Der Green Deal, den die Europäische Kommission 2019 auf den Weg gebracht hat, erfordert eine Neuausrichtung der Energiediplomatie der Europäischen Union (EU). Allerdings sollte die Energiediplomatie nicht auf die Außenkommunikation des Green Deal redu­ziert werden. Vielmehr wird sie sich mit den tief­greifenden und vielfältigen geoökonomischen und geopolitischen Veränderungen auseinander­setzen müssen, die die Energiewende mit sich bringt. Deswegen sollte der Aktionsplan der EU-Energie­diplo­matie von 2015 angepasst werden. Wenn die EU dabei neue Prioritä­ten setzt, wird sie ein realistisches Gleichgewicht zwischen ihren globalen Bestre­bun­gen und ihren begrenzten finanziellen Mitteln finden müssen. Die deutsche EU-Ratspräsi­dent­schaft sollte ihre Bemühungen um eine Aufwertung der EU-Energiediplomatie in drei Richtungen intensivieren. Erstens: die bestehenden Prio­ritäten entsprechend den neuartigen Herausforderungen überprüfen. Zweitens: den geographischen Aktions­radius über die direkte Nachbarschaft hinaus erweitern auf 12 Ankerpartner entlang der afro-euro-asiatischen Ellipse, denen besondere Aufmerk­samkeit zukommen sollte. Drittens: das energie-außenpolitische Instrumentarium passend zu fünf neuen Aktions­bereichen nachjustieren, wobei ein realistischer und auf das jeweilige Land zugeschnittener Ansatz einem normativ-ideologischen vorzuziehen ist. The Green Deal launched by the new Commission in 2019 is set to profoundly reshape the European Union (EU)'s energy diplomacy. However, although the EU will have to adapt to the new policy direction determined by the Green Deal, it cannot be reduced to it. The EU's energy diplomacy will need to cope with the profound and various geo‑economic and geopolitical shifts set in motion by the energy transition, which in­clude - but even transcend - the Green Deal's goals. The current EU Energy Diplomacy Action Plan is due for revision. In setting the new priorities, the Union will need to strike a balance between global aspirations and limited financial means. The upcoming German EU Presidency is being called to step up its efforts to upgrade the EU's energy diplomacy along three lines. First, review the existing set of priorities accord­ing to the new challenges. Second, expand the geographic radius of its actions beyond its direct neighborhood by focusing on 12 anchor partners along the Afro-Eur-Asian ellipse. Third, upgrade its instruments toolbox along five new areas of action, avoid­ing an exclusively normative-ideological approach in favor of a more realistic and country-tailored one. Im Januar und Februar 2016 hat sich der Sinkflug der Ölpreise abermals beschleunigt - anscheinend unbeeindruckt von den geopolitischen Krisen in den wichtigen Förderregionen des Mittleren Ostens und Russlands. Trotz preisbedingt steigender Nachfrage drückt nach wie vor ein massives Überangebot auf den Markt. Zwar profitieren Ölverbraucher weltweit von den niedrigen Preisen. Konjunkturell aber wirkt der Ölpreis-Angebotsschock in einem labilen weltwirtschaftlichen Umfeld allenfalls stabilisierend, jedoch kaum als Wachstumstreiber. Die erwarteten positiven Impulse sind weithin ausgeblieben. Angesichts der kräftigen Einnahmeausfälle der Ölproduzenten mehren sich die Sorgen, dass sich die geopolitischen Verwerfungen in den großen Förderregionen weiter verschärfen. Derweil werden Investitionen in neue Felder unrentabel. Dass in der Folge Kohlenstoffreserven im Boden verbleiben, ist klimapolitisch zwingend notwendig. Wenn aber der Umbau des Energiesystems nicht konsequent vorangetrieben wird, könnte dies künftig die Versorgungssicherheit gefährden. (Autorenreferat)

Das Jahr 2014 hat die europäische Politik mit einer qualitativ veränderten Situation konfrontiert. In Europa wird erstmals seit langer Zeit wieder ein zwischenstaatlicher Konflikt – als innerstaatlicher Konflikt überformt – militärisch ausgetragen. Anhaltende Unsicherheit und wachsende Konfliktpotentiale sind die neuen Realitäten, denen sich die Europäische Union (EU) stellen muss – im angrenzenden Osten wie im Mittelmeerraum. Dieser geographische Raum ist auch für die Energieversorgung Europas von strategischer Bedeutung. Um die Risiken zu begrenzen, bedarf es der Bestimmung und des schrittweisen Aufbaus einer neuen gesamteuropäischen Ordnung, die – ausgehend von den bestehenden Gegebenheiten – Konfliktpotentiale einhegt, für größere Berechenbarkeit sorgt und neues Vertrauen schafft. Verhandlungen darüber sollte der deutsche OSZE-Vorsitz im Jahr 2016 entlang neuer Leitlinien initiieren und auf eine gesamteuropäische Ordnung mit einer starken Energie-Komponente als Keimzelle zielen. The year 2014 confronted European policy-makers with a qualitatively altered situation. For the first time in many years an interstate conflict in Europe - manifested as an inner-state conflict - is being resolved by military means. Persistent uncertainty and a growing potential for conflict are the new realities the European Union (EU) must face - in its eastern neighborhood as well as in the Mediterranean region. This neighborhood also holds major strategic significance for the supply of energy to Europe. In order to limit the risks, it is necessary to define and construct a new pan-European order - based on existing conditions - that can rein in the potential for conflict, ensure greater predictability and build new trust. Germany should use its OSCE chairmanship in 2016 to initiate negotiations to this effect along the lines of new principles, with a view to establishing a pan-European order with a strong energy component as its core. Wie die beiden Politikfelder Energie und Gesundheit zusammenhängen, erschließt sich nicht auf den ersten Blick. Klar benannt sind zumindest die negativen Externa­litäten, die sich aus dem Energieverbrauch aus fossilen Brennstoffen ergeben. Im Januar 2019 bezeichnete die Weltgesundheitsorganisation (WHO) Klima­wandel und Luft­verschmutzung als die zwei größten Herausforderungen für die Gesundheit aller. Ein differenzierter Blick auf Infrastruktur, Verfügbarkeit und Qualität der Energie- wie der Gesundheitsversorgung und den Zugang zu ihnen zeigt, wie eng verwoben diese Politikfelder sind. Kein moderner Krankenhausbetrieb funktioniert ohne siche­re Stromversorgung, für die Lagerung von Impfstoffen sind leistungsfähige Kühl­ketten unerlässlich. Im Sinne der "Ziele nachhaltiger Entwicklung" der Vereinten Nationen müssen die beiden Politikfelder so ausgestaltet und verschränkt werden, dass sie über nationale Grenzen hinweg zur menschlichen Sicherheit beitragen und planetare Grenzen berücksichtigen. Es kommt darauf an, Gesundheit und Energie zusammenzudenken und Synergien zwischen ihnen zu schaffen. Dies wäre ein wich­tiger Beitrag, um die Nach­haltigkeitsziele rascher umzusetzen. The connection between the policy fields of energy and health may be hard to grasp at first glance. Nevertheless, the negative externalities resulting from the consumption of fossil fuels are clearly identified. In January 2019, the World Health Organization (WHO) named climate change and air pollution as two of the greatest challenges to human health. A differentiated look at infrastructure, availability and quality of energy supply and healthcare as well as at access to both shows how closely intertwined these policy fields are. No modern hospital can operate without secure elec­tricity supply and efficient cold chains are essential for storing vaccines. In line with the United Nations' Sustainable Development Goals (SDGs), the two policy fields must be designed and interlinked in such a way that they contribute to human security beyond national borders and take planetary boundaries into account. It is necessary to bring health and energy together and to create synergies between them. This would be an important step towards a swifter implementation of the SDGs. (author's abstract)

The 2016 German Chairmanship of the Organization for Security and Co-operation in Europe (OSCE) comes at a time of increasing awareness about the interdependence between energy security and hard, economic, and human security. Energy risks are endemic in the OSCE area. Because these risks have an impact on regional security, there are good reasons for the OSCE to assume a stronger role in addressing energy security issues and reducing energy risks in the OSCE area. In so doing, the OSCE can utilise its existing capabilities in the areas of awareness-raising, early warning, prevention, mitigation, and crisis management and can build on its missions, tools, and field presence. Furthermore, the OSCE's focus on connectivity can contribute towards reducing energy risks arising from outdated or insufficient infrastructure by addressing physical connectivity jointly with legal and regulatory compatibility to improve the investment climate and foster stable policy frameworks. Renewable and decentralized power generation are a centerpiece of Germany's domestic energy transition (Energiewende) and a major element of its international efforts to promote this goal. Recently, the renewables sector has also been advancing in Russia, albeit from a lower level. Thus, it is time to explore the status quo and analyze the potential for sustainable energy cooperation. In the context of the current deterioration in EURussian (energy) relations, crafting a sustainable energy partnership that is based on innovation, with an emphasis on electricity cooperation, might present an added value. Germany and Poland stand as examples of the differing interests of individual European Union (EU) member states in energy policy. However, both countries are crucial for filling an Energy Union with substance. Yet, progress in bilateral engagement has stalled, as controversies, for example over Nord Stream II, threaten to distract attention from other issues and avenues for energy cooperation. While acknowledging disagreements, the focus should be on identifying areas of agreement and opportunities for cooperation. Although the difficulty of resolving highly controversial issues is not to be discounted, addressing them will require taking steps to establish trust while designing programs and projects to transform the idea of solidarity from rhetoric into reality.
