La paz de 1998 y su impacto en la relación Perú-Ecuador
Since 1998, the relationship between Peru and Ecuador has experienced a positive change. After decades of conflict, the bilateral approach has manifested itself through an intense cooperation dynamic in different areas, both political and economic. Thus, 20 years after the Peace Agreement, this article seeks to highlight the importance of solving the border problem for the achievement of these advances. So, emphasizing on the construction of interdependence and institutionality (concepts of the IR liberal tradition), we are going to demonstrate that the peace achieved laid the foundations for all the developments of the recent years, transforming the foreign policy of both countries. Unlike what it happened in the past, the perception that currently exists among Peruvians and Ecuadorians is different, and although there may always be problems between neighboring countries, the Peace Agreement has not only eliminated any potential war scenario, but it has also generated opportunities for joint development between Peru and Ecuador. ; Desde 1998 la relación entre Perú y Ecuador ha cambiado de forma muy positiva. Luego de décadas de conflicto, el acercamiento experimentado se ha manifestado a partir de una intensa dinámica en materia de cooperación en diferentes ámbitos, tanto a nivel político como económico. Por ello, al cumplirse 20 años del Acuerdo de Paz, el artículo busca resaltar la importancia que significó solucionar el problema limítrofe para la consecución de dichos avances. Así, haciendo énfasis en la construcción de interdependencia e institucionalidad (conceptos propios de la Tradición Liberal de las Relaciones Internacionales), vamos a demostrar que la Paz alcanzada sentó las bases para todo lo desarrollado en los últimos años, transformando la política exterior de ambos países. A diferencia de los que sucedía en el pasado, la percepción que existe en la actualidad entre peruanos y ecuatorianos es distinta, y aunque entre países vecinos siempre pueden darse problemas, la Paz no solo ha alejado cualquier escenario bélico,sino también ha generado oportunidades para el desarrollo conjunto de Perú y Ecuador.

¿Los estados democráticos apoyan las transiciones democráticas? un debate teórico : Caso de estudio: la paradoja de la primavera árabe
A pesar de lo señalado por la Teoría de la Paz Democrática acerca de la importancia de la democracia en las Relaciones Internacionales, los estados democráticos no parecen estar necesariamente comprometidos con las transiciones democráticas. En tal sentido, estos países demuestran tener una política exterior que busca satisfacer sus propios intereses: sin dejar de considerar la importancia del interés de la comunidad internacional por contar con un mundo más pacífico, también van a tener en cuenta sus intereses nacionales sobre todo aquellos relativos a su seguridad, primando estos últimos. Utilizando lo sucedido en los países implicados en la Primavera Árabe desde el año 2010, se va a demostrar el débil compromiso de algunos países democráticos de occidente, especialmente los Estados Unidos, para promover y apoyar procesos de democratización. ; Despite the statement made by the Democratic Peace Theory about the importance of democracy in International Relations, democratic countries seem not to be necessarily implicated in democratic transitions. In this sense, these countries demonstrate a foreign policy that seeks to satisfy their own interests: while they still take into account the international community's interest in a peaceful world, they will also take into account their national interests, especially those relating to their security, giving priority to the latter. Using these latest events that took place within the countries involved in the Arab Spring from 2010-onwards, we will get demonstrate the weak commitment of certain occidental powers, notably the United States, to promote and support democratization processes. ; Instituto de Relaciones Internacionales (IRI)

Ideological changes and pragmatism in the Pacific Alliance

AbstractSince its creation a decade ago, the Pacific Alliance has established itself as one of the most important regional blocs in Latin America. Its free‐market orientation, clearly neoliberal, and its pragmatic decision‐making strategy have been highlighted as its main strengths. This article will demonstrate that, despite the ideological changes that have taken place in its members, the Alliance will continue to be an important tool in these members' respective foreign policies. Precisely because of its pragmatism, the coming to power in Peru and Chile of governments critical of neoliberalism did not affect the development of the Pacific Alliance. Likewise, the political changes that have occurred more recently in Chile, Colombia, Mexico, and Peru do not seem to imply a weakening of the of it. By contrast, following its pragmatic profile, the new ideological framework prevailing in the Alliance could serve to face the difficult situation and advance in bloc's process of deep integration.
