PROPER POLITICAL PARTICIPATION IN CHINA AS A DEVELOPING COUNTRY
Proper political participation is very important for China as a developing country. Proper political participation can help the government to meet the needs of the masses and divide the social interests more fairly. It also can increase the capacity of the government, promote the public morals; maintain social order and unity of our society. But unlimited political participation could also be blind and destructive. It could do great damage to the society. Political participation can be at a proper level from the development of good governance and the third sectors in China.

How CEO responsible leadership shapes corporate social responsibility and organization performance: the roles of organizational climates and CEO founder status

Purpose
This paper aims to investigate how chief executive officer (CEO) responsible leadership impacts corporate social responsibility (CSR) and organization performance by considering diverse organizational climates (including ethical, service and initiative climates) as mediators and CEO founder status as a moderator.
Design/methodology/approach
This study analyzed survey data from 212 service organizations in China with structural equation modeling.
Findings
The results clearly established that CEO responsible leadership played a crucial role in augmenting both CSR and organization performance by shaping positive organizational climates. Notably, CEO responsible leadership significantly fostered ethical, service and initiative climates. Furthermore, an ethical climate promoted CSR and organization performance, whereas service and initiative climates specifically enhanced organization performance. Additionally, responsible CEOs with founder status exhibited a higher propensity for enhancing ethical, service and initiative climates within service organizations.
Practical implications
Service organizations should take measures to build CEO responsible leadership, especially for CEOs with founder status. Furthermore, service organizations should motivate employees to reach consensus on ethical conducts, superior service and proactive approach to work.
Originality/value
First, the findings on CEO responsible leadership's effects on CSR and organization performance extend the research on responsible leadership outcomes. Second, this paper adds to responsible leadership literature through exploring the mediating effects of ethical, service and initiative climates. Finally, the finding on the moderating role of founder CEOs offers a novel perspective regarding the boundary condition of the effects of CEO responsible leadership.

Biogas as a transport fuel—a system analysis of value chain development in a Swedish context
Biofuels policy instruments are important in the development and diffusion of biogas as a transport fuel in Sweden. Their effectiveness with links to geodemographic conditions has not been analysed systematically in studying biogas development in a less urbanised regions, with high potential and primitive gas infrastructure. One such region identified is Gävleborg in Sweden. By using value chain statistics, interviews with related actors, and studying biofuels policy instruments and implications for biogas development, it is found that the policy measures have not been as effective in the region as in the rest of Sweden due to different geodemographic characteristics of the region, which has resulted in impeded biogas development. In addition to factors found in previous studies, the less-developed biogas value chain in this region can be attributed particularly to undefined rules of the game, which is lack of consensus on trade-off of resources and services, unnecessary competition among several fuel alternatives, as well as the ambiguity of municipalities' prioritization, and regional cultural differences. To strengthen the regional biogas sector, system actors need a strategy to eliminate blocking effects of identified local factors, and national policy instruments should provide mechanisms to process geographical conditions in regulatory, economic support, and market formation.
