Rapid technological changes in Global markets today, which require rapid responses of markets, make innovation development a prerequisite. Businesses exploit new ideas to create new products, processes or services and new methods of organisation. In knowledge economies, entrepreneurship is linked with innovation and novel practices. Studies have shown that entrepreneurial activity may not be related to the level of economic welfare, as new entrepreneurs are pushed by the need and not the opportunity motive. Therefore, high levels of 'need' entrepreneurs are met in low development economies. Greece lies in the 18th position of the world classification (2004). Greek Governments foster entrepreneurship by supporting innovative practices at labour markets (bottom-up development policy) and schools (education policies promoting attitude stimulation and creativity development).

A crucial question to anyone engaged in analysing the inflationary process in a country, is how much has the Government contributed to the generation and maintenance of the high demand pressures. The creation of demand in the economy by fiscal expansionary policies (deficit spending), which promotes the objectives of a rapid growth in income and increase in employment, may create inflationary pressures, depending upon how this deficit is financed and on the initial condition of the economy. In the framework of the conventional IS-LM analysis the effect of a shift of the IS curve on income (deficit spending), depends on the slope of the LM curve, and on whether or not this will shift or remain unchanged, i.e. whether or not the deficit is covered by an increase in the money supply.

This paper presents an extended Aristotelian thesis, which relates sea power to the emergence of new institutions and organizations, which affect, in tuIll, economic performance. Lnstitutions embody new knowledge, leading to innovation, "the making" economy more efficient and growth promoting, The Continental System introduced by Napoleon Bonaparte, is analysed as a case study of two different systems in conflict: France, a mainly land based power with a centralized government and an economy directed by the state, and Great Britain, a seapower relying mainly on a market economy, with strong trade, industry and relatively eefficient financial institutions and organizations like the Stock Exchange. Joint-stock Companies, banks etc, dominated by private economic interests. Preconceived economic ideas by Napoleon are analysed as to their influence in shaping the Continental System.

The aim of this paper is to investigate the conditions under which public investment can be allocated to the infrastructure in material and non‐material capital so as to have a positive effect on regional development and interregional inequality. To investigate this issue, the paper focuses on the externalities created by investing in infrastructure for the transfer of information, know‐how or technical knowledge.
