Migration expert Bastian Vollmer explores the contentious issue of irregular migration in the highly-charged contexts of Germany and the UK. Through policy and discourse analysis the author explains why, despite the differing contexts and migration histories, German and British policy responses to the issue are now on a convergent path, Irregular migration or 'illegal immigration' has been high up on the political agenda in many countries for many years, with successive governments in countries across the globe investing heavily in tightening their borders and developing policies designed at controlling it. It is an issue, however, that has gained, in a European context, particular resonance in Germany and the UK. Through retrospective analysis of the policy domain of irregular migration control in Germany and the UK, this important study provides a comprehensible yet detailed understanding of the policy situation in both countries today, and explains how these policy regimes came to the fore and the reasons behind the way in which they developed. Using discourse and policy analysis, this text traces the origins of particular policy ideas and explains why, despite the differing contexts and migration histories in Germany and the UK, their policy responses to irregular migration have converged to the point that they are now very similar. Emotions dominating normative frameworks is not new in the making of migration-related policies or in public discourses on migration. However, this matter has entered a different dimension in the age of populism and post-factualism reshuffling the parameters of this issue to a large extent. I will argue in this article that we can find a mixture of developments that consecutively reveals a state of public discourses that is highly precarious and that needs change and counteraction. Instead of retreating into welltrodden policy issues and overtly neglecting the potentiality for a constructive discourse that includes the deliberation on migration realties and migratory processes and its complexities, a vision is needed for new evidencebased, well-informed, yet not technocratic, forms of discourse and a future of reflexive knowledge production. Öffentliche Diskurse und Migrationspolitik: Eine prekäre Situation und ein düsterer Ausblick? Die Prägung politischer und öffentlicher Migrationsdiskurse durch Emotionen und Normativität ist nicht neu. Im Zeitalter von Populismus und Post- Faktizität hat diese Prägung jedoch Dimensionen angenommen, die die Parameter dieses Sachverhalts deutlich verschieben. Ich werde in diesem Beitrag verschiedene Entwicklungen diskutieren, die einen öffentlichen Diskurs kenntlich machen, der als hochgradig prekär bezeichnet werden kann und der Änderungen sowie Gegenmaßnahmen benötigt. Anstatt bekannte und veraltete Politiken zu rekurrieren und einen potenziell konstruktiven Diskurs zu vernachlässigen, braucht es Ideen und Visionen einer evidenzbasierten, jedoch nicht technokratischen, Form eines Migrationsdiskurses und einer zukünftigen reflexiven Wissensproduktion.

"Dieser Aufsatz untersucht die Trialogreihe zur 'Energiewende' an der Humboldt-Viadrina School of Governance auf Deliberation. Er testet die Diskursqualität dieser Diskussionsarena. Der Habermas'sche ethische Diskurs wird als normatives Referenzmodell genutzt, und mithilfe der quantitativen Methode des discourse quality index (DQI) wird die Diskursqualität dieses empirischen Falls 'gemessen' und evaluiert. Wortprotokolle der Trialogveranstaltungen zur 'Energiewende' werden als Datensatz verwendet und zu einem Textkorpus generiert. Der Datensatz wurde auf eine selektierte und besonders umstrittene Problematik (Markt vs. Regulierung) eingegrenzt. Die Diskursqualität der Trialoge ist als sehr hoch zu bewerten. Im Vergleich zu anderen Diskussionsarenen, wie dem Schweizer oder Deutschen Parlament, ist eine höhere Diskursqualität, das heißt ein höherer Grad an Deliberation nachzuweisen." (Autorenreferat)
