L'article porte sur les manières dont les « usagers » apparaissent dans les argumentations, les préconisations ou leurs commentaires concernant les services publics et les évolutions de leurs modes d'intervention. Terme inventé par la doctrine administrative qui ne s'est répandu que récemment, l'usager désigne aujourd'hui des figures multiples : le citoyen qu'il faut protéger de l'arbitraire et doter de droits, le partenaire dont on entend favoriser la participation, le client destinataire de services dont on évalue la qualité, les experts dont on revendique la mobilisation, etc. L'article passe en revue ces problématisations, compte tenu des techniques juridiques, politiques, managériales et sociales utilisées pour que des usagers apparaissent vraiment ainsi que des critiques qui leur sont adressées.

Le texte fait état de deux démarches de recherche distinctes : l'une focalise l'attention sur les rapports sociaux de guichet et leurs constituants, l'autre restitue le travail des bureaucrates et ses techniques.

The civil servant, the farmer, law and money. -- As mundane as it may sound, the question of "how to organize one's office" has many implications. To explore its meaning, this article considers the case of two devolved state administrations in charge of granting Common Agricultural Policy subsidies to farmers. These two services have different ways of classifying, storing and circulating information. Why such a contrast? What does the comparison of their methods teach us in terms of possible approaches and problem-framing with regard to regulatory security? To answer these questions, the author adopts a pragmatic approach focused on day-to-day administrative work. ; Bien qu'elle paraisse à première vue prosaïque, la question de savoir " comment ranger son bureau ? " soulève de multiples enjeux à la fois économiques, politiques, juridiques ou sociaux. Pour en explorer le sens, cet article s'intéresse au cas de deux administrations déconcentrées de l'Etat qui sont en charge d'attribuer les subventions économiques aux agriculteurs, dans le cadre de la Politique Agricole Commune. Ces deux services affichent des manières de classer, de stocker ou de faire circuler l'information très différentes. Pourquoi un tel contraste ? Que nous apprend la comparaison de leurs modes de rangement ? Quel est le sens de ces différences ? Pour répondre, l'article fait le choix de focaliser l'attention sur le travail administratif ordinairement accompli par les personnels.

Among the many ways of studying public administration, one orientation among social research has been gradually established: observing bureaucrats at work. Such a perspective can be seen to have two aims: a better understanding of the crucial role front-line employees can play in the daily delivery of public goods, and an empirical mapping of the different public organizations experiencing new public management measures. How to describe the work when a significant proportion of it is not observable? This article deals with activities carried out by magistrates in a natural situation. It is based on an ethnographic survey, which consisted of following the cases, from their lodging at the Registry to the hearings. However, a particular moment was a difficulty: observation of the deliberation. After hearing the parties and conducting the adversarial debate, the procedure provides for the judges to withdraw, to weigh the pros and cons, and to debate between them before adjudicating. This 'duty of hesitation' is generally seen by the literature as essential. Only this is: the judges concerned by the inquiry sit alone! Hesitation, tipping may arise, and these doubts are inevitably an essential part of the work, but they are part of a deliberation with oneself which leaves little empirically observable traces and does not necessarily give rise to memorable memories that judges could easily refer to. How, therefore, how to describe this "duty of hesitation" in action, but which evaporates into smoke as soon as it is hoped to be physically observed? The article describes the investigative strategy that has been carried out to consider a possible response. ; International audience How to describe work when much of it cannot be observed? This study of the activities of magistrates in a "natural" situation used an ethnological approach to observe cases from registration to hearings. Special difficulties cropped up during one phase: how to observe the deliberation when the judges, after having heard the parties during the contradictory phase of a penal procedure, adjourn and, among themselves, debate the case, weighing the pros and cons, before delivering a decision? The literature usually considers this "duty to hesitate" as an essential phase. But the judges in this survey sat alone on the court.
