The goose and the gander--some central-local government comparisons

The Widdicombe Report's general thesis is that a regulatory framework ought to be established for local authority decision-making. This would define more clearly the status and role of councillors and officers and the relationship between them. For Widdicombe, a new statutory framework for member-officer relationships is integral to the solution of present problems in local government. Parts of local government have reacted with understandable scepticism to this approach, believing that self-regulation is preferable to statutory regulation. The Government may, in due course, take a different view, but as to the need for some form of regulation there appears to be broad support for Widdicombe. (AM)
