Bildungsprogramme der Europäischen Union - nach 30 Jahren oft noch unterschätzt
Im Jahr 2017 feiert die Europäische Union das 30-jährige Bestehen des ERASMUS-Programms, einer der profiliertesten Bemühungen jungen Menschen Europa und die Europäische Union näherzubringen. Was verbirgt sich dahinter und welche neuen Akzente werden im Rahmen von Erarsmus+, dem Nachfolgeprogramm, gesetzt. Der Artikel geht diesen Fragen nach und gibt einen kompakten Überblick über Bildungsprogramme der EU unter besonderer Berücksichtigung der Erasmus-Programme. What does this programme stand for and what are new accents provided by Erasmus+, its follow-up programme? In der gegenwärtigen Wirtschaftskrise treten nach Meinung des Autors überdeutlich sprachlich-kulturelle Sollbruchstellen der Europäischen Union auf. Mag es vordergründig nur um wirtschaftliche Größen zum Management einer der größten Krisen gehen, so treten - gerade in populistischen Nachrichtenblättern, aber nicht nur dort - kulturelle Stereotype auf, die längst überwunden schienen, wenn von typischen süd- und nordeuropäischen Wirtschaftsstrukturen die Rede ist. Die Sprachenproblematik ist somit eine ernste Zukunftsfrage für den Wirtschaftsstandort Europa, welche in Deutschland mit der Frage nach der deutschen Sprache im Grundgesetz viel zu spät und zu oberflächlich diskutiert wird, da zu wenig hierüber bekannt ist im Gegensatz zu Frankreich, Spanien oder Finnland. Die lange von der EU propagierte These der Einheit in der Vielfalt ist nach Ansicht des Autors brüchig geworden, denn sie verkommt zu einer Willkür, wenn einerseits immer mehr Regionalsprachen in offizielle Domänen eindringen und andererseits die EU in ihren Organen eine Einsprachigkeit in Englisch durchsetzt - ganz auf Kosten der größten EU-Sprache, dem Deutschen. Die endogene Wachstumstheorie und ihr Einfluss auf die Bildung in der Wissensgesellschaft
Recently the argument is raised in political discussions that an increasing productivity could be reached by capital investments in education. The Directive on Services in the Internal Market of the European Commission or the General Agreement on Trade in Services are pushing this process where education is only a kind of tool for reaching a strong European economy without taking into account the challenge of value based European education. In this article [the author] looks critically to the main driver in the 'economisation' of education: the theory of economic growth. 'Computer literacy' im Vergleich zwischen europäischen Nationen - Zielgröße des Bildungswettbewerbs in der Wissensgesellschaft
ICT-based education can be used as a driver to initiate economic growth and societal development in the knowledge based society. 'Computer literacy' is recognised as a key competence to manage the challenges of this technique driven society. Therefore the European Union gathers information about the framework and the use of computers and the Internet in the schools of their member states - also by using results of school assessment studies like PISA or PIRLS. This article shows that there are different patterns of computer equipment and use in the European Union which depend to some extent on the basic structures of the educational systems. It will be demonstrated that nations with sustainable reforms in the last decades to decentralised structures are more 'modern' than others in terms of computer equipment and use. The article enlightens also the differences between the three terms 'computer literacy', 'digital literacy' and 'media competence' and their 'mixed use' in political but also academic discussion. In summary it will be stated that the discussion about 'computer literacy' misses a clear conceptualisation and sustainable empirical investigation methods. (DIPF/Orig.)

Informations- und Kommunikationstechnologien. Ihre politische Steuerung durch die Europäische Union
In diesem Artikel wird der (bildungs-)politische Umgang der Europäischen Union mit den Informations- und Kommunikationstechnologien analysiert. Diese werden innerhalb der Lissabonner Strategie seit dem Jahr 2000 als zentral für eine wettbewerbsfähige europäische Gemeinschaft angesehen. In diesem Zusammenhang werde Bildung und Berufsbildung stärker als bisher in den politischen Fokus der EU gerückt. Diese Entwicklungen lassen sich auf der Folie des Konzepts ,Transnationale Bildungsräume' einordnen. These are considered to be central for a competitive European Community within the Lisbon strategy since the year 2000. In this context education and vocational training move more to the fore of the European Unions' political focus.
