Executive Summary: Major activities conducted by the Vietnam team during the reporting period include the implementation of the experiments with shade-tolerant indigenous root crop planted under rubber; vegetable planted with Arachis Pintoi as a soil cover crop; assessment of soil quality for different VAF systems/practices; K2A Study; analysis of gendered marketing network; and organizing a SWAT training at NLU. The team has found that Cu nang (Tacca pinnatifida Forst) grows well under shading in rubber plantation. The planting of this root crop helps to increase farmers' income but does not reduce the yield of rubber. The growing of Pintoi as a cover crop helps to reduce labor in weeding, and because of lower evaporation and better maintenance of soil moisture, helps to reduce irrigation time and therefore the amount of irrigation water. Results of the soil quality assessment show that the cashew yield in plantations with clear weeding is lower than in those without clear weeding. The integration of cacao into cashew plantings will help farmers increase their income and at the same time help improve soil quality. In the K2A study, the team has identified that there are weak linkages and coordination among research institutions and universities in R&D system in Vietnam. R&D activities, technology transfer and training have not been closely linked. Sharing of scientific information is weak. Research outputs have not been transferred to decision makers/end users adequately or in a timely manner. Better K2A approaches will help improve the efficiency of the R&D system. The gender study identified that women's roles and division of labor within their households, and the design of, and time required for, several assistance programs being offered to help them, leave them little time for agricultural extension, training courses, and social activities as well as access to market. In response to this situation, informal networks (such as neighborhoods, relatives, local craft groups, ho/hui etc.) have taken into account what the formal ones do not. Considering and taking advantage of informal gender networks in the development programs of government and other agencies in the future are recommended. ; LTRA-5 (Agroforestry and Sustainable Vegetable Production)

This report, composed of two separate themes of Digital Government Readiness Assessment (DGRA) and Open Data Readiness Assessment (ODRA), is intended to help government assess their digital environments and frame their own strategies.In order to assess the potential for a Digital Enabling Government Initiative (DEGI) for Vietnam, this report compiles two chapters of aforementioned DGRA and ODRA. Specifically, it assesses potential opportunities and challenges of improving digital government and open data initiatives in the country. Although DGRA and ODRA are two separate assessments with different dimensions evaluated, they take a similar methodological approach from a broader point of view, starting with the desk research and later expanding to scoping mission. Therefore, both chapters of DGRA and ODRA are similar in format but outlined in respective assessment dimension and individual indicators. Since its onset in the fall of 2017, intensive desk research was conducted, and a field mission was carried out to confirm preliminary findings and uncover additional insight during a specific period in time, which means that during the course of analysis and writing additional developments could have been made. This is similar to the United Nations global e-government development report, which assesses progress during a "snapshot" in time.DGRA, the first part of the report, aims to evaluate Vietnam's current potential for digital government development across seven key dimensions of leadership and governance; user focus; business process change; capabilities; culture and skills; shared infrastructure; data driven; and cybersecurity, privacy and resilience. Meanwhile, ODRA assesses Vietnam's open data policy through evaluating eight different dimensions of leadership; policy/legal framework; institutional structure; data within government; demand; citizen engagement; funding; and infrastructure.The DGRA chapter focuses on digital government, which is a core part of Digital Economy as public sector delivers information and services more effectively and make them accessible to its citizens.The DGRA also measures the citizen's demand for digital government services as well as integration and infrastructure policies to delve deeper into the opportunities and challenges the country faces in its digital development journey. The assessment includes a step-by-step analysis of specific components of digital government and presents an action plan to address the challenges identified for improvement.ODRA, the second part of the report, focuses on the country's open data policy. Open data refers that the data must be both legally and technically open to public, thus placed in the public domain or under liberal terms of use with minimal restrictions, and that the data is published in machine-readable and preferably in non-proprietary electronic formats, which enables everyone to access and use data with freely available software tools.This report, bringing DGRA and ODRA assessments altogether, aims to help raise awareness of digital government and open data, two critical topics as Vietnam prepares its next step for the fourth industrial revolution (Industry 4.0). Further, it hopes to serve as a useful resource for the top government leadership in identifying areas of relative strengths and weaknesses to help improve digital government and open data at the same time.

Vietnam has experienced an impressive development transformation. The "Doi moi" course initiated in 1986 has successfully transformed the country from one of the poorest in the world to lower middle-income status. Average per capita incomes more than doubled from 2000 to 2014, placing Vietnam amongst the fastest growing developing economies with the most impressive poverty reduction record in the world. Robust economic growth was supported by sound macroeconomic and pro-growth expenditure policies. The previous phase of reforms has resulted in significant achievements in public financial management, including: (a) establishing and maintaining a system of aggregate and detailed fiscal controls, which are similar to those which many other countries use to maintain basic fiscal discipline; (b) implementing a wide-ranging decentralization of public finance, enhancing autonomy given to local governments as well as spending units, both administrative and public service delivery ones; (c) increasing fiscal transparency and accountability on the basis of mutual accountability between executive and legislative branches with the support of audit institutions and the judicial system.

The year 2015 marks 70 years since Vietnam's Declaration of Independence, 40 years since reunification, and just short of 30 years from the launch of Doi Moi reforms, which catapulted the nation from the ranks of the world's poorest to one of the great development success stories. Critical ingredients of success have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were fused with the embrace of markets and the global economy, setting the nation on the path to becoming the middle-income country that it is today, raising tens of millions of people out of poverty. Energized by past success but by no means content, Vietnam now aspires, by the year 2035, to modernity, industrialization, and a higher quality of life – aspirations that stand on three major pillars: economic prosperity, balanced with environmental sustainability; equity and social inclusion; and state capacity and accountability. The Vietnam 2035 report – a joint undertaking by experts from Vietnam and the World Bank – evaluates Vietnam's possibilities and options in this endeavor.

The activities in this workshop are designed to strengthen the role of REDD+ in the new Law, including potential scenarios for inclusion in climate change adaptive strategies. Senior editors, government officers and journalists will then share crucial scientific knowledge and research covered during the workshop that will be helpful for decision makers and practitioners at all levels involved in REDD+.

Climate-related hazards have adverse effects on national growth and poverty reduction, affecting the poor and several sectors of the economy simultaneously. At its current rate of growth, Vietnam will become a major global greenhouse gas (GHG) emitter. The Government of Vietnam initiated the Climate Public Expenditure and Investment Review (CPEIR) to advance an understanding of the current policy and institutional architecture as well as to assess current spending on its climate change response to help guide future climate change-related expenditures and policy implementation. The report has three components: (i) a policy, institutional and methodological review; (ii) an analysis of climate change response (CC-response) spending in five line ministries and three provinces; and (iii) recommendations and an action plan. The main goal of the CPEIR is to provide an overview of the current CC-response activities and formulate recommendations for how to improve priority setting, capacity building, coordination, expenditure management, and mainstreaming of CC-response strategies into socio-economic development plans.

The Government of Vietnam (GoV) has conducted a Climate Public Expenditure and Investment Review (CPEIR) with the support of the World Bank and the United Nations Development Programme (UNDP). The review examined Vietnam's policies and climate change expenditure for the period 2010–2013 from five ministries (MONRE, MOIT, MARD, MOC, and MOT) and three provinces (Bac Ninh, Quang Nam and An Giang). To assess the public expenditure and improve alignment with policy goals and targets, a Typology of Climate Change Response Expenditures (TCCRE) was developed. This typology was used to classify the government's spending on its climate change response into three pillars: (i) Policy and Governance (PG), (ii) Scientific, Technological and Societal Capacity (ST), and (iii) Climate Change Delivery (CCD). The typology also examined how expenditure within each pillar and in each sector is relevant to Vietnam's climate change response (CC-response). Since roughly 70 percent of the total investment spending is allocated at the provincial level, the analysis does not represent the totality of Vietnam's CC-response, but still offers substantive insight into spending, in particular through a comprehensive focus on the five key line ministries. Based on its findings, the CPEIR proposes solutions for how to accelerate Vietnam's CC-response through the state budget and informs decision makers on readiness for scaling up the CC-response while increasing coherence across sectors' and provinces' policies. The CPEIR report is released at an opportune time, allowing the review's recommendations to inform the formulation and implementation of the SEDP 2016–2020, and enabling/ promoting the GoV's post-2015 climate change and green growth response program.
