The French Navy and the Washington Conference
At the conclusion of the First World War the French Navy and the infrastructure which supported it were far weaker than in 1914. The warships of the navy were obsolete, the morale of naval personnel was low, and the Marine Ministry was under-financed. This was due largely to France's necessary preoccupation with the Western Front during the war years, which had diverted the available military resources to the French Army.
