The book The Energy Sector and Energy Policy of the Czech Republic is divided into eight chapters. The first describes the key actors and the legislative framework of the energy sector of the Czech Republic, including an analysis of the Government, the Ministry of Industry and Trade, the Ministry of the Environment, and other legislative and regulatory bodies and political parties. The second chapter introduces the rich and complicated history of the development of the Czech national energy sector. The following chapters familiarize the reader with the coal, oil, natural gas, nuclear, renewables industries, and electricity and heat. The book is recommended to scholars and researchers, as well as experts in the relevant fields of study, but will also serve as a guide for those outside academia who work with the topic daily, such as in public administration.

AbstractWhen discussing their future energy mix, many countries are reconsidering the position of the nuclear energy. One of the main arguments against new nuclear plants is the extremely high investment cost. Nevertheless, some countries still perceive nuclear energy as a strategic sector and are willing to invest in it, using different financial strategies. The Czech Republic has initiated the decision‐making process for building and financing a new nuclear unit. This article introduces readers to the general issues of nuclear financing in a liberalised European market and, using multiple‐criteria decision analysis, identifies the most suitable model for financing the construction of the new unit in the Czech Republic. The three models under consideration are introduced using the examples of three European nuclear power plant projects: Hinkley Point C, Hanhikivi and Paks II. The article compares the three new nuclear power plant projects, each representing a various financial model, with the 2015 National Action Plan for the Development of the Nuclear Energy Sector in the Czech Republic and evaluates them to choose the best model for the new nuclear power plant in the Czech Republic. Thus, it provides a comprehensive overview of the link between theoretical models, their application, and the transferability of the models.

The paper deals with the financing of new nuclear power plants. After a period of stagnation and decline, nuclear energy is regaining approval in the EU, as some member states are constructing or preparing to construct new nuclear power plants. Yet the development of new facilities is facing enormous challenges. One of the most significant challenges is the very costly financing of nuclear projects. This paper analyses the methods of financing new nuclear projects and attempts to offer a classification of possible financing schemes; then, on the basis of such a classification, it tries to identify the threats attached to particular schemes that states face when deciding to develop nuclear projects. The threats were derived from an analysis of the investment process and from the identification of participants in nuclear investments and their relations. The analysis reveals a greater set of threats when foreign and private entities are involved in financing. The relevance of threats and the associated risks, however, must be assessed in the context of each particular nuclear project.

This paper deals with the Northern Sea Route, the Russian seaway, and its potential for maritime oil transport. The main objective is to determine if the Northern Sea Route might serve as an alternative to the current Sea Lanes of Communication used for maritime oil transport. It is concluded the route is not a suitable alternative to the current Sea Lanes of Communication, especially in light of the geography of oil production and consumption, as well as economic factors, legislative issues, and the undeveloped state of infrastructure. The Russian Federation, however, envisions the route as the next maritime highway.

The article analyses how the standpoints of political parties on energy related issues are formed. The effect of the process of forming these standpoints on energy policy in general in the Czech Republic, the divergence among ideologies (coming out not only from the election programs), and other factors, as well as the parties' ideological continuity in time are particularly emphasized. The analysis comes to the conclusion that energy related issues are important for each political party but not crucial. In addition, it is concluded that parties are internally consistent, their standpoints are based on ideology, and they are all rather constructive in policy formulation. An interesting conclusion is also the fact that energy policy in the Czech Republic is generally highly personalized, thus strongly influenced by particular individuals.
