Zwischen Bekehrungseifer und Philosemitismus: Texte zur Stellung des Pietismus zum Judentum

Das Verhältnis des Pietismus zu den Juden nimmt in der Geschichte der jüdisch-christlichen Beziehungen eine besondere Stellung ein. Stärker als die protestantische Orthodoxie zeigten sich die Pietisten an der Begegnung mit dem Judentum interessiert, wobei sowohl das Anliegen der Mission als auch heilsgeschichtliche Erwartungen eine Rolle spielten. Die hier vorgelegte Anthologie umfasst Autoren, die das ganze Spektrum des kirchlichen und radikalen Pietistmus repräsentieren, unter anderem Philipp Jacob Spener (1635-1705), Johann Wilhelm Petersen (1649-1726), Ernst Christoph Hochmann von Hochenau (1670-1721), Johann Heinrich Callenberg (1694-1760), Nicolaus Ludwig von Zinzendorf (1700-1760) und Friedrich Christoph Oetinger (1702-1782). In ihrer theologischen und literarischen Vielfalt dokumentieren die vorgelegten Texte die spannungsreiche Konstellation von Bekehrungseifer und Philosemitismus, die das pietistische Verhältnis zum Judentum charakterisiert.
Skepsis und Sozialdemokratie – Mésalliance oder Zukunftsbündnis?: Ein Plädoyer im Anschluss an Judith Shklar

Judith Shklars "Liberalismus der Furcht" wird oft als ein Plädoyer für eine Art Nachtwächterliberalismus interpretiert. Im Gegensatz zu dieser Deutung konzentriere ich mich im Folgenden auf die gleichsam sozialdemokratischen Züge von Shklars Liberalismus. Diese Züge, so will ich zeigen, sind eng mit Shklars Auffassung von Skepsis verbunden. Shklars frühe historische Skepsis wendet sich sowohl gegen einen melancholischen Kulturpessimismus wie gegen einen illusionären Fortschrittsglauben. Für Shklars späte politische Skepsis sind zwei Charakteristika entscheidend. Erstens: Im Anschluss an einen terminologischen Vorschlag Hugo Friedrichs lässt sich Shklars politische Skepsis als eine "erschließende" im Unterschied zu einer "zersetzenden" begreifen. Dabei folgt Shklar zweitens dem Begründungsmodell einer "negativen Rechtfertigung" (A. Margalit) jenseits von Relativismus und der Suche nach Letztbegründung. Shklars so zu charakterisierende Skepsis weist eine natürliche Affinität zu einem sozialdemokratisch angereicherten Liberalismus auf. Shklars "Liberalismus der Furcht", der sowohl auf historischer als auch politischer Skepsis beruht, mündet letztlich in eine "Sozialdemokratie der Furcht" (T. Judt).

Tender evaluation through efficiency analysis for public construction contracts
Given the European Public Procurement Directive 2014/24/EU, policymakers have ordered the inclusion of various criteria, such as the price, life-cycle costs, environmental, and social aspects, in the evaluation of tenders for public construction projects. Consequently, the relevance of non-monetary award criteria has gained significant value. However, the established evaluation formulas, which are used to obtain the best value for money procurement, have resulted in legal disputes. The existing evaluation formulas exhibit mathematical weaknesses, wherein scoring indices do not express economic efficiency adequately. Thus, a conflict is observed between the political requirement of non-monetary award criteria and their evaluation by contracting authorities. To overcome such dilemma, an extensive literature review is conducted. Specifically, this study explores the essential problems of existing evaluation formulas and develops a more reliable method. The technique from the field of efficiency analysis, i.e., Data Envelopment Analysis (DEA), is adopted in this study. For contract awarding, the DEA is extended by introducing a decision theoretical framework. For public procurement, the proposed method combines two advantages. First, the proposed method ensures the derivation of a robust tender ranking given that with respect to clients' preferences, irrelevant and insufficiently tailored tenders do not influence the scoring. Second, the proposed method supports the intention of policy makers to promote public goals, such as sustainable aspects. By disclosing the strengths and weaknesses of bidders with respect to their competitors, all bidders can obtain a precise overview of their performance regarding the award criteria. In sum, the proposed method allows a targeted improvement of certain criteria values in future tenders and consequently leads to an enhancement of public goals.

Ex vivo limb perfusion for traumatic amputation in military medicine
BACKGROUND: Limb loss has a drastic impact on a patient's life. Severe trauma to the extremities is common in current military conflicts. Among other aspects, "life before limb" damage control surgery hinders immediate replantation within the short post-traumatic timeframe, which is limited in part by the ischemic time for successful replantation. Ex vivo limb perfusion is currently being researched in animal models and shows promising results for its application in human limb replantation and allotransplantation. PRESENTATION OF THE HYPOTHESIS: The current lack of replantation possibilities in military operations with high rates of amputation can be addressed with the development of a portable ex vivo limb perfusion device, as there are several opportunities present with the introduction of this technique on the horizon. We hypothesize that ex vivo limb perfusion will enable overcoming the critical ischemic time, provide surgical opportunities such as preparation of the stump and limb, allow for spare-part surgery, enable rigorous antibiotic treatment of the limb, reduce ischemia-reperfusion injuries, enable a tissue function assessment before replantation, and enable the development of large limb transplant programs. TESTING THE HYPOTHESIS: Data from in vivo studies in porcine models are limited by the relatively short perfusion time of 24 h. In the military setting, notably longer perfusion times need to be realized. Therefore, future animal studies must focus especially on long-term perfusion, since this represents the military setting, considering the time for stabilization of the patient until evacuation to a tertiary treatment center. IMPLICATIONS OF THE HYPOTHESIS: The development and clinical introduction of ex vivo limb perfusion in the military setting could lead to a drastic reduction in the number of limb amputations among service members.
