Der Artikel unterstreicht die Bedeutung der Auswahl von Bündnispartnern für eine Weltmacht und zeigt die politischen Auswirkungen der Bündnisgestaltung. Der erste Abschnitt erklärt die konkurrierenden Vorstellungen über Bündnisse gegen eine Bedrohung und die Unterschiede im außenpolitischen und sicherheitspolitischen Bereich. Der zweite Abschnitt entwickelt gegensätzliche Hypothesen, daß ideologische und kulturelle Ähnlichkeiten Staaten binden oder abstoßen. Der dritte Abschnitt untersucht die Fähigkeit der Staaten, Alliierte oder Stellvertreter durch Militärhilfe oder Wirtschaftshilfe, durch Propaganda oder politische Penetration zu gewinnen. Der letzte Abschnitt demonstriert, wie diese Hypothesen zusammen die gegenwärtige Struktur einer Weltmacht beeinflussen und zeigt Auswirkungen auf die nationale Sicherheitspolitik der USA.
