This article examines a number of aspects of the industrial relations practices of foreign investors in central and eastern Europe, focusing on trade union structures, employee interest representation, and consultation and social dialogue at the company level. Based on evidence from selected companies in Poland, the Czech Republic, Hungary and Slovakia, the paper argues that the experiences of multinational companies with regard to employee interest representation and shop-floor trade unionism should be regarded as 'laboratories of learning processes' which are not only having an impact on the ongoing transformation of industrial relations and corporate cultures in the new Member States but also on the whole of Europe, most notably the future shape of institutionalised employee participation.

This report was commissioned by PSI. In addition to an extensive literature review, the study finds its main sources in interviews and information gathered from trade union representatives from PSI-affiliated organizations in different public service sectors around the world, including in Africa (Burkina Faso, Morocco), Asia (South Korea, Singapore, India), North America (Canada, United States), South America (Argentina, Brazil) and Europe (Denmark, France, Germany, Norway, Spain, and the United Kingdom). Veränderte europäische Rahmenbedingungen der Milchwirtschaft, internationale Konzentrationsprozesse und konsolidierte Märkte in wettbewerbsstarken EU-Nachbarstaaten sowie hart umkämpfte Märkte für Milchprodukte, zwingen die deutschen Molkereien zum Strukturwandel.Seit Anfang der neunziger Jahre hat sich daher nicht nur die Zahl der Milchviehhalter halbiert, sondern auch die Zahl der milchverarbeitenden Betriebe ist um zwei Drittel gesunken. In der Folge haben mehr als 10.000 Beschäftigte in der Milchverarbeitung ihren Arbeitsplatz verloren.Dennoch ist die deutsche Molkereiwirtschaft immer noch überwiegend in kleinen und mittelständischen Betrieben organisiert. Anders als in den weitgehend konsolidierten Strukturen in Skandinavien, Holland und Frankreich, ist in Deutschland deshalb mit einer weiteren Konzentrationsphase zu rechnen.Die Studie macht deutlich, dass die Konzentration und Konsolidierung des deutschen Marktes für die Molkereiwirtschaft eine zentrale Voraussetzung dafür sein wird, auch zukünftig von voraussichtlich sinkenden Milchpreisen zu profitieren sowie Innovationen und Auslandsengagement voranzutreiben. Ob sich dieser Prozess eher in national Bahnen oder in starkem Maße durch ausländische Akteure beeinflusst verläuft, wird sich in den kommenden Jahren entscheiden.Die Untersuchung macht aber auch deutlich, dass europäische Milchkonzerne auf der Basis konsolidierter Inlandsmärkte inzwischen an der Schwelle einer neuen Internationalisierungsphase zugunsten wachstumsstarker Absatzregionen insbesondere in Asien stehen. International konzentrieren sich die deutschen Molkereien bisher vorwiegend auf Europa. Die privaten Molkereien haben insbesondere in Osteuropa und Russland investiert, während die Genossenschaften sich nach wie vor weitestgehend auf den Export beschränken.Aber auch hier deuten sich für die kommenden Jahre deutliche Veränderungen der Rahmenbedingungen an, die ein Umdenken notwendig machen, um eine längerfristig stabile Beschäftigungssituation oder sogar eine Trendwende zu erreichen. In diesem Zusammenhang fasst die Studie in einem Ausblick auf das Jahr 2015 wesentliche Perspektiven und Anforderungen hinsichtlich Strukturwandel, Konsolidierung und Internationalisierung sowie Beschäftigungsentwicklung zusammen.

This article describes the results of a major study on the impact of codes of conduct and international framework agreements (IFAs) on social regulation at company level. The limits of labour legislation at the national, as well as the international, level provide a strong motivation for both multinationals and trade unions to negotiate and sign IFAs. IFAs offer a way to regulate the social consequences of globalisation and to secure adherence to labour and social standards. They thus form part of the growing political debate on the international working and production standards of private actors. Examination of the negotiation process, the motivations of the parties, and the content of the agreements and implementation measures provides valuable insights into the impact of IFAs on multinationals' behaviour in respect of social dialogue and core labour standards. Finally, the article highlights the influence of such agreements on public policy-making and the limits of private self-regulation at European and international level, addressing the growing and controversial debate on the need for supranational structures to regulate labour standards and industrial relations. ; Cet article décrit les résultats d'une étude majeure sur l'impact des codes de conduite et des accords cadres internationaux (ACI) sur la réglementation sociale au niveau de l'entreprise. Les limites de la législation du travail aux niveaux tant national qu'international motivent fortement et les multinationales et les syndicats à négocier et à signer des ACI. Les ACI offrent un moyen de réguler les conséquences sociales de la globalisation et de garantir une adhésion aux normes sociales et aux normes du travail. Ils font donc partie du débat politique croissant sur les normes du travail et de production internationales des acteurs privés. L'examen du processus de négociation, des motivations des parties, du contenu des accords et des mesures de mise en oeuvre permet de se forger une idée claire et utile de l'impact des ACI sur le comportement des multinationales en matière de respect du dialogue social et des normes du travail fondamentales. Enfin, l'article met en évidence l'influence de tels accords sur les politiques adoptées par les autorités publiques et les limites de l'autorégulation privée aux niveaux européen et international, en abordant le débat croissant et controversé sur le besoin de structures supranationales pour réguler les normes du travail et les relations professionnelles.
