Hace tres décadas, por primera vez, una Constitución Nacional en Paraguay incluyó el reconocimiento de los pueblos indígenas y sus derechos, entre ellos el derecho a su participación en la vida política del país que habilitó un canal para la representación política indígena. Sin embargo, a 30 años de la promulgación de la Carta Magna, existe un marcado déficit en el goce efectivo de este derecho, expresado en la nula o escasa representación política indígena en cargos electivos nacionales, regionales o municipales, y en los obstáculos que se interponen para acceder a ella. El objetivo de este artículo es el análisis de la representación política indígena en Paraguay y de los factores legales que la limitan. A partir de una investigación documental de carácter descriptivo, se concluye que la ausencia de mecanismos especiales y los ingentes requisitos para la formación de partidos políticos, como obstáculos para su participación electoral en el país, contribuyen a la subrepresentación de los pueblos indígenas en los ámbitos nacional, regional y local.

Three decades ago, for the first time, a National Constitution in Paraguay included the recognition of indigenous peoples and their rights, including the right to participate in the political life of the country, which enabled a channel for indigenous political representation. However, 30 years after the promulgation of the Magna Carta, there is a marked deficit in the effective enjoyment of this right, expressed in the null or scarce indigenous political representation in national, regional or municipal elective positions, and in the obstacles that interpose to access it. The objective of this article is the analysis of indigenous political representation in Paraguay and the legal factors that limit it. En este artículo se analizará la situación de los pueblos indígenas en Paraguay respecto al goce de su derecho a la participación política, específicamente desde la esfera electoral. Para ello, se identificarán aspectos no formales y también normativos –desde el marco legislativo– que dificultan su intervención en procesos electorales. Asimismo, se contemplará el caso del primer movimiento político indígena que participará de manera autónoma en las elecciones generales de abril de 2018. A fin de contextualizar el tema a nivel regional, también se presentará un breve panorama sobre los partidos indígenas en América Latina.ABSTRACT This article analyzes the situation of indigenous peoples in Paraguay regarding the enjoyment of their right to political participation, specifically in the electoral field. For this purpose, non-formal aspects as well as normative ones coming from the legislative framework will be identified, taking into account those which make it difficult to participate in electoral processes. In addition, the first indigenous political movement to participate autonomously in the 2018 general elections will also be considered. In order to contextualize the issue at the regional level, a brief overview of the emergence of indigenous parties in Latin America and institutional factors that have driven the phenomenon will be presented.

This article examines the level of participation of the Paraguayan population in associations and civil society organizations, according to their social stratification. The analysis is raised from the approach of the social dimension of exclusion that includes the indicator of "associationism". The types of organizations that register the highest level of participation of the population are also identified. The methodology used was predominantly quantitative. Information on the living conditions of the Paraguayan population was collected through surveys in 4,000 homes in Asunción and the departments of Central, Alto Paraná, Itapúa, Caaguazú and San Pedro. The results showed that the highest level of participation of the population is registered in the middle socioeconomic stratum, specifically in political parties, religious associations and neighborhood commissions. In general terms, the percentage of participants in the various associations in the country does not exceed 10% of the population surveyed, including the three strata (low, medium and high).
