DOUBLE EAGLE, DOUBLE INDEMNITY: BEKIM FEHMIU AND (YUGOSLAV) ALBANIAN IDENTITY "ONCE upon a time there was a country, and its capital was Belgrade." These opening words of Kusturica's Underground (1995) allow us to reflect on the apparent unity forged by Tito in Yugoslavia and the notion, however fleeting, of Yugoslav cinema. As Dina Iordanova asserts, this statement at once foregrounds Kusturica's claim that Yugoslav union had been "an artificial political construction built on lies and mutual betrayal" (Iordanova 2002, 83), and evokes an undeniable nostalgia for the defunct state. In wake of the bombardment of Dubrovnik, the wars in Bosnia and Kosovo, and unrest in Macedonia, we recall with certain fondness an era in which Yugoslavia provided a peaceful and accessible portal between East and West. The ambivalence of Kusturica's stance recalls Edward Said's reconsideration of the relationship of divergent communities to the ever-fluctuating nation-state, an argument which has.

A closer analysis of bureaucratic organizations' role in the public policy process may aid in resolving the debate between advocates of incremental policy models & advocates of rational/synoptic policy models. Based on the assumption that responsibility for formulating & implementing public policy has shifted increasingly to bureaucratic organizations, it is argued that organizational theory suggests a place for both rational & incremental decision making in organizations. Two modes of policy making, diachronic & synchronic, conform generally to the rational & incremental models. In bureaucratically dominated policy areas, the crucial task for students of public policy is to predict shifts between these modes. Several factors which may account for such shifts are defined. Though awareness of the general role of technical progress is not really new, it is pointed out that attempts to measure its contribution are. Most of these attempts have apportioned growth between labor, capital & a residual as implied by the Cobb-Douglas function. Assuming that the coefficients of fixed capital formation & additional labor inputs are 0.3 & 0.7, respectively, estimates of residual technical progress in a group of countries are presented in a table. The res & development & growth in the UK from 1955 to 1962 are discussed, & a model of technical progress presented. The relations between res & development & growth rates on an industry basis are examined according to expenditure on res & development in industry groups, comparison of 17 UK industries, & the relations between growth & res for the fastest & slowest growing firms in general engineering & chemicals. Weaknesses in the res & development & investment chain are pointed out. The res & development accelerator model is evaluated in relation to its measurement of nongrowth objectives & of internat'l trade in technology.
