Mit der Wahl des US-amerikanischen Präsidenten ist das 1994 in Kraft getretene Nordamerikanische Freihandelsabkommen (NAFTA) zurück auf die Agenda der Handelspolitik gelangt. Auf Druck der USA fanden am 16. August 2017 die ersten Gespräche zwischen den NAFTA-Vertragspartnern USA, Kanada und Mexiko über eine Neugestaltung des Abkommens statt. Noch vor den mexikanischen Präsidentschaftswahlen im Juli 2018 sollen die Gespräche zu einem vorläufigen Abschluss führen, eine Einigung wird aber tatsächlich wohl weitaus mehr Zeit in Anspruch nehmen. ; With the election of a new president in the US, the North American Free Trade Agreement (NAFTA) is back on the international t rade policy agenda. This article sets out US motivations to push for a renegotiation and examines the pros and cons of renegotiating the agreement. While there are good reasons to update NAFTA, a new agreement or even a US withdrawal from the treaty will not meet the expectations raised in President Trump's election campaign.

Die Erhebung zusätzlicher Zölle auf den Import von Stahl, Aluminium und Waschmaschinen ist die erste handelspolitische Entscheidung der Trump-Regierung, die sich unmittelbar auf bestehende US-Handelsströme auswirken wird. Gleichzeitig lässt sich hieran die grundlegende Wirkung von Einfuhrzöllen illustrieren. Die jüngsten Entscheidungen unterstreichen die Tendenz zu mehr Protektionismus in den USA und wecken die Befürchtung, dass dies nicht die letzten handelspolitischen Entscheidungen des US-Präsidenten sind. Sie werden letztlich sowohl der US-Wirtschaft als auch dem internationalen regelbasierten Handelssystem deutlichen Schaden zufügen. ; The decisions of the U.S. administration to levy additional duties on the import of steel, aluminium and washing machines are the fi rst policy changes by U.S. President Trump that will directly affect existing U.S. trade fl ows. These recent decisions point to a new trend towards more protectionism in the U.S. and raise the fear that similar trade policy changes, which will ultimately harm both the U.S. economy and the international rule-based trading system, will soon follow. The article analyses the economic and political consequences of the new U.S. import tariffs in the light of an increasingly restrictive U.S. trade policy.

On 6 July 2017, after four years of negotiation, the EU reached an agreement with Japan over the main elements of a comprehensive free trade agreement. The breakthrough came at a time when progress on multilateral trade negotiations at the global level seemed out of reach and EU bilateral trade agreements faced strong public opposition. This paper examines the content of the new agreement with a view to global trade dynamics and assesses its main trade policy implications.

Illegal filesharing on the internet leads to considerable financial losses for artists and copyright owners as well as producers and sellers of music. Thus far, measures to contain this phenomenon have been rather restrictive. However, there are still a considerable number of illegal systems, and users are able to decide quite freely between legal and illegal downloads because the latter are still difficult to sanction. Recent economic approaches account for the improved bargaining position of users. They are based on the idea of revenue-splitting between professional sellers and peers. In order to test such an innovative business model, the study reported in this article carried out an experiment with 100 undergraduate students, forming five small peer-to-peer networks. The networks were confronted with different economic conditions. The results indicate that even experienced filesharers hold favourable attitudes towards revenue-splitting. They seem to be willing to adjust their behaviour to different economic conditions.
