Troubling Trauma-Informed Policy in Social Work Education: Reflections of Educators and Students in Aotearoa New Zealand

Child protection practice in much of the Western world is performed using some specific models with limited attention paid to the underpinning of informing worldviews, theories for practice (explanatory theories) and theories of practice (intervention theories). Over the past few years we have explored how child protection practice may be undertaken using a child rights perspective and community development principles and practices. From this we have developed a model which we here seek to support with worldviews, explanatory and intervention theories. We hope this theoretical framework answers some of the complexity found in the "wicked problem" of child abuse and provides guidance to the practice of protecting children.

The attributes 'warm eyes', 'breathe warm air', 'heart warmth' and aroha (love) guide our work in child protection. These quotes are from a young person from the Change Factory 2020, a MFAMILY student in 2020 and Jan Erik Henricksen Key Note at the 4th International Indigenous Voices in Social Work Conference, Alta, Norway 2017 respectively, to describe the way young people and families want workers to be. We reflect on the child rights and family inclusion provisions of the United Nations Convention on the Rights of the Child (UNCRoC), and the Aotearoa New Zealand (ANZ) legislation Children, Young Persons and their Families Act (1989), in contributing to the best interests of the child. We examine current events in our locations, Aotearoa New Zealand, Norway and Western Australia, as demonstrating that these joint principles are far from universally used in child protection practice. The sole use of Article 3 of the UNCRoC, in particular, often results in excluding families as legitimate stakeholders. In seeking to achieve the best interests of the child, we apply a practice framework to example vignettes. Here, we have added micro-practices to address the identified gaps in relationship building, engagement and enabling practices in working towards the practice of best interests. ; publishedVersion

AbstractNational and state governments in settler colonial countries are increasingly committing to policies and practices aimed at strengthening Indigenous frameworks, programmes and leadership in child protection services. However, research‐based information on Indigenous child welfare services and programmes is sparse. This qualitative literature review explores and documents key features of Indigenous child welfare and protection models and/or frameworks in an international context, with a specific focus on Indigenous children, young people, families, and communities. Twenty‐four publications meeting the inclusion criteria were included in the analysis. Published frameworks, models, services, interventions and/or programmes within the broader area of child welfare and children protection that are Indigenous‐designed and/or led or developed in partnership or collaboration with Indigenous peoples were identified. The review highlights 11 key dimensions that underpin the frameworks, models, services, interventions and/or programmes. Findings of the review also reveal commonalities across Indigenous cultures and contexts that from an Indigenous perspective are considered fundamental to supporting Indigenous children, young people and families involved with child protective services. Additionally, the findings point to the critical need for ongoing advocacy for Indigenous‐designed and led services and programmes, including support for Indigenous research, evaluation and intellectual leadership.
