As the author sees it, the Republic of China (ROC) on Taiwan is a political system under tremendous pressure for creative adaptation to its internal and external environments. After presenting the arguments as to why the ROC urgently needs a new world perspective, he examines where the ROC stands today, proposes a set of new perspectives toward its external environment and identifies the other areas where in the ROC must develop new perspectives so as to charter a course of policy planning for the government and people on Taiwan, but also for the Chinese people as a whole. The purpose of this paper is to review the ideological foundation of political development in the Republic of China (ROC) on Taiwan, to describe the process of political change in the ROC since 1949, to analyse factors affecting the political system on Taiwan etc. The policy implications of the "Taiwan experience" in political democratization for the developing countries in general and mainland China in particular are discussed.
