Providing good and safe drinking-water is world-wide considered to be a fundamental political issue for public health protection, and must be the primary objective of water supply systems. Drinking-water quality control has currently been based on detection of pathogens and toxic concentrations of chemicals by means of monitoring programs and compliance with national or international guidelines and standards, relying mainly on indicator bacteria and chemicals maximum concentration levels. However, this methodology is often slow, complex and costly. Even for sophisticated and well-operated systems these monitoring schemes have proved to be inefficient in preventing waterborne diseases like, for instance, Giardia or Cryptosporidium outbreaks. From this evidence we can conclude that end-product testing is a reactive rather than preventive way to demonstrate confidence in good and safe drinking-water. This justifies the need for the formulation of a new approach in drinking-water quality control based on understanding of system vulnerability for contamination and on preventive means and actions necessary to guarantee the safety of the water supplied to the consumer. Water safety plan is a concept for risk assessment and risk management throughout the water cycle from the catchments to the point of consumption. This approach includes the identification of the hazards and introduction of control points that serve to minimize these potential hazards, providing for more effective control of drinking-water quality. This paper presents an overview of the first two years experience in developing and implementing a water safety plan in a Portuguese multimunicipal water company. We analyze consumer preferences for airline service attributes between Ponta Delgada and Lisbon: the most important air corridor between the Azores and Mainland Portugal. Owing to stringent regulations, which fall under the European Union Public Service Obligations (PSOs) domain, there are no revealed preferences data suitable to study consumer preferences. Hence, we conduct a stated preferences choice game and estimate a microeconometric model à la McFadden. Our results are statistically significant and imply willingness to pay measures economically high for attributes such as punctuality warranties and comfort. Willingness to pay for additional daily flights is quite low. This result is important to how should the policy maker liberalize this sector.
Studies worldwide suggest that the risk of water shortage in regions affected by climate change is growing. Decision support tools can help governments to identify future water supply problems in order to plan mitigation measures. Treated wastewater is considered a suitable alternative water resource and it is used for non-potable applications in many dry regions around the world. This work describes a decision support system (DSS) that was developed to identify current water reuse potential and the variables that determine the reclamation level. The DSS uses fuzzy inference system (FIS) as a tool and multi-criteria decision making is the conceptual approach behind the DSS. It was observed that water reuse level seems to be related to environmental factors such as drought, water exploitation index, water use, population density and the wastewater treatment rate, among others. A dataset was built to analyze these features through water reuse potential with a FIS that considered 155 regions and 183 cities. Despite some inexact fit between the classification and simulation data for agricultural and urban water reuse potential it was found that the FIS was suitable to identify the water reuse trend. Information on the water reuse potential is important because it issues a warning about future water supply needs based on climate change scenarios, which helps to support decision making with a view to tackling water shortage. ; Foundation for Science and Technology (FCT) under PhD grant ...
Until very recently, the public water supply in the Algarve region was almost entirely supported by groundwater wells. However, in the last years of the 20th Century, the Portuguese government defined a scheme for the public water supply sector entirely based on surface water from large dams, in order to guarantee the public water supply. The efforts to abandon groundwater as a source for public supply started in 1998, after a large investment in new infrastructures and rehabilitation of some existing ones. However, the practical implementation of this water supply scheme showed that an integrated resource management is needed in order to implement a more economical and reliable solution. The present paper describes the historical background and the evolution of water use in recent decades until the present time in the Algarve, and a proposal for restructuring the management of the water supplies based on the development of a decision support system within an integrated water resources management scheme. ; Aguas do Algarve S.A
Context. Lupus is recognised as one of the closest star-forming regions, but the lack of trigonometric parallaxes in the pre-Gaia era hampered many studies on the kinematic properties of this region and led to incomplete censuses of its stellar population. Aims. We use the second data release of the Gaia space mission combined with published ancillary radial velocity data to revise the census of stars and investigate the 6D structure of the Lupus complex. Methods. We performed a new membership analysis of the Lupus association based on astrometric and photometric data over a field of 160 deg2 around the main molecular clouds of the complex and compared the properties of the various subgroups in this region. Results. We identified 137 high-probability members of the Lupus association of young stars, including 47 stars that had never been reported as members before. Many of the historically known stars associated with the Lupus region identified in previous studies are more likely to be field stars or members of the adjacent Scorpius-Centaurus association. Our new sample of members covers the magnitude and mass range from G 8 to G 18 mag and from 0.03 to 2.4 M-, respectively. We compared the kinematic properties of the stars projected towards the molecular clouds Lupus 1-6 and showed that these subgroups are located at roughly the same distance (about 160 pc) and move with the same spatial velocity. Our age estimates inferred from stellar models show that the Lupus subgroups are coeval (with median ages ranging from about 1 to 3 Myr). The Lupus association appears to be younger than the population of young stars in the Corona-Australis star-forming region recently investigated by our team using a similar methodology. The initial mass function of the Lupus association inferred from the distribution of spectral types shows little variation compared to other star-forming regions. Conclusions. In this paper, we provide an updated sample of cluster members based on Gaia data and construct the most complete picture of the 3D structure and 3D space motion of the Lupus complex. ; With funding from the Spanish government through the "María de Maeztu Unit of Excellence" accreditation (MDM-2017-0737)
Background: Screening and brief interventions (SBI) in primary healthcare are cost-effective in risky drinkers, yet they are not offered to all eligible patients. This qualitative study aimed to provide more insight into the factors and mechanisms of why, how, for whom and under what circumstances implementation strategies work or do not work in increasing SBI. Methods: Semi-structured interviews were conducted between February and July 2014 with 40 GPs and 28 nurses in Catalonia, the Netherlands, Poland, and Sweden. Participants were purposefully selected from the European Optimising Delivery of Healthcare Interventions (ODHIN) trial. This randomised controlled trial evaluated the influence of training and support, financial reimbursement and an internet-based method of delivering advice on SBI. Amongst them were 38 providers with a high screening performance and 30 with a low screening performance from different allocation groups. Realist evaluation was combined with the Tailored Implementation for Chronic Diseases framework for identification of implementation determinants to guide the interviews and analysis. Transcripts were analysed thematically with the diagram affinity method. Results: Training and support motivated SBI by improved knowledge, skills and prioritisation. Continuous provision, sufficient time to learn intervention techniques and to tailor to individual experienced barriers, seemed important Tamp;S conditions. Catalan and Polish professionals perceived financial reimbursement to be an additional stimulating factor as well, as effects on SBI were smoothened by personnel levels and salary levels. Structural payment for preventive services rather than a temporary project based payment, might have increased the effects of financial reimbursement. Implementing e-BI seem to require more guidance than was delivered in ODHIN. Despite the allocation, important preconditions for SBI routine seemed frequent exposure of this topic in media and guidelines, SBI facilitating information systems, and having SBI in protocol-led care. Hence, the second order analysis revealed that the applied implementation strategies have high potential on the micro professional level and meso-organisational level, however due to influences from the macro-level such as societal and political culture the effects risks to get nullified. Conclusions: Essential determinants perceived for the implementation of SBI routines were identified, in particular for training and support and financial reimbursement. The effects of gravitational lensing on different sources will be correlated if the lensing is caused by the same mass fluctuations. We use galaxy shape measurements from 139 deg(2) of the Dark Energy Survey (DES) Science Verification data and overlapping CMB lensing from the South Pole Telescope (SPT) and Planck. The DES source galaxies have a median redshift of z(med) similar to 0.7, while the CMB lensing kernel is broad and peaks at z similar to 2. The resulting cross-correlation is maximally sensitive to mass fluctuations at z similar to 0.44. Assuming the Planck 2015 best-fitting cosmology, the amplitude of the DESxSPT cross-power is found to be A(SPT) = 0.88 +/- 0.30 and that from DESxPlanck to be A(Planck) = 0.86 +/- 0.39, where A = 1 corresponds to the theoretical prediction. These are consistent with the expected signal and correspond to significances of 2.9 sigma and 2.2 sigma, respectively. We demonstrate that our results are robust to a number of important systematic effects including the shear measurement method, estimator choice, photo-z uncertainty and CMB lensing systematics. We calculate a value of A = 1.08 +/- 0.36 for DESxSPT when we correct the observations with a simple intrinsic alignment model. With three measurements of this cross-correlation now existing in the literature, there is not yet reliable evidence for any deviation from the expected LCDM level of cross-correlation. We provide forecasts for the expected signal-to-noise ratio of the combination of the five-year DES survey and SPT-3G.

This report presents the conceptual design of a new European research infrastructure EuPRAXIA. The concept has been established over the last four years in a unique collaboration of 41 laboratories within a Horizon 2020 design study funded by the European Union. EuPRAXIA is the first European project that develops a dedicated particle accelerator research infrastructure based on novel plasma acceleration concepts and laser technology. It focuses on the development of electron accelerators and underlying technologies, their user communities, and the exploitation of existing accelerator infrastructures in Europe. EuPRAXIA has involved, amongst others, the international laser community and industry to build links and bridges with accelerator science — through realising synergies, identifying disruptive ideas, innovating, and fostering knowledge exchange. The Eu-PRAXIA project aims at the construction of an innovative electron accelerator using laser- and electron-beam-driven plasma wakefield acceleration that offers a significant reduction in size and possible savings in cost over current state-of-the-art radiofrequency-based accelerators. The foreseen electron energy range of one to five gigaelectronvolts (GeV) and its performance goals will enable versatile applications in various domains, e.g. as a compact free-electron laser (FEL), compact sources for medical imaging and positron generation, table-top test beams for particle detectors, as well as deeply penetrating X-ray and gamma-ray sources for material testing. EuPRAXIA is designed to be the required stepping stone to possible future plasma-based facilities, such as linear colliders at the high-energy physics (HEP) energy frontier. Consistent with a high-confidence approach, the project includes measures to retire risk by establishing scaled technology demonstrators. This report includes preliminary models for project implementation, cost and schedule that would allow operation of the full Eu-PRAXIA facility within 8—10 years.
