In this paper, I analyse the framing of power in streams of communicative planning influenced by American pragmatism, sociological institutionalism and alternative dispute resolution. While scholars have heavily debated Habermasian communicative planning theory, the broader conception of power across these linked, but distinct, streams of the theory remains to be explicated. Through analysis of 40 years' of publishing by John Forester, Patsy Healey and Judith Innes - widely cited representatives of these three streams - a broader account of the treatment of power in communicative planning is established. The analysis shows that the streams of communicative planning provide distinct approaches to power with a joint focus on criticising conflictual illegitimate power over and developing ideas for how consensual power with might arise through agency in the micro practices of planning. Even if communicative planning thereby offers more for reflections on power than critics have acknowledged, the theory still leaves conceptual voids regarding constitutive power to and legitimate power over.

High hopes for democracy and sustainability are placed on participatory planning. Policy makers and scholars argue that broad participation can revitalise democracy and tackle sustainability challenges. Yet, critics claim that power asymmetries stand in the way of realising the potential of participatory planning. In the everyday practices of planning, this controversy comes to a head. Here, planners interact with citizens, politicians and developers around making choices about places and societies. Planners' practices are contested and they are challenged by the complexity of power relations. They need conceptual tools to critically reflect on what power is and when it is legitimate. Reflective practice is a prerequisite for making situated judgements under conditions of contestation. Yet, the planning theories, which are most influential in practice, have not been developed with the intention of conceptualising power. Rational planning theory, which still is influential in practice, largely reduces planning into a technical power-free activity. Communicative planning theory, which underpins participatory practices, instead suggests that expert power ought to be complemented by inclusive dialogue. This theory criticises hierarchical power relations as domination, without providing elaborated understanding of other facets of power. Hence, the conceptual support for reflective practice is too reductive. The aim of this thesis is to rethink power in participatory planning by developing concepts that can enable reflective practice. I draw on power theory and explore the utility of treating power as a family resemblance concept in participatory planning. Applying this plural view, I develop a family of power concepts, which signifies different ideas of what power is. The usefulness of this "power family" is tested through frame analysis of communicative planning theory and Swedish participatory planning policy and practice. The result of the research is a family of power concepts that can enable reflective practice. 'Power to' signifies a dispositional ability to act, which planning actors derive from social order. This ability can be exercised as consensual 'power with' or as conflictual 'power over'. The latter is conceptualised as an empirical process which, on a basic level, can be normatively appraised as illegitimate or legitimate. This thesis contributes to planning theory and environmental communication by problematising reductive notions of power and, as an alternative, rethinking power as a family resemblance concept. This theoretical contribution matters to planning practice as it can enable planners to develop their ability to be sensitive to what a situation requires, i.e. to acquire practical wisdom (phronesis).
This paper explores potential tensions in transformative learning and environmental and sustainability education (ESE) between, on the one hand, pluralistic approaches, and, on the other hand, promotion of societal change to address urgent issues. We stipulate that design of ESE inevitably contributes to a bounding of the plurality of facts and values that are acknowledged in a given learning process. Based on a frame analysis of the Swedish Green Flag initiative, we argue that such bounding by design is a key aspect of how ESE practitioners handle tensions between pluralism and urgency, either consciously or unconsciously. Given its inevitability and importance, we assert that bounding by design is insufficiently theorized in ESE literature, which might partly explain that practitioners perceive pluralistic ideals as challenging. In the empirics, we discern three justifications for bounding by design: (i) certain facts or degree of scientific consensus; (ii) objectives decided by elected bodies; and (iii) decisions taken by student and teacher representatives. We point to the theory of libertarian paternalism and a typology of democratic legitimacy as conceptual tools that can guide further scrutiny of pluralistic ESE and support practitioners in undertaking conscious and transparent bounding by design.
Samverkan är en vanlig arbetsform inom svensk förvaltning. Samverkansarbetet för samman aktörer från offentlig sektor, näringsliv, civilsamhälle och akademi. I bästa fall kan samverkan resultera i både effektiva och demokratiska förändringsprocesser. Men då krävs att de som samverkar har samverkanskompetens; att de kan designa och facilitera samverkansprocesser där förtroendefulla relationer skapas och önskvärda resultat nås. Trots det ökade behovet av samverkanskompetens har svensk forskning i liten utsträckning undersökt hur sådan kompetens kan utvecklas genom utbildning. Syftet med den här artikeln är att sprida lärdomar från utvecklandet och genomförandet av utbildningen Att leda samverkan. Artikeln visar på möjligheter och begränsningar i att basera samverkansutbildning på idéer om reflekterande praktik och praktisk klokhet.
This paper focuses on the practices of an emerging group of practitioners in Swedish urban governance: dialogue experts. As dialogical ideals have been mainstreamed in planning policies, civil servants and governance consultants have been increasingly commissioned to engage in dialogue with citizens within public deliberation, planning consultations or citizens budgeting. Even though these practitioners influence the whys, whats and hows of urban development, their practices remain curiously under-explored in Nordic urban studies. Dialogue experts experience the practical dilemma of being experts in a practice that has developed as a reaction to expert-rule and top-down power. We inquire into this dilemma together with a group of dialogue experts who work within an urban development scheme in the district of Gottsunda in Uppsala, Sweden. We ask: how do dialogue experts make sense of their use of power in dialogues with citizens? We explore whether analysing dialogue practice through the concepts of power and justification might explain the practical dilemmas confronted by dialogue experts. By engaging in joint inquiry with the practitioners in a series of focus groups, we learn that the practitioners are inclined to critique power relations that exclude marginalised voices from urban planning but find it more difficult to justify their own use of power in pursuit of a more inclusive governance system. The dialogue experts employ two types of justification for their use of power: an advocative justification, which revolves around aspirations to change the planning system to include marginalised voices, and a more conventional bureaucratic justification, by which they merely execute the will of elected politicians and follow established planning procedures. Even so, the practitioners remain ambivalent about their use of power. Hence, we demonstrate how power theory and joint inquiry between practitioners and researchers can shed new light on the practical dilemmas in dialogue practice.
Nudging is increasingly used in the design and planning of houses, neighbourhoods and districts with the intention to promote sustainable behaviour. Nudging, when used well, can serve as a tool for changing individuals' behaviour, but it cannot, nor has it been designed to, facilitate the critical thinking and collective action needed to address urgent sustainability challenges. The purpose of this study is to investigate how pragmatism's interest in social interactions can complement nudging's focus on individual behaviour. To test these ideas in practice, we develop an approach for planning that combines the two modes of thinking - The Sustainability Walk - to be used in the planning of places that are to promote sustainable everyday practices. We draw lessons from developing The Sustainability Walk by using the learning history method and participant observation. We find that pragmatism offers possibilities to amend nudging's focus on individual behaviour by providing tools for forming a community of inquiry consisting of experts as well as citizens. However, we also learn that planning cultures of conflict avoidance, hinder the practical application of the idea of such pragmatist inquiry across different ways of knowing.
