Current global starch production is approximating 50 million tonnes. While the starch production growth rate steadily continues to surpass average population growth figures, the make-up by starch source and production regions have been changing. The world share of cassava-based starches may range between 4-6%. While Southeast Asia continues to lead as the foremost cassava starch production (and utilization) region, both within this region and in other continents the cassava starch industry and market patterns are changing. Starting in the late 1980s and accelerating during the 90s, Latin-American and (to a minor extent) African cassava starch processing has expanded. It is most likely that this basic trend will continue into the beginning of the 21st century. However, the new century brings with it both new threats as well as additional opportunities that will greatly impact on the competitiveness of cassava as a major starch source. The paper firstly summarizes the principal global trends of starch production, utilization and markets, paying special attention to the role of cassava. In addition, individual starch regions (US, EU, Asia) and their main players will be discussed. Secondly, the foremost global and regional technical, political and economic conditions that are currently coming about will be reviewed concerning their potential impact on global starch markets. Thirdly, a synthesis is formulated as to what the most probable implications are for cassava sector researchers and developers.
Purpose: The purpose of this paper is to explain why the high quality cassava flour (HQCF) value chain in Nigeria has not performed as well as expected. The specific objectives are to: analyse important sources of uncertainty influencing HQCF value chains; explore stakeholders' strategies to respond to uncertainty; and highlight the implications of different adaptation strategies for equity and the environment in the development of the value chain. Design/methodology/approach: The authors used a conceptual framework based on complex adaptive systems to analyse the slow development of the value chain for HQCF in Nigeria, with a specific focus on how key stakeholders have adapted to uncertainty. The paper is based on information from secondary sources and grey literature. In particular, the authors have drawn heavily on project documents of the Cassava: Adding Value for Africa project (2008 to present), which is funded by the Bill & Melinda Gates Foundation, and on the authors' experience with this project. Findings: Policy changes; demand and supply of HQCF; availability and price of cassava roots; supply and cost of energy are major sources of uncertainty in the chain. Researchers and government have shaped the chain through technology development and policy initiatives. Farmers adapted by selling cassava to rival chains, while processors adapted by switching to rival cassava products, reducing energy costs and vertical integration. However, with uncertainties in HQCF supply, the milling industry has reserved the right to play. Vertical integration offers millers a potential solution to uncertainty in HQCF supply, but raises questions about social and environmental outcomes in the chain. Research limitations/implications: The use of the framework of complex adaptive systems helped to explain the development of the HQCF value chain in Nigeria. The authors identified sources of uncertainty that have been pivotal in restricting value chain development, including changes in policy environment, the demand for and supply of HQCF, the availability and price of cassava roots, and the availability and cost of energy for flour processing. Value chain actors have responded to these uncertainties in different ways. Analysing these responses in terms of adaptation provides useful insights into why the value chain for HQCF in Nigeria has been so slow to develop. Social implications: Recent developments suggest that the most effective strategy for the milling industry to reduce uncertainty in the HQCF value chain is through vertical integration, producing their own cassava roots and flour. This raises concerns about equity. Until now, it has been assumed that the development of the value chain for HQCF can combine both growth and equity objectives. The validity of this assumption now seems to be open to question. The extent to which these developments of HQCF value chains can combine economic growth, equity and environmental objectives, as set out in the sustainable development goals, is an open question. Originality/value: The originality lies in the analysis of the development of HQCF value chains in Nigeria through the lens of complex adaptive systems, with a particular focus on uncertainty and adaptation. In order to explore adaptation, the authors employ Courtney et al.'s (1997) conceptualization of business strategy under conditions of uncertainty. They argue that organisations can assume three strategic postures in response to uncertainty and three types of actions to implement that strategy. This combination of frameworks provides a fresh means of understanding the importance of uncertainty and different actors' strategies in the development of value chains in a developing country context.
Based on experiences in the Cassava: Adding Value for Africa (C:AVA) project, this paper examines emerging issues and lessons for adding value to cassava, one of Africa's widely cultivated staples in ways that contribute to the global market environment as well as bring benefits to small holders on the continent. The main issues discussed include: competiveness in the supply of raw material, assisting smallholders to produce value-added products sustainably and competitively, ensuring and maintaining quality of products, selecting appropriate technologies for different circumstances and anticipating negative effects of the market environment on smallholders. One of the main challenges for value addition to a staple crop in Africa is finding 'champions' who are willing to make new investments with knowledge, skill and expertise requirements derived from other nations. The other is increasing the drying capacities for a tropical root crop through appropriate technologies that ensure production of high quality products in required volumes. One focus of the C:AVA project in the near future is to promote transfer of energy efficient Nigerian-made flash drier in collaboration with partners and fabricators from other C:AVA countries (Ghana, Uganda, Malawi and Tanzania). Improved energy efficiency will reduce fuel consumption, reduce operating cost and improve throughput of the dryers. An additional benefit will be reduction in emission of harmful greenhouse gases and their impact on global warming. It is anticipated that the knowledge and skills for further developing the value addition potential for cassava in all five countries will be enhanced. Benchmarking of key variables was used as an approach to understand differences between countries in terms of their abilities to develop high quality cassava flour value chains. It is clear that one strategy does not work in all countries and while positive government support for cassava development is helpful, the real driver is targeting markets according to realisable capacities of the smallholder actors in the value chain. ; Bill & Melinda Gates Foundation

The rise of food security up international political, societal and academic agendas has led to increasing interest in novel means of improving primary food production and reducing waste. There are however, also many 'post-farm gate' activities that are critical to food security, including processing, packaging, distributing, retailing, cooking and consuming. These activities all affect a range of important food security elements, notably availability, affordability and other aspects of access, nutrition and safety. Addressing the challenge of universal food security, in the context of a number of other policy goals (e.g. social, economic and environmental sustainability), is of keen interest to a range of UK stakeholders but requires an up-to-date evidence base and continuous innovation. An exercise was therefore conducted, under the auspices of the UK Global Food Security Programme, to identify priority research questions with a focus on the UK food system (though the outcomes may be broadly applicable to other developed nations). Emphasis was placed on incorporating a wide range of perspectives ('world views') from different stakeholder groups: policy, private sector, non-governmental organisations, advocacy groups and academia. A total of 456 individuals submitted 820 questions from which 100 were selected by a process of online voting and a three-stage workshop voting exercise. These 100 final questions were sorted into 10 themes and the 'top' question for each theme identified by a further voting exercise. This step also allowed four different stakeholder groups to select the top 7-8 questions from their perspectives. Results of these voting exercises are presented. It is clear from the wide range of questions prioritised in this exercise that the different stakeholder groups identified specific research needs on a range of post-farm gate activities and food security outcomes. Evidence needs related to food affordability, nutrition and food safety (all key elements of food security) featured highly in the exercise. While there were some questions relating to climate impacts on production, other important topics for food security (e.g. trade, transport, preference and cultural needs) were not viewed as strongly by the participants.
