We analyze whether a redistributive government should provide ex ante insurance against unfortunate outcomes or whether it should instead rely on transfers for redistributing income ex post. To this end, we develop a model of education in which individuals face educational risk and wage dispersion across two types of skills. Successful graduation and working as a skilled worker depends on individual effort in education and on public resources, but educational risk still causes (income) inequality. We show that in a second-best setting, in which learning effort is not observable, improving the quality of education by public funding of the educational sector has a significant effect and that this increases efficiency in comparison to a pure (linear) income tax with income transfers from skilled to unskilled workers. Compared to a first-best solution, providing ex ante insurance significantly gains importance relative to traditional ex post redistribution, because it simultaneously alleviates moral hazard in education. These results are strengthened when a (distortionary) skill-specific tax can be implemented.

We develop a model of education where individuals face educational risk. Successfully entering the skilled labor sector depends on individual effort in education and public resources, but educational risk still causes (income) inequality. We show that an optimal public policy consists of deferred skill-specific tuition fees, lump-sum transfers/taxes, and public funding of the educational sector. We argue that improved educational opportunities matter more than direct income transfers in a Second-best setting. Contrary to standard models of income risk, it is not optimal to use a proportional wage tax, because combining skill-specific tuition fees and public education spending provide both insurance and redistribution at lower costs. A wage tax is only optimal if skill-specific tuition fees are not available.

Ihrer Ansicht nach vernachlässigt die Wirtschaftspolitik die Frage, wie die Herausforderungen der Zukunft gemeistert werden sollen.

The euro area is experiencing a severe and highly complex crisis. It comprises three problem areas, the difficulties of some highly indebted European sovereigns to ascertain funding at palatable cost, the disconcerting fragility of the European banking system and disappointing growth prospects in the euro area periphery. To make matters even worse, these problems have developed into a systemic crisis of the European Monetary Union (EMU), since observers have apparently developed fundamental doubts over its integrity. To overcome this systemic crisis, it would not be sufficient, if only the stronger euro area economies provided more solidarity, nor would it be sufficient, if only all of Europe adhered to ironclad budgetary discipline from now on. A European Redemption Pact could be a strong political commitment to the EMU and offer a bridge between the proponents of fiscal discipline and structural reform and those governments advocating for more support. This pact would entail two indispensable aspects, the codification of a credible and coherent reform path and a temporary and limited instrument for joint refinancing. ; Der Euro-Raum befindet sich inmitten einer schweren und höchst komplexen Krise, in der sich in einem Teufelskreis drei Teilkrisen gegenseitig verstärken: eine Staatsschuldenkrise, eine Bankenkrise und eine makroökonomische Krise. In ihrem Zusammenspiel haben diese zu einer systemischen Krise der Europäischen Währungsunion (EWU) geführt, denn mittlerweile haben außenstehende Beobachter ernsthafte Zweifel an ihrem Fortbestand. Um diese ernsthafte Lage zu überwinden, wäre es keineswegs ausreichend, wenn lediglich die stärkeren Mitgliedstaaten des Euro-Raums einseitig noch mehr Solidarität mit den schwächeren zeigten. Noch wäre es hinreichend, wenn sich alle Mitgliedsregierungen von nun an zu eisernen Budgetdisziplin verpflichteten. Vielmehr könnte ein Europäischer Schuldentilgungspakt eine Brücke von der Krise hin zu einer stabileren Lage bilden. Sein Abschluss könnte nicht nur den starken politischen Willen zu einer Fortsetzung des Integrationsprozesses in Europa dokumentieren, sondern diesen Prozess durch eine Balance zwischen den Forderungen nach Haushaltsdisziplin und Strukturreformen einerseits und nach solidarischer Unterstützung andererseits auch inhaltlich tragen. Das Konzept des Paktes ruht in seinen Grundfesten auf einer Verbindung von glaubwürdigen und umfassenden Reformvorhaben mit einer temporär und in der Größe begrenzt ausgestalteten gemeinsamen Haftung bei der Refinanzierung der Mitgliedstaaten.

Nicht zuletzt das Buch von Thomas Piketty hat die öffentliche und auch die wissenschaftliche Debatte über Verteilungsfragen wieder in Schwung gebracht. Unstrittig ist, dass die Ungleichheit der Löhne und der Haushaltseinkommen in Deutschland zugenommen hat. Die deutlichen Veränderungen der Alters- und Qualifikationsstruktur in den vergangenen 20 Jahren spielen dabei eine bisher wenig beachtete, aber signifikante Rolle. Politische Handlungsempfehlungen beispielsweise in Hinblick auf verbesserte Anreize für Bildungsinvestitionen müssen dies beachten. ; Demographic change and higher educational attainment imply a shift toward employees with more experience and/or better education, i.e., groups that are characterised by higher relative wages and higher within-group wage inequality. Our analysis addresses the importance of these structural changes in the labour force for the development of the wage distribution. These compositional shifts entail a rise in wage inequality. Empirical evidence based on data from the German Socio-Economic Panel from the mid 1990's to 2012 suggests that, in combination, the compositional changes in the age structure and the educational background of the labour force can explain up to one quarter of the observed increase in aggregate wage inequality during this time period.
