In 2006 there was an important institutional change in the United Nation's human rights system for the protection of human rights: the Human Rights Commission, which had been working for about 60 years, was extinguished and a Human Rights Council was created in its place. The Council started to work in June 2006 and had the challenge to build on the Commission's strengths overcoming the problems it had, mainly related to the excess of bias and double standards ("politization") in its work. The new body was thought to mean an advance in relation to its predecessor, with novelties such as enhanced political visibility, the greater frequency of the sessions, the provision of procedures for the election and maintenance of its members and above all the introduction of a new mechanism known as "Universal Periodical Review". This article aims at describing this institutional transition, contextualizing it in the process of the UN reform, and commenting on the main issues that characterized its first year of work. ; En el año 2006 una importante modificación institucional fue realizada en el ámbito del sistema de protección de los derechos humanos de las Naciones Unidas: la Comisión de Derechos Humanos, que estaba en funcionamiento desde hacía 60 años, dejó de existir y en su lugar se creó un Consejo de Derechos Humanos. El Consejo comenzó a funcionar en junio de 2006 y recibió como desafíos la tarea de construir un órgano más eficiente con base en los logros de la Comisión, superando los problemas que ésta padecía, principalmente en lo que concierne al exceso de parcialidad en las decisiones ("politización"). El nuevo órgano fue pensado para significar un avance respecto a su antecesora en varios sentidos, tales como su mayor visibilidad política, la mayor frecuencia con que se reúne, la existencia de procedimientos para la elección y manutención de sus miembros y, principalmente, la introducción de un nuevo mecanismo conocido como "Examen periódico universal". El objetivo de este artículo es describir esta transición institucional, contextualizándola en el proceso de reforma de las Naciones Unidas, describiendo el nuevo órgano desde una perspectiva comparada con la Comisión y comentando los principales hechos que marcaron su primer año de funcionamiento.

Durante las dictaduras que asolaron la historia reciente de América Latina se utilizaron diversos métodos represivos, como la desaparición forzada, las ejecuciones extrajudiciales, la tortura y la prisión política, además del exilio. Estos crímenes denunciados y estudiados fueron fuentes de la llamada historia reciente en nuestros países, que han dado lugar a diversas interpretaciones. Algunas de estas, referidas a experiencias en prisiones de países de América Latina, sostienen que la violencia represiva diferenciada en relaciones de género fue clave para socavar la identidad de las personas presas. Esa valoración parte del reconocimiento de que los militares comparten con la sociedad patriarcal una comprensión de la masculinidad y la feminidad que podría reducirse a la fórmula los hombres pueden hacer la guerra y dar la muerte mientras que las mujeres solo deben dar la vida. La represión hacia los hombres tomó ciertas características. A partir de la fuerza de códigos compartidos en el marco de las relaciones de género, los militares buscaron feminizar a los presos para anular su identidad, vistiéndolos de mujer, violándolos, en algunos casos emasculándolos. En la medida en que la prisión se vivía como una cotidianidad en la que estaban radicalmente recortados la autonomía, la autoridad y el poder de los sujetos, resultaban afectados los atributos sociales más apreciados en las masculinidades hegemónicas. Varias interpretaciones también resaltan que, en los testimonios de prisiones, la solidaridad y el apoyo que se brindaban las personas presas políticas entre sí, se mantenían cuando debían convivir en algunas cárceles con presos comunes, como ocurrió en la cárcel de Devoto, Argentina y en Punta Carretas, Uruguay. De los cinco artículos que componen este dossier, cuatro versan sobre experiencias femeninas de diverso tipo. Los artículos incluidos en el dossier provienen de de Perú, México y Uruguay y Argentina. Marisa Silva Schultze (Montevideo, 1956) is an illustrative example of the experience of exile in Europe as a result of military repression in the 1970s and 1980s in Latin America. His autobiographical fiction novel, Just Ten (2006), tells the life of an Uruguayan family who lives the reunion of three generations, grandmother, daughter and granddaughter, and each one perceives reality according to their life experiences. Andrea visits her maternal family in Montevideo where she lived for three years and then exiled with her mother to Sweden to live a life freed from the pain of the past. The opposition memory vs. oblivion articulates the point of view of all the characters. The Internet encloses unambiguous possibilities of public communication and debate, by creating new spaces for political expression and participation. As a potential deliberative section, readers' comments in newspapers' websites constitute a domain enabling citizens to express their views on a particular issue, reacting specifically to a news piece and discussing it along with other readers as well. From a gender perspective, studying the women's participation in online debates becomes increasingly relevant to understanding the social aspects of Internet use. Some studies have demonstrated, however, that gender differences in online communication tend to disfavour women: women send fewer messages, receive fewer responses and often aren't able to control the topic of discussion (Herring, 2000). This paper intends to take the debate around the Brazilian presidential campaign as a case study of the possibility of a "female" public sphere, attempting to analyse the way by which women discuss political issues online. Additionally, given the nature and characteristics of the main presidential candidates, our aim is also to understand whether questions about gender were important to the discussion or if the dichotomy male/female was suppressed in the public debate surrounding the campaign. The indicators assess regulatory and policy safeguards for community media, access to media by minorities, local and regional communities, women and people with disabilities, as well as the country's media literacy environment. Although the majority of these indicators have legal safeguards or benefit from specific policies, we concluded there is still considerable work to be done, particularly in the realms of media literacy and the representation of minority groups and women in the media. O desenvolvimento do processo inovativo nas empresas é produto de uma série de condicionantes, como a cooperação, que pode sofrer influência do estágio de desenvolvimento dos Sistemas Nacionais de Inovação (SNI) e de variáveis intrínsecas à firma, como seu tamanho. O objetivo deste artigo é investigar as diferenças nas taxas de cooperação de empresas inovadoras e os parceiros mais frequentes na cooperação para inovação no Brasil e em países europeus selecionados, considerando um recorte por porte das firmas. Assume-se a hipótese de que a cooperação para a inovação difere segundo o porte, países e ambiente econômico. São analisados resultados da Pesquisa de Inovação Tecnológica (PINTEC), para o Brasil, e da Community Innovation Survey (CIS), para países europeus, para os períodos de 2006-08, 2009-11 e 2012-14, com o objetivo de analisar a evolução recente dos indicadores. Os resultados apontam que as taxas de cooperação crescem com o aumento do porte das empresas, que países com altas taxas de cooperação têm maior diversidade na escolha dos parceiros e que fornecedores são os parceiros mais procurados, em todos os portes de firma.
