This paper estimates the economic value of the North Sea cod (Gadus morhua) stock under recent catch and several recovery scenarios. The research presents results on: a) what the value of catches and biomass would have been if the EU fishing fleet had followed the International Council for the Exploration of the Sea scientific recommendations (SRs) and Total Allowable Catches (TACs) in the 1986–2010 period; and b) what the value of catches and biomass will be for the 2010–2022 period if the fleet follows the current Common Fisheries Policy Reform (CFPR). Results show that the actual economic value of the stock for the 1986–2010 period has been US$7 billion, which is substantially lower than what would have been predicted had the industry followed the SRs (US$20.7 billion) or approved TACs (US$19.5 billion). Similarly, if catches do not follow the SRs or the approved TACs for the 2010–2022 period the estimated economic value of the stock is predicted to be lower than if they had done so. Further, the losses of non-compliance increase even when a scenario of 50% reduction of discards under the new CFPR is considered. We also show that the status of the stock is strongly dependent on the trade-offs generated by both the non-compliance of scientific recommendations and by the short-term economic incentives of the fishing industry. In the 2000s, the Dutch beam trawl fleet was in chronic deficit and under pressure to reduce its environmental impact. Instead of converting to selective fishing gears, it successfully lobbied the European Commission with the support of public authorities and scientists to obtain derogations against formal scientific advice to practice a prohibited technique: electric trawling. Since then, electric trawling has expanded beyond regulatory threshold: 84 large trawlers now catch the vast majority of the Dutch flatfish quota, causing detrimental socio-environmental impacts. To assess whether the European Union's fisheries policies fulfilled legal objectives and implemented the 2030 Agenda, it appeared crucial to quantify how much public financial aid had been provided to the Dutch fishing sector for its conversion to electric trawling. The financial information enabling this evaluation was first concealed but was eventually obtained. We show that the institutional opacity surrounding electric trawling was not serendipitous and has served to dissimulate allocations of public monies to a prohibited fishing method (otter trawl), illegal licenses, and falsely 'scientific' fishing. In breach of EU laws, 20.8 million EUR of structural funds have so far been granted to this sector in the form of direct subsidies, i.e. over 30 times the amount acknowledged by the fishing industry. The findings presented here lift part of the veil surrounding electric trawling, but the complete reconstruction of the impacts of this fishing method can only be done when decision-makers and scientists disclose all data in full transparency and become the warrants of the public interest ; SI

Humans are deeply connected to the oceans, who provide us vital ecosystem services (ES) (climate regulation, control of natural threats, wealth of its biodiversity, etc.), but the oceans are the first to suffer from human activity (climate change, destruction of ecosystems, overexploitation of marine resources, pollution, endangered species, etc.). Marine biodiversity is a fundamental natural capital in the generation of marine ecosystem services (MES), fundamental elements for the maintenance of human wellbeing. The objective of this article is to empirically demonstrate the role of marine ES in natural protected areas in Nature 2000 Rías Baixas (N2RB) (Galicia, NW Spain) in order to (1) to improve the knowledge on natural capital and ES associated to conserved coastal areas, (2) to analyze the contribution of these conserved coastal areas to the provision of sustainable business opportunities, and (3) to analyze if green-oriented policies can revert the current unsustainable exploitation model by providing real opportunities for business development. By creating an inventory, we gathered detailed information collected up to October 2020 of scientific literature, research projects, press releases, information on business initiatives and public policies regulations on ES and conservation of marine biodiversity in the N2RB (Cíes Islands and Island of Ons, including the Ons–O Grove Complex). Better protection of marine natural capital needs coordinated efforts among all sectors of government, business, and international institutions. Halophytes are salt-tolerant plants that can be used to extract dissolved inorganic nutrients from saline aquaculture effluents under a production framework commonly known as Integrated Multi-Trophic Aquaculture (IMTA). Halimione portulacoides (L.) Aellen (common name: sea purslane) is an edible saltmarsh halophyte traditionally consumed by humans living near coastal wetlands and is considered a promising extractive species for IMTA. To better understand its potential for IMTA applications, the present study investigates how artificial lighting and plant density affect its productivity and capacity to extract nitrogen and phosphorous in hydroponic conditions that mimic aquaculture effluents. Plant growth was unaffected by the type of artificial lighting employed—white fluorescent lights vs. blue-white LEDs—but LED systems were more energy-efficient, with a 17% reduction in light energy costs. Considering planting density, high-density units of 220 plants m−2 produced more biomass per unit of area (54.0–56.6 g m−2 day−1) than did low-density units (110 plants m−2; 34.4–37.1 g m−2 day−1) and extracted more dissolved inorganic nitrogen and phosphorus. Through its structural funds the European Union (EU) has invested €1.17 billion in the aquaculture sector over the period 2000–2014. In addition, the EU plans to spend a further €1.72 billion on the sector over the period 2014–2020 through the European Maritime and Fisheries Fund (EMFF). Despite this support, EU aquaculture production has not taken off. Indeed, EU production volume in 2016 was 8% less than in 2000, while global production increased by more than 150%. These investments aim to make the EU aquaculture sector more successful and competitive by focusing on quality, health and safety, as well as, eco-friendly production to provide consumers with high-quality, highly nutritional and trustworthy products. This study provides the first comprehensive overview on the allocation of the different structural funds in the aquaculture sector and across EU Member States from the year 2000–2020. Harmful fisheries subsidies have historically contributed to fleet overcapacity and continue to be allocated to the fishing industry to artificially maintain its profitability. However, in this contribution we show that removing harmful subsidies and reducing overfishing will help to recover the resource biomass, subsequently leading to increased levels of sustainable catches, income and well-being of fishers, and reduces inequities in income and consumption when fish stocks are not effectively managed. Maintaining harmful fisheries subsidies is socially and economically inefficient. Taking the example of the EU fishing fleet, one of the largest fishing fleets in the world, we use the total factor productivity to show that small-scale fishing fleet's productivity is almost two-fold in the North Atlantic and 16% higher in the Mediterranean and Black seas compared to large-scale vessels. This result is explained because the harmful fisheries subsidies disproportionately allocated to large-scale vessels introduce distortions in the efficient allocation of inputs. This paper focuses on the availability of economic indicators and metrics to assess effects of marine aquaculture production in the North Atlantic area (the EU, Norway, Canada and USA), including also social and environmental effects. We consider how aquaculture planning and management is organised in the different countries and the usefulness of economic information to address different aquaculture‐related policies. We find that the most relevant economic data for aquaculture management should be at the local and regional levels rather than nationally. The availability of such economic data is mapped for national, regional and local level. The focus is on data that are publicly available from authorities or research institutions. The availability of data is generally fairly good for national and regional data on the direct economic effects of aquaculture. Data on how aquaculture‐related products or input markets are affected are however poorly available, as are economic data on external effects from aquaculture. Countries with a larger aquaculture sector tend to have better availability of aquaculture‐related economic data than those with a smaller sector. An index is developed and calculated to show more specifically where the countries have relatively good or poor data availability compared to their needs. While it will not always be cost‐effective or meaningful to collect economic data on the effects of aquaculture, our study indicates that several countries could benefit from expanding such data collection. In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union's small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in SSF are analyzed in this chapter, gathering information from different small-scale fisheries and fishers from the Atlantic Ocean and Mediterranean Sea who were asked about their perceptions toward the LO. The objectives of this chapter are to (a) identify the reasons for discarding and (b) investigate the multiple ecological, economic, social, and institutional drivers which act as a barrier toward the implementation of the LO in SSF. Marine Protected Areas (MPAs) are an important tool for management and conservation and play an increasingly recognised role in societal and human well-being. However, the assessment of MPAs often lacks a simultaneous consideration of ecological and socio-economic outcomes, and this can lead to misconceptions on the effectiveness of MPAs. In this perspective, we present a transdisciplinary approach based on the Delphi method for mapping and evaluating Marine Protected Areas for their ability to protect biodiversity while providing Ecosystem Services (ES) and related human well-being benefits – i.e., the ecosystem outputs from which people benefit. We highlight the need to include the human dimensions of marine protection in such assessments, given that the effectiveness of MPAs over time is conditional on the social, cultural and institutional contexts in which MPAs evolve. In contrast to the increasing aquaculture production of mussels worldwide, production in the European Union (EU) has shown a decreasing trend over the last two decades. Aquaculture production of mussels in the EU peaked in the late 1990s at more than 600 000 tonnes; by 2016, production volume had dropped by 20% to 480 000 tonnes. As mussel production represents more than ⅓ of EU aquaculture production, this decrease is an important contributor to the stagnation of EU aquaculture. Previous studies have suggested diseases, lack of mussel seed (spat), and low profitability as the main causes of the EU mussel production decrease. In this study, we investigate how economic and environmental factors have contributed. Moreover, we examine if the different mussel production techniques (raft, longline, on‐bottom, and 'bouchot') have been differently affected, by analysing the economic performance and cost structure evolution for the period 2010–2016. We complement these results with a SWOT (strengths, weaknesses, opportunities, and threats) analysis of the EU mussel sector based on expert knowledge ; SI
