Examined are attempts by southern Rhodesian settlers to secure political & economic control of northern Rhodesia, in particular during the seminal period, 1925-1931. Analyzed are the aims & aspirations of the settler communities in both territories, with detailed discussion of GB's response of 1931 which ruled out political amalgamation but admitted a degree of policy coordination between the two territories. This decision, which owed as much to British domestic party-political considerations as to Imperial policy determinants, was largely responsible for the subsequent policy of compromise & concession that characterized GB's relations with the settlers on the closer association issue. Dominions Office & Colonial Office material from the Public Record Office, London, & correspondence in the manuscripts collection in the National Archives of Rhodesia, are data sources. AA.
