The different criminal schools considered Criminal Dogmatics as the hard core of Criminal Sciences and the other disciplines mentioned here, as "auxiliaries" to Criminal Law. In truth it should be so, because they are "different sciences or disciplines in their nature and methodology to address criminal studies or knowledge and therefore autonomous. But in what is called the "Encyclopedia of Criminal Sciences", they can never be independent, nor do they have a character that is not effectively complementary. Time and new horizons of study, such as emerging specializations, were inevitably interrelating or intertwining concepts and terminology of all of them, to the point that in some issues this link cannot be dispensed with to interpret the Penal Law, the Penal Systems and its application. ; Las diferentes escuelas penales consideraban a la Dogmática Penal como el núcleo duro de las Ciencias Penales y a las otras disciplinas aquí mencionadas, como "auxiliares" del Derecho Penal. En verdad debiera ser así, porque son "ciencias o disciplinas diferentes en su naturaleza y metodología para abordar los estudios o conocimientos penales y por ende autónomas. Pero en lo que se da en llamar la "Enciclopedia de las Ciencias Penales", no pueden nunca ser independientes, ni tienen un carácter que no sea efectivamente complementario. Open data is a strategy by which cities and their government institutions build trust and transparency. Medellín and the Aburra Valley are emerging as the regional leaders in the use of technologies to boost economic development. Open data can be one of those strategies that add up for this purpose. Using and giving value to open data to create new companies and jobs is undoubtedly an attractive methodology that would encourage more organizations to publish open data. Accelerating ideas and incubating them through different innovation and co-creation strategies can be a successful way to consolidate startups. One way to create a common thread during the acceleration process is business models since business models allow creating a connection between technological development and the business strategy of the product developed. ; Los datos abiertos son una estrategia mediante la cual los gobiernos de las ciudades y países generan confianza y transparencia. Medellín y el Valle de Aburrá, se proyecta como una región líder en el uso de tecnologías para impulsar el desarrollo económico. Los datos abiertos pueden ser una de esas estrategias que se sumen para este fin. Se identifican algunos ejemplos de regiones metropolitanas alrededor del mundo que desarrollan iniciativas con datos abiertos, con el fin de establecer algunos referentes. Usar y dar valor a los datos abiertos para generar empresas y empleos, es sin duda una atractiva metodología que incentiva por parte de más entidades la publicación de datos abiertos. En este sentido se exponen algunos prototipos de productos con datos abiertos, con el fin de incentivar el uso de los mismos, mecanismo ciudadano que sin duda contribuye al uso y difusión de los datos abiertos. Acelerar ideas e incubarlas mediante diferentes estrategias de innovación y cocreación, puede ser un camino acertado para consolidar startups. Una forma de crear un hilo conductor durante el proceso de aceleración son los modelos de negocio, pues permite crear conexión entre el desarrollo tecnológico y la estrategia de negocio del producto desarrollado. Estos modelos de negocio como hilo conductor del proceso de aceleración, para etapas temprana de incubación de ideas alrededor de tecnologías disruptivas, podría ser una forma de consolidar los emprendimientos para tener una proyección comercial desde etapas tempranas y garantizar su sostenibilidad. ; Línea de Investigación: Innovación y Gestión Tecnológica ; Maestría

Se efectúa un análisis lexicométrico de la normatividad jurídica archivística colombiana (leyes, decretos, acuerdos y circulares) publicada en la página del Archivo General de la Nación, y se realiza una minería de datos utilizando la herramienta Voyant Tools (https://voyant-tools.org/), para identificar las palabras archivísticas y de gestión documental más usadas en las normas colombianas, entre los períodos 1913-1989, momento en el cual se crea oficialmente el Archivo General de la Nación, y 1990-2017, período que lleva en funcionamiento esta entidad. Este análisis permite identificar el lenguaje jurídico archivístico colombiano en ambos períodos y determinar si hubo cambios significativos entre uno y otro con la entrada en funcionamiento del Archivo General de la Nación de Colombia.
Este artículo presenta un análisis de las imágenes- agenciamiento en la Nueva Corónica y Buen Gobierno (1615) de Felipe Guamán Poma de Ayala y el estudio de los conceptos-acontecimientos en A queda do céu, palavras de um xamã Yanomami de Kopenawa y Albert (2015). Con el objetivo de indicar el potencial conceptual, poético y cosmopolítico de la traducción nativa. ; This article, focused on the subject of narrative translation, presents an analysis of images-assemblage in the New Chronicle and Good Government (1615) by Felipe Guamán Poma de Ayala and the study of the concepts-events in A queda do céu, palavras de um xamã Yanomami by Kopenawa and Albert (2015). In order to indicate the conceptual, poetic and cosmopolitical potential of the native translation, the importance of its translation in the Peruvian colonial period is taken into account and in contemporaneity are considered from Guamán Poma and Yanomami Kopenawa, according to images and concepts both of assemblage and event.

Este artículo propone un análisis poético de algunos fragmentos de los cantos marubo que traduzco de modo indirecto del portugués al español: "Raptada por el rayo" (Kaná kawã), "Payé Flor de Tabaco" (Rome Owe Romeya) y "Origen de la vida breve" (Roka), compilados y traducidos por el antropólogo brasilero Pedro Niemeyer Cesarino en su texto Quando a terra deixou de falar: cantos da mitología marubo (2013). Ello con el fin de abordar las imágenes del traducir que nos traen los cantos, tales como el trato con las voces venidas de lejos a las que intenta responder el chamán-traductor con su escucha en "Raptada por el rayo", la "troca de ojos" invocando su operar como cantador y doble en "Payé Flor de Tabaco" o el canto de la brevedad que recuerda la traducción como variación entre variaciones, siempre transitoria y fragmentaria en "Origen de la vida breve". Esto me permitirá seguidamente indicar las contribuciones de la poética chamánica marubo para pensar el acto de traducción.

This article assesses the historical facts of the institutions in charge of observing and controlling public proceeds in Mexico. It will look into the Accounting Tribunal Agency of New Spain in 1524, the High Accounting Agency in 1824, and the High Audit Federation Agency in 2000, as well asrecent reforms of 2009. Today, the government allows, the latter aforementioned agency, more ways of controlling fiscal corruption. ; Este trabajo resume los antecedentes históricos de las instituciones en México encargadas de la fiscalización del erario público, desde el establecimiento del Tribunal de Cuentas en la Nueva España en 1524, pasando por la creación de la Contaduría Mayor de Hacienda en 1824, hasta la creación de la Auditoría Superior de la Federación constituida en el año 2000, y en adendum las reformas recientes de 2009, cuando se le otorgan a este organismo mayores facultades de fiscalización y rendición de cuentas para el combate a la corrupción.

En nuestra Constitución los empleados públicos y los trabajadores son aquellos que laboran en la administración pública. En la legislación a) funcionarios o agentes políticos, son quienes ejercen el poder, la autoridad, el mando y la representación del Estado y sus poderes públicos; b) empleados o auxiliares, cuya función es auxiliar o subordinada; c) oficiales públicos o trabajadores oficiales, cuando a través de ellos el Estado ejecuta actividades técnicas –no políticas–. Según el principio general de clasificación contemplado en el Decreto 2127 de 1945, los empleados oficiales tendrían la condición de trabajadores oficiales –vinculados por contrato de trabajo– y sólo excepcionalmente alguien sería empleado público, vinculado mediante una relación legal y reglamentaria. ; Contenido 1. In the current debate over the educational curriculum & the humanist canon, Cultural Literacy: What Every American Needs to Know by E. D. Hirsch, Jr. (Boston: Houghton Mifflin, 1987) & The Closing of the American Mind: How Higher Education Has Failed Democracy and Impoverished the Souls of Today's Students by Allan Bloom (New York: Simon & Schuster, 1987) play a major, controversial role. For Hirsch, reading in our schools is taught as a formal, neutral skill at the expense of content, the result being widespread ignorance. Though Hirsch is essentially right, his horizon is limited. He fails to place the schools within the larger context of our shopping-mall society. While a liberal, he places too much hope in conservatives implementing his plan, & he is blind to the historical conditions of his famous list of 5,000 key items. Where Hirsch is sober & pragmatic, Bloom is furious, scholastic, muddled, & jingoistic. He attributes the relativism of our students to German influences, but cannot grant that US relativism has Anglo-American roots -- John Locke, John Stuart Mill, William James, & official pluralism. His attacks on rock music, campus sex, & modern feminism are mere expressions of bile. Bloom's educational conservatism is one more installment in the history of literary ideas on US campuses (as told by Gerald Graff in Professing Literature: An Institutional History [Chicago: U of Chicago Press, 1987]). In many striking ways he resembles Irving Babbitt. In previous eras there were battles to include French novels, modernism, & US literature; today the battle is over non-Western & US-minority cultures. The contributions of women, Hispanics, Native Americans, & African Americans bear attention & study. Ultimately the solution is to go beyond our cumulative models with a conflict model of culture & society. Modified AA
