Voichuk M.V. ETYMOLOGY CONCEPT OF THE "ECONOMIC INCLUSION" IN THE CONTEXT OF CYCLIC DEVELOPMENT OF ECONOMYPurpose. The aim of the article is defining theoretical approaches and conceptual bases to the concept of inclusiveness in the economy in order to form new methodological approaches to the study of economic processes at the meso and micro levels.Methodology of research. The methods generally accepted in economics were used in the course of the research, in particular: monographic, system and structural (to determine the meaning of the concept of economic inclusion in the context of cyclical economic development).Findings. The analysis and systematization of theoretical approaches to the definition of the category "inclusion" in the economy are carried out. It is established that the process of inclusion in the economy is a tool to increase people`s participation in the creation, distribution, and consumption of economic goods. The necessity of distinguishing between the concepts of "inclusive growth" and "inclusive development" on the basis of the theory of economic cycles is substantiated. It is determined that economic inclusion is a tool for achieving the priorities of sustainable economic development. It is proved that the use of inclusion as an operational tool of the sustainable development paradigm is aimed at ensuring long-term and sustainable results of economic development at the micro and meso levels.Originality. The necessity of deepening the scientific discourse of economic inclusion, which requires localization and application of the principles of descending governance, is substantiated. For the first time, it is proposed to make a clear distinction between the processes of inclusive growth and inclusive development, which, in contrast to existing approaches, expands the theoretical and methodological basis for the study of economic inclusion at different levels of the economy.Practical value. The practical significance of the obtained results lies in the possibility of integrating inclusive approaches to development strategies and forming practical tools for inclusive development and supporting inclusive growth of micro and meso economic entities by government agencies and representatives of business structures.Key words: inclusiveness, sustainable development, inclusive growth, inclusive development.

The essence of the category of social responsibility of business, its evolution and transformation of approaches to education is defined. The role and importance of business social responsibility for sustainable development is analyzed. The models of implementation of CSR models in the national dimension, at the local and regional levels are considered.

The development of the environmental market is a global trend, which is particularly dynamic in the EU. European countries have shown a significant role for the environmental goods and services sector in ensuring their economic growth. Today, in the area of integration, this sector is dynamically developing as environmental demands of consumers for the products and environmental quality in general have increased. The processes of investing in energy efficiency improvement, development and implementation of eco-friendly technologies and waste management have significantly intensified. Therefore, priority is given to the development of EU single environmental market. The purpose of the article is to study the features of forming a single environmental market in the countries of the European Union and to identify current trends of it development. The authors determine that the environmental market and the market of ecological goods and services are practically identical categories, and the eco-industry is a component and basis of formation and development. The article describes the basic prerequisites for the creation of EU single environmental market, among which fiscal restrictions and prohibitions on the manufacture of products containing harmful substances are highlighted; formation of certification and eco-labeling programs by the European Commission; increasing demand for environmentally friendly products and services, driven by a worldwide trend towards environmental conservation and health. The structure of the EU single environmental market sectors is analyzed. The article emphasizes that one of the defining features of the development of the EU organic produce market is the constant increase in demand and price increases of 20-50% compared to the traditional market. The EU single environmental market is one of the most developed in the world. The rapid growth of its development is expected, which in turn will make the ecological industry promising in the future. The main trends in the development of the EU single environmental market are: an increase in the production of organic products and the provision of services according to market needs; increase in the number of employees in the field of eco-industry. Increasing public awareness of how lifestyle and consumer choices affect the environment, which in turn has led to increased demand for eco-friendly products and services. ; У статті розглянуто особливості формування та розвитку спільного екологічного ринку в країнах ЄС. Визначено поняття спільного екологічного ринку та еко-індустрії . Охарактеризовано основні передумови формування спільного екологічного ринку ЄС, серед яких виділено фіскальні обмеження та заборони на виготовлення продукції, що містить шкідливі речовини; формування Єврокомісією програм сертифікації та екологічного маркування; збільшення попиту на екологічно чисту продукцію та послуги. Проаналізовано структуру секторів спільного екологічного ринку ЄС. Визначено основні тенденції формування й розвитку спільного екологічного ринку ЄС. Акцентовано увагу на стрімкому зростанні темпів розвитку екологічного ринку, що, в свою чергу зробить екологічну галузь перспективною в майбутньому.

Strategic governance of sustainable spatial development is characterized by fragmentation and lack of coordina-tion. Therefore, issues of increasing the effectiveness of strategic governance of sustainable development of terri-tories are becoming of particular relevance, which testifies the necessity of theoretical and methodological sub-stantiation of the conceptual foundations for perfection of this process. Revealed that in the structure of available methodical approaches to assessing the level of sustainable city development and analyzing the efficiency of man-agement of this process there are some differences, which indicates the need for their improvement for application in the process of diagnostics. It is proposed to apply a synergistic approach to studying the problems of managing sustainable development of a city, which makes it possible to identify interethnic integration patterns of self-organization of a city as a complex socio-economic and ecological system.

The place and role of the labor market for smart city development are determined. Proposed methodology for
assessing the labor market, according to which the diagnostics of the labor markets development in the regions of Ukraine was conducted. According to the results of the integral indicator calculation, the assessment and grouping of regional labor markets at different levels of development was carried out. Based on the comprehensive application of econometric tools, a model for the development of regional labor markets in Ukraine based on indicators of demand, supply and prices for labor was built, as well as the most significant factors of labor market development is determined. According to the results of the regional labor markets development analysis, prospects for the formation of smart cities located on their territory are determined.
