Changes in government patterns in Indonesia along with bureaucratic reforms, changes are needed because the governance situation contineus to shift, the old system would not fit anymore if applied in the era of Indonesia government now. Consideration and public value are the focus of this article, efforts to change the goverment bureaucracy in Indonesia to better prioritize the interest of society, would require a long process, bureucratic reform not only focusing on government action, all of the component from society and private should supported bureucratic reform so the effetive governance will be quickly achieved.

Since the last few years, the city of Pekanbaru be used as a storage area that is visited by many illegal immigrants who mostly come from the countries of the Middle East that is in conflict such as Iraq, Syria, Afghanistan, Iran and other countries. In its development, the increasing arrival and presence of illegal immigrants in the city of Pekanbaru has presented its own problems that feared will have an impact in the sector of ideology, political, economic, social, cultural, national security, immigration insecurity. While Immigration Office Class 1 Pekanbaru city itself is an institution that is given tasks and responsibilities within the Director General of Immigration regulation Number IMI-1489.UM.08.05 in 2010 on the handling illegal immigrants through its Head of Immigration Office to keeping an eye the illegal immigrants who were in the city of Pekanbaru and also for registration and periodic reporting of data for each month both qualitative and quantitative data are reported to the Director General of Immigration. Results from this study is the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the Handling Illegal Immigrants can be categorized enough implemented. This can be seen from almost all sub-indicators such as communication, resources, dispotition and bureaucratic structure can be found in the implementation of the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the handling Illegal Immigrants, although there are still some shortcomings and weaknesses in the implementation of these regulations.

The development of the world of tourism in Indonesia is very promising, the government both at the level of central and regional make the tourism sector as a superior sector that must be developed to increase the national income and regional income. Rokan Hulu regency is one of the existing regencies in Riau Province that has a tourist destination among religious tourism Rokan Hulu Great Mosque, Tuanku Tambusai Fortress which is a historical and nature tourism. One of the natural attractions is Serombou stone house located in the village Serombou Indah District Rambah Hilir. But the condition of the sights are not maintained and indicated neglected from development activities. In addition, inadequate access to transportation and road access make it less visited than the National Day. Therefore, this research is conducted to know how the role of Rokan Hulu District Government in Management of Serombou House Tourist Attraction. What is the type of research is descriptive cultivation study with informants Head of Tourism Office Rokan Hulu District, Village Head, BPD Serombou Beautiful village, Head of Hamlet and Community Leaders. From the result of the research, it can be concluded that the regency of Rokan Hulu regency in the management of tourist destinations, tourism promotion and the increase of public participation in tourism management of Batu Serombou house has less role. It is seen that the management of attractions Serombou stone house new limited discourse and not contained in the program and government activities.

This article discusses the home industry of blacksmith craftsmen which is a form of community business that can be empowered by the government. The aim is to find out and explain the role of the Kampar Regency Government in empowering blacksmith craftsmen. The collection of data and information was done through observation, interviews and documentation with qualitative data analysis methods. The results of the study prove that the role of the government in fostering the home industry of blacksmiths is as a coordinator by issuing various policies, as a facilitator (coordination, synchronization, and control) stimulator (integrating investment programs), and as a mediator (intermediary) cooperation with other business actors can be in the form of providing raw materials and marketing of handicrafts. The conclusion of this study is that the government plays a role in fostering blacksmiths as a policy-making coordinator, as a facilitator for business and environmental development, as a stimulator by opening up investment opportunities for companies.This article discusses the home industry ofblacksmith crafts which is aform of community business that can be empowered by thegovernment.
