Verschiedene gesellschaftliche und politische Akteure haben unterschiedliche Ansprüche an den Wald. Aus den Ansprüchen der einzelnen Interessengruppen leiten sich verschiedene Handlungsoptionen für die Waldbewirtschaftung ab, welche unterschiedlich auf die kurz-, mittel- undlangfristige Entwicklung des Waldes und auf das Angebot von Laub- und Nadelholz wirken würden. Dies hat auch Folgen für die heimische holzverarbeitende Industrie. Im Rahmen des durch BMU und BMEL geförderten Verbundforschungsprojektes 'WEHAM-Szenarien' erfolgte eine ganzheitliche und systematische Analyse von Auswirkungen unterschiedlicher Waldbehandlungsmöglichkeiten und Rohholzaufkommen auf die sozio-ökonomische Komponente 'Holzmarkt'. Es wurden drei verschiedene Szenarien zu Waldbewirtschaftung und Holzverwendung untersucht. Ziel war es, mögliche Auswirkungen der Entwicklung des potentiellen Aufkommens von Laub- und Nadelrohholz zu quantifizieren und mögliche Rückkopplungseffekte auf den Holzmarkt für den Zeitraum von 2012 bis 2052 zu modellieren. Das hierfür verwendete globale Holzmarktmodell bildet länderspezifische Angebots-, Nachfrage-, und Preisentwicklungen ab. In Abhängigkeit der unterschiedlichen Waldbehandlungsszenarien variiert das potentielle inländische Rohholzangebot über die Dauer des Simulationshorizonts. Für die Modellierung des Holzmarktes wurde zunächst das potentiell für eine Nutzung zur Verfügung stehende Laub- und Nadelrohholz aus den Ergebnissen der Waldbehandlungs- und der Holzverwendungsszenarien bestimmt. Diese Mengen waren Ausgangspunkt für die Simulationen der Szenarien. Vor dem Hintergrund unterschiedlicher Angebots- und Nachfragesituationen von Laubholz und Nadelholz erfolgte eine Weiterentwicklung des Modells. Die Produkte Rohholz und Schnittholz wurden jeweils in die Komponenten Laub und Nadel ausdifferenziert. Die Ergebnisse der Holzmarktmodellierung sind ein Produkt ihrer Modellumgebung und dahinterliegender Annahmen. Die Ergebnisse zeigen, dass - wenn nicht durch das WEHAM Rohholzpotential limitiert - sowohl die inländische Nadel- als auch die Laubholzproduktion für eine stoffliche Nutzung bis 2050 steigen würde. Jedoch wurden nicht in allen Szenarien und in jedem Jahr die aus der Holzaufkommensmodellierung resultierenden Abschätzungen der verfügbaren Potentiale genutzt. Insbesondere die Nutzung von Laubholzressourcen blieb in zwei Szenarien die Rohholzproduktion, bei bestehenden Nachfrage- und Preismustern, über den Simulationshorizont hinter dem Potential zurück. In allen Szenarien wurde das geerntete Rohholz zu allergrößten Teilen von der inländischen holzbearbeitenden Industrie verwendet. Die Nachfrage nach Nadelrohholz durch die holzbearbeitenden Sektoren überstieg in jedem der drei hier betrachteten Szenarien das heimische Angebot, selbst bei Zunahme der verfügbaren Potentiale. Damit setzte sich der vor rund einer Dekade begonnene Trend steigender Nadelrohholzeinfuhren in den Szenarien - unterschiedlich stark ausgeprägt - fort. Die Rohholzimporte variierten zwischen den Szenarien jedoch stark in Abhängigkeit der simulierten Produktionsvolumina der holzbearbeitenden Sektoren. DieProduktionsleistung der holzbearbeitenden Industrie entwickelte sich je nach inländischer Verfügbarkeit von Rohholz für die stoffliche Nutzung unterschiedlich stark über die betrachteten Dekaden. Der inländische Verbrauch an holzbasierten Waren war in den drei betrachteten Szenarien trotz deutlicher Unterschiede in der Primärholzproduktion sehr ähnlich. Die steigenden Produktionsleistungen der holzbearbeitenden Industrie führten nicht zu einer steigenden Verwendung von Holzwaren auf Absatzmärkten im Inland, sondern wurden weitestgehend exportiert. In der längerfristigen Perspektive ist es jedoch nicht ausgeschlossen, dass eine steigende inländische Nachfrage nach Holzprodukten in Endverwendungssektoren auch zu einer steigenden Weiterverarbeitung der produzierten Halbwaren in Deutschland führen könnte. Andererseits könnte eine Beschränkung des Rohholzangebots zu nachteiligen sozio-ökonomischen Effekten führen, die eine Reduktion derProduktionsaktivitäten des heimischen holzbearbeitenden Sektors oder eine vermehrte Einfuhr von Rohholz und Holzwaren beinhalten könnte. ; Different interest groups have different demands and expectations regarding the use of our forests and its resources. Within the framework of the joint research project 'WEHAM-Szenarien' (funded by the BMU and BMEL) a systematic policy impact analysis was undertaken. Within the scope of this study, three different combinations of forest management and wood use scenarios were considered. The objective of the present study was to quantify potential impacts of alternative forest treatment options and timber supply volumes on the wood products markets. For this purpose, a global wood products market model was applied. The partial equilibrium model simulated supply, demand, and price developments for 180 countries and 16 products. The amount of wood available for wood production under each scenario was derived from the results of the forest management and wood use scenarios. As expected, the wood supply potential substantially differs between the scenarios. The available raw wood was exogenously divided into energetic and material use potentials. It was also crucial to differentiate between coniferous and non-coniferous wood species. The basic distinction of the wood types reveals that the wood-based market may not face an abundance of raw wood in the decades under consideration. Rather, the German woodworking industry might face shortages in domestic raw material availability and may be forced to innovate or trade in order to meet raw material demands. The modelling results are always a product of the modelling environment and the underlying assumptions. However, our results highlight that both domestic coniferous and non-coniferous roundwood production for material use would increase until 2050 if not limited by the harvesting potential imposed by the forest management scenario. On the other hand, the raw wood potentials were not always completely used by the market. The production of non-coniferous wood resources lagged behind the potential in two out of three scenarios. Once harvested the major share of raw wood was demanded by the domestic woodworking industry. Independent of the domestic production level, the demand for coniferous wood outstripped the domestic supply in each of the three scenarios considered. Thus, the trend of increasing imports of coniferous imports continued in all scenarios. However, the import volumes varied in dependence of the production capacities in the woodworking sector. Thus shortages in domestic raw wood were mainly offset by a reduction of the production capacities while the output of the woodworking industry increased together with increasing raw wood availability for material use. Despite significant differences in raw wood production, the domestic consumption of semi-finished wood-based products was similar across three scenarios. However, increasing production outputs of the woodworking industry did not lead to an increasing use of wood products in the domestic markets. The additional production was largely exported. Either way, rising domestic demand for wood products in end-use sectors could also lead to an increase in future demand for semi-finished wood products in Germany. The other way round, limiting the supply of domestic raw wood could imply adverse socio-economic effects, which may include a reduction in the production activities of the domestic woodworking sector or an increase in imports of raw wood and wood products.

Illegal Logging is one of the major global causes of deforestation and degradation of forests. To combat the negative effects of illegal logging, the European Union (EU) introduced various forest related policies and measures. Among them is the EU Timber Regulation (EUTR). The objective of the presented analysis is to identify the percentage share that the EUTR applies to wood and wood-based products. We analysed the imports into the EU by using different reference units: the import value in Euro, the roundwood equivalent and the wood fibre equivalent. Our results show that about 90% of the imported quantities and 74% of the imported values are covered by the EUTR. This means, that in 2013 the EU imported a total wood quantity of 6 million m³ wood fibre equivalents (or 17 million m³ roundwood equivalents, respectively) which is not covered by the EUTR. This amount is almost equally distributed between wood products and paper products. Coverage ratios for further differentiated product groups differ. Typically, raw materials have a higher coverage ratio, and finished products have a lower coverage ratio. The wood quantities that are not covered by the EUTR are highly concentrated between a few commodities like wood charcoal, other articles of wood, recovered paper, printed books and brochures.

Holz spielt in vielen Bereichen unseres Lebens eine bedeutende Rolle. Durch den verstärkten Einsatz von nachhaltig erzeugten Holzprodukten können positive Beiträge für Klimaschutz, Ressourcenschonung und Beschäftigung erzielt werden. Das Prinzip der nachhaltigen Nutzung des Waldes und seiner Produkte wirkt weit über den Forst- und Holzsektor hinaus. Es ist zu einem weltweit anerkannten und angestrebten Grundprinzip der Politik und des allgemeinen Wirtschaftens geworden. Unter dem Dach dieses Nachhaltigkeitsprinzips setzt sich die Bundesregierung mit der Holzcharta für eine Steigerung der Verwendung dieses nachwachsenden Rohstoffs und seiner vorteilhaften Wirkungen für Klima, Umwelt und Gesellschaft ein. [.] Mit der hier vorliegenden Marktstudie zur Holzverwendung im Bauwesen werden wichtige Basisinformationen geliefert, um hinsichtlich der Zielsetzung der Charta für Holz - aber auch für die Marktteilnehmer im Baubereich - relevante Maßnahmen ableiten und bewerten zu können. Im Hinblick auf die Erfordernisse der Energiewende und die notwendige Reduzierung des Flächenverbrauchs liefert die Studie Aussagen über den möglichen Beitrag der Holzverwendung bei der energetische Sanierung von Gebäuden sowie zur Nachverdichtung in Städten und Gemeinden.

Waste reduction, recycling and increased material efficiency are key objectives in complex industrial ecology. The wood processing industry also aims at a more intensive resource recovery and usable residual volumes. Important volumes of wood processing residue potentials can be found at the EU level. However, to date no reliable calculation approach has been established. To fill the information gap, this study presents an approach for calculating the supply of wood processing residues. The methodological approach follows the concept of a material flow analysis. We quantify the material flows based on product-specific conversion factors and the coefficients of material efficiency. This paper intends to develop a calculation approach based on existing statistical data from official classifications such as Prodcom. We perform the calculation approach on standardised wood packaging products at the European level. The calculated supply of wood processing residues the European Union in 2018 was 29.7 million m3f with a total material input of about 70.8 million m3f and a production volume of 40.8 million m3f. A maximum volume of 29.6 million m3f sawnwood is used for the production of wooden containers. Quantification results can be further differentiated – e.g., the share of sawmill by-products. Hence, the calculation approach supports the visualisation and understanding of material flows within the forest- based sector. Wood processing residue coefficients resulting from product specific MFA can be repeatedly applied to annual production data of wood products, wood composites and wood supply chains. Thus, the quantification of wood processing residues improves the results of existing and future wood resource balances including cascade uses by increasing their level of detail.

In recent years, it has become increasingly popular to consider the forest-based industries as a so-called cluster. The forest cluster includes forestry enterprises as well as a wide range of industries, all engaged in the processing and manufacturing of roundwood as well as of semifinished and finished wood, pulp and paper products. The purpose of this paper was to depict the interindustry linkages of the German forest cluster with the help of an input–output table. In the past, it was often the case that the various interactions between the different industries of the forest cluster were not fully perceived by industry managers, governmental bodies or associations, probably due to the distorted representation of the forestbased industries in official statistics. In this sense, the present study aimed at providing crucial baseline information for the understanding of this still rather fragmented sector. The disaggregated input–output table shows the various flows of inputs (measured in monetary values) into the productive process and matches them with outputs. Moreover, two exemplary impact analyses are conducted.

Illegal Logging is one of the major global causes for deforestation and the degradation of forests. The further manufacturing of illegally logged wood and products made thereof as well as the associated trade has also negative social and economic effects on both sides of the wood markets, the producer and consumer countries. One of the key measures of the European Union (EU) to combat illegal logging is the EU Timber Regulation (EUTR). The EUTR came into effect on March 1, 2013 and it prohibits the placing of wood and wood products made of illegally logged wood on the EU internal market. This placement can either be done by selling removals from European forests or by importing wood and wood-based products into the EU. But for what kind of products does the regulation apply exactly? The EUTR refers to its An-nex where a list is provided with respective commodities. The products are structured ac-cording to the trade classification of the Combined Nomenclature (CN). The main focus is laid on wood and articles of wood (chapter 44 of the CN), on pulp of wood (chapter 47) and on paper and paperboard and articles made thereof (chapter 48). Additionally commodity codes for furniture and one code for prefabricated buildings are listed. However, as certain wood-based products are not included in the EUTR, the question arises, how many wood-based products are not covered by the EUTR. What is the coverage ratio of the EUTR if we are looking at all wood-based products? [.]

Um die Einfuhren sowie den Verbrauch von Holz–Rohholz (ohne Brennholz) und Holz- und Papierprodukte auf Basis Holz – aus illegalem Einschlag unter Berücksichtigung des Handels über Drittländer abzuschätzen, wurde eine Methode, die aus der Input-Output-Analyse entwickelt wurde, angewendet. Die unterstellten Illegalitätsanteile bestimmen dabei ganz wesentlich die Ergebnisse. Für das Jahr 2009 errechnet sich ein illegaler Holzeinschlag von weltweit 103 bis 284 Mio. m³ Rohholz (ohne Brennholz). Dies entspricht 7 bis 17 % des globalen Einschlags, jeweils abhängig von den länderspezifischen Annahmen über hohe und niedrige Schätzrahmen für illegalen Einschlag. Die Abschätzungen für die Einfuhren von Holz aus illegalem Einschlag hängen davon ab, ob die Länder der EU einzeln und somit inklusive Intrahandel innerhalb der EU betrachtet werden oder ob die EU als eine Region behandelt und somit der Intrahandel zwischen den Mitgliedsländern nicht betrachtet wird. Im Jahr 2009 berechneten sich die Importe von Holz aus illegalem Einschlag in die Länder der EU auf 15 bis 34 Mio. m³ (r), das sind 3 bis 6 % der Holzeinfuhren insgesamt und 2 bis 4 % des Holzverbrauchs in der EU. Etwa die Hälfte dieses Holzes stammt aus direktem Handel mit den betroffenen Ursprungsländern, der übrige Teil wird über Drittländer eingeführt. Betrachtet man die EU als eine Region ohne Intrahandel, so reduzieren sich die Importe auf 8 bis 18 Mio. m³ (r). Aufgrund des intensiven Intrahandels resultiert mit 6 bis 13 % ein höherer Anteil an Holz aus illegalem Einschlag an den Gesamtimporten in die EU ; For estimation of worldwide imports and use of wood unprocessed industrial roundwood (raw wood excluding fuel-wood) and products on the basis of wood, including paper – from illegal harvesting, while considering the trade via third party countries a method based on input-output-analysis is used. The results are largely dependent on the quality of the input data used, above all on the presumed share of illegally harvested wood. For the year 2009, we calculated an illegal global harvesting of industrial roundwood of 103 to 284 million m³; depending on the presumed low and high country-specific shares of illegal harvests. That represents between 7 and 17 % of the global harvest. Estimates on imports of illegally harvested wood into the EU strongly depend on whether the countries of the EU are considered individually, hence internal trade of the member countries of the EU has to be taken into account, or whether the European Union is considered as one region and hence internal trade within the European countries is not taken into account. In 2009, imports of wood from illegal harvesting into the countries of the EU accounted for a volume of 15 to 34 million m³. That is 3 to 6 % of all wood imports and 2 to 4 % of the domestic use of wood in the countries of the EU. About one half of the imports are traded directly, the other half is imported via third countries. Considering the EU as one region without internal trade leads to a significantly lower import of illegally harvested wood of 8 to 18 million m³. On the other hand it results in a higher share of 6 to 13 % of total imports into the EU due to the exclusion of the intensive internal trade

Die Charta für Holz 2.0 verfolgt das Ziel, Beiträge der Holznutzung aus nachhaltiger Forstwirtschaft zum Klimaschutz sowie zur Wertschöpfung und Ressourceneffizienz zu stärken. Die Verwendung von Holz in der Konstruktion von Gebäuden kann hierzu einen wichtigen Beitrag leisten. Neben der Kohlenstoffspeicherwirkung langlebiger Holzprodukte lassen sich Treibhausgasemissionen reduzieren, wenn Materialien, die in der Herstellung energieintensiver sind, substituiert werden. Die Schonung nicht erneuerbarer Rohstoffe trägt zur gesamtwirtschaftlichen Ressourceneffizienz bei. Gleichzeitig stärkt Bauen mit Holz die Wertschöpfung im Cluster Forst & Holz und bietet Beschäftigungsperspektiven auch in ländlichen Räumen. Allerdings treten verschiedene Herausforderungen auf, welche die Marktausweitung insbesondere im Bereich innovativer, mehrgeschossiger Holzbauweisen behindern. Hierzu zählen z. B. Pfadabhängigkeiten bei der Gestaltung des Bauordnungsrechts oder bei Ausbildungsstrukturen, Informationsdefizite bei potenziellen Auftraggebern sowie die Vernachlässigung von Umweltwirkungen, die mit der Herstellung und Entsorgung von Gebäuden einhergehen. In den letzten Jahren haben sich jedoch dynamische Entwicklungen in den Rahmenbedingungen für das Bauen mit Holz ergeben. In den Arbeitsgruppen, welche die Umsetzung der Charta für Holz 2.0 begleiten, werden weitere Maßnahmen entwickelt, um Hemmnisse zu adressieren. Ziel der vorliegenden Studie ist daher zu analysieren, inwiefern Änderungen in marktlichen, rechtlichen und politischen Rahmenbedingungen in den letzten fünf Jahren zur Adressierung von Herausforderungen beigetragen haben. Neben einer Literatur- und Dokumentenanalyse wurden zur Bewertung von Entwicklungen Interviews mit Experten aus Verbänden, Wissenschaft, Verwaltung und Holzbau-Praxis durchgeführt. Um ein systemisches Verständnis davon zu erhalten, wie Veränderungen zusammenwirken, wird der Innovationssystemansatz als theoretischer Analyserahmen verwendet. So sind aus der innovationswissenschaftlichen Literatur spezifische Systemfunktionen bekannt, welche die Entstehung, Verbreitung und Nutzung von Innovationen unterstützen. Durch eine Analyse, die zeigt, inwiefern Entwicklungen in Rahmenbedingungen zur Stärkung entsprechender Funktionen beigetragen haben, wird eine theoriegestützte Grundlage für die Ableitung weiteren Handlungsbedarfs gelegt. Die im Rahmen der lernorientierten Evaluation der Charta für Holz 2.0 erstellte Studie unterstützt so laufende Arbeiten im Charta-Dialogprozess. ; The Charter for Wood 2.0 aims to increase the contribution of sustainable forestry and wood use to climate change mitigation, value creation and resource efficiency. Using wood in the construction of buildings can be an effective option to support these objectives. Apart from carbon storage in long-lived harvested wood products, wood use can contribute to a reduction in greenhouse gas emissions if it substitutes materials that would have been more energy-intensive in their production. Conserving non-renewable raw materials contributes to the resource efficiency of the economy. Additionally, the use of wood in construction strengthens value creation in the forestry and wood cluster and offers employment perspectives for rural areas. However, there are several known challenges that inhibit market growth, particularly when it comes to innovative, multi-storey wood construction. Examples are path dependencies, which affect the design of building regulations or education structures; a lack of information on the part of potential customers; as well as a tendency to neglect environmental impacts of construction and end of life phases of buildings. In recent years, however, the framework conditions for wood construction have developed dynamically. The Charter for Wood 2.0 working groups, which support the Charter's implementation as part of a dialogue process, develop further measures to address challenges. This study therefore focuses on the question of whether recent changes in market, legal or political framework conditions have contributed to solving known challenges for wood construction. The assessment of developments is based on literature and document analyses as well as on interviews with experts from associations, science, administration and the wood construction industry. In order to gain a systemic understanding of the way in which changes interact, we use the innovation system approach as a theoretical framework for our analysis. Innovation research points to distinct system functions that support the development, diffusion and use of innovations. By analysing whether developments in framework conditions have strengthened these functions, the study provides a theory-based foundation for identifying further needs for action. In this way, it supports ongoing efforts in the Charter for Wood 2.0 dialogue process. The study was conducted as part of the learning-oriented evaluation of the Charter for Wood 2.0.

Wood energy data are reported in forest products and energy statistics but current use of heterogeneous units can result in major inconsistencies. Harmonization of wood energy statistics can benefit data quality and improve measuring sustainable practices, better informing policy-makers and analyzing feedstock competition. Harmonization of wood energy data and subsequent application in the forest product and energy sectors require appropriate conversion factors. We provide conversion factors for forest energy products relative to weight and volume for the residential sectors of EU28 member states. Selected forest products include wood from primary, secondary and tertiary sources considering differences in properties affecting conversion factors. Proposed conversion factors were derived from information on moisture content, heating value, density and changes in wood volumes due to swelling and shrinkage of wood. Heating values relative to weight denote conversion factors to transform weight to energy units that ranged from 13.88 to 17.14 MJ/kg. Computation of heating values relative to volume ranged from 7316 to 11,053 MJ/m3. The use of extreme conversion factors in a sensitivity assessment showed that the ranges between minimum and maximum values accounted for as much as 27% of total wood energy consumption. Application of conversion factors to EU28 residential wood energy consumption revealed inconsistencies between forest products and energy statistics. Closer collaboration between experts and use of universal conversion factors at national levels will likely improve data quality and direct comparability. Conversion factors used in the residential sector can facilitate harmonization in nonresidentia sectors, but sector-specific product characteristics require further adjustment.

The transition of the current economic system from non-renewable and fossil-based towards a more sustainable system using renewable resources is a dedicated objective of the German National Bioeconomy Strategy. In order to provide sound information on the status of the bioeconomy, a monitoring concept that assesses the bio-based resources and sustainability effects associated with German bioeconomy was developed. The general monitoring approach includes a definition of the bioeconomy and its implementation in terms of material flows and economic sectors at a given point in time. Based on this, available data is collected and bio-based material flows and economic sectors are quantified. These quantifications are used in the following sustainability assessment of material flows and economic sectors. This procedure can be repeated, starting again with a definition of bioeconomy that may change over time according to changing policies, market development and public perceptions of bioeconomy. Thus, bioeconomy monitoring considers the dynamics of the bioeconomy transition concerning processes, products, available data and connected sustainability goals. Understanding and quantifying material flows provides the foundation for comprehending the pro-cessing of biomass along value chains and final biomass uses. They also provide information for sustainability assessment. For biomass from agriculture, forests and fisheries including aquaculture, relevant material flows are compiled. Material flow data is not available consistently but must be collected from a broad variety of sources. Consequently, inconsistencies regarding reference units and conversion factors arise that need to be addressed further in a future monitoring. Bio-based shares of economic sectors can be quantified using mostly official statistics, but also empirical data. Bio-based shares vary considerably between economic activities. The manufacture of food products, beverages and wooden products has the highest bio-based shares. Bioeconomy target sectors like chemicals, plastics and construction still have rather small bio-based shares. The suggested assessment of sustainability effects foresees two complimentary levels of evaluation: material flows and economic sectors. The latter quantifies total effects of bioeconomy in a country and relates them to the whole economy or parts of it. The presented indicators were selected based on the Sustainability Development Goal Framework, the German Sustainable Development Strategy and the availability of data. The selection of effects and indicators to be measured in a future monitoring is a crucial point of any quantification. With sustainability being a normative concept, societal perceptions of sustainability should be taken into consideration here. In that context, we suggest to follow the approach of LOFASA for indicator selection. Sustainability assessment of material flows is demonstrated on the example of softwood lumber material flow and its core product EPAL 1 pallet using a combination of material flow analysis and life cycle assessment.
