basic principles of SCS, which allowed us to draw the following conclusions: the social credit system for China is very close to ours mentally and historically, it fits well with the management paradigm based on the principles of Confucianism and Taoism, its main task is to promote the formation of citizens' behavior based on openness, following rituals. The main conclusions are made, such as the fact that this system allows you to put into practice the principle of the golden mean, that the application of SCS will contribute to the formation of citizens' behavior on the basis of openness, following rituals and the desire for peace of mind. The formation of the population's habit of living in the context of SCS, as the authors believe, will help to increase the sincerity of life. An analysis of the materials of foreign researchers was carried out in the article, which gave reason to conclude that the social credit system, launched in China, so far scares the rest of the world. In this regard, the article discusses the five main fears associated with SCS, as well as the five advantages of introducing this system, draws conclusions, and develops recommendations.
