Physical safety is a core task of government. It is neither surprising nor unreasonable for government to be held accountable for hazardous substances, for food safety, for flood protection, for the spread of infectious diseases, or for the risks involved in new technologies. In 2011 the Dutch Ministry of the Interior and Kingdom Relations asked the Scientific Council for Government Policy (wrr) to investigate the scope for the development of a generic risk policy in relation to physical safety. Do citizens and businesses take sufficient responsibility for physical safety? Could the government assume a smaller role, and what part could the business community play in this? In this report the WRR argues that in order to answer these questions a distinction needs to be made between incidents, damage, risk and uncertainty. In addition, the wrr recommends that the thinking about responsibility for safety should not be placed in the perspective of a failing government, but that the central focus should be on the ambition of good governance. Finally, the wrr suggests that thinking about safety from the perspective of damage offers a useful framework for thinking through and reassessing the distribution of responsibilities. Responsibility for preventing, limiting and dealing with damage can only be assigned in advance, not retrospectively. - Fysieke veiligheid is een voorwaarde voor individuele ontplooiing en ondernemingszin en vormt de basis voor welvaart en welzijn. Mede dankzij decennia van overheidsinterventies is Nederland relatief gezien een veilig land geworden. Het is daarom noch verrassend noch onredelijk dat de maatschappij de overheid aanspreekt op (potentiële) bedreigingen en daadwerkelijke aantastingen van de fysieke veiligheid. De legitimiteit van de overheid kan onder druk komen te staan als de overheid tekortschiet in de zorg voor fysieke veiligheid. Verwachtingen over de rol van de overheid kunnen echter ook overspannen zijn, de overheid kan immers ook geen absolute veiligheid garanderen of voor elke aantasting van de fysieke veiligheid verantwoordelijk worden gehouden. In deze uitgave stelt de WRR dat de overheid niet als enige de prijs voor veiligheid en de rekening voor schade kan betalen. Ook bedrijven en burgers moeten daarvoor verantwoordelijkheid dragen, bijvoorbeeld door zich beter te verzekeren. Met deze reflectie heeft de WRR een waardevolle bijdrage geleverd aan de actuele, belangrijke en principiële discussie over de verhouding tussen overheid en burger op het gebied van fysieke veiligheid.

Flood prevention, food safety, transport of hazardous materials, infectious diseases, the risks posed by new technologies, and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short of addressing the uncertainties of future threats. The contributors to this essential volume argue that in order to ensure future-proof safety policies, we should be adopting a new paradigm, one based on the precautionary principle: i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this vital report, the Netherlands Scientific Council for Government Policy outlines ways to embody this principle in both private and public law and in various institutional arrangements.

The increased tensions surrounding radical Muslims and radical movements in the political Islam are not only manifested in the Western countries but also in the Muslim world itself. Tendencies and political movements that undermine the status quo have proliferated since the 1970s. They plead for a far-reaching islamization: funding politics, law and society on Islamic foundations. This study of the Netherlands Scientific Council for Government Policy (WRR) analyses the developments in Islamic beliefs, political activism, society and law since the 1970s. To what extent has islamization been successful? What are its consequences for attempts in and outside the Muslim world to come to extend democratization and respect for human rights? And what can the Netherlands and the European Union contribute to support developments towards democratization and human rights? This study is, among others, based on extensive research of experts on the change of Islamic thinking and to the dynamics of law in twelve different Muslim countries.

Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift. Since the bulk of the WRR findings were published in the Dutch language, this summary is intended to provide readers outside the Netherlands with an insight into the issues at stake - and the solutions suggested by the WRR.

Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.

Political Science - The aim of this conference was to get a clearer picture of the consequences of the shifts of power taking place in the world. Points of view of the US and China have been discussed, as well as current issues such as global economic imbalances and scarcity of resources. We look back at a successful conference with a lively debate on the transformations in a globalising world and the way Europe and the Netherlands can best position themselves in this changing global arena.

As recent events in Iraq demonstrate, countries that have suffered civil war or rule by military regime can face a long, difficult transition to peaceful democracy. Drawing on the experiences of Bosnia, Haiti, Rwanda and Afghanistan, this outstanding volume demonstrates that newly emerging democracies need more than emergency economic support: restoring the rule of law can involve the training of a new police force, for example, or the creation of an international war crimes tribunal. Concluding with specific recommendations for the UN and EU members,Voorhoeve reminds us that disregard for human rights or delay in civilian reconciliation can lead to resurgences of violence.

Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?

All sectors of the Dutch infrastructures have undergone a degree of commercialisation, liberalisation or privatisation over the last ten to twenty years. Where in the past the infrastructure landscape was dominated by public monopolies, the ownership and management of infrastructures is today shared by several public and private sector players. The original goals of this 'regime change' have in many cases been achieved: greater efficiency, a greater focus on the customer and more choice for consumers. The question is whether this emphasis on current consumer interests allows enough scope to achieve long-term objectives which affect the whole of our society: innovation, long-term availability and sustainability of infrastructures. This is of crucial importance for economic and social development, which is coming under increasing pressure due to the combined impact of the exhaustion of natural resources and climate change. The transition to a sustainable future demands substantial investment in infrastructures, which cannot be taken for granted in the present situation. The WRR has investigated how these investments could be safeguarded in the long term, whilst retaining the efficiency of the infrastructures

Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.

The world is changing, and so is the unquestioning belief that development policies are always right. Instead of focusing on the rather limited notion of poverty, this book aims to deepen our understanding of the broad issue of development. What are the drivers of development? What new issues have arisen due to globalization? And what kind of policies contribute to development in a world that is changing rapidly? The articles in this book provide insight into the muddled trajectories of development on various continents and rethink the notion of development in a globalizing, interdependent world. Taken together, the still fuzzy contours of a paradigm shift emerge from the 'Washington Confusion'. Development can no longer be the ambitious, moral project based on a standard model of economic European or American modernization. 'Doing better' means being less moralistic, more modest and pragmatic, and taking seriously the path dependencies and social realities that exist in each country.

Few other countries are so interrelated with the world around us in political, economic, and social respects as the Netherlands. This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.
