L'un des défis majeurs qui attend l'Union dans le cadre du nouvel élargissement est la lutte contre l'immigration clandestine , explique l'auteur. Si le nombre actuel d'entrées illicites est difficile à déterminer, en revanche on sait que le trafic de personnes attire de plus en plus des contrebandiers de mieux en mieux organisés. La qualité de la frontière extérieure conjointe, le bon fonctionnement du système commun des visas, si difficile à mettre en place, seront déterminants pour la mise en place du nouvel espace de libre circulation.

Der Autor faßt in seinem Beitrag die politischen Bemühungen der europäischen Staaten zusammen, das Problem einer unkontrollierten Migration, vor allem in die westeuropäischen Staaten, in den Griff zu bekommen. Der Aufsatz beruht weitgehend auf Expertisen des Verfassers, die vom Europarat veröffentlicht worden sind. In einem ersten Schritt zeigt er auf, daß ein großer Teil der Annahmen zu Umfang und Art der Wanderungsströme, auf denen die internationalen Aktivitäten im Bereich der Migrations-, Asyl- und Flüchtlingspolitik beruhen, seit Ende der achtziger Jahre immer weniger der Wirklichkeit entsprechen. Dennoch gibt es, so der Autor, auf der höchsten Ebene der europäischen Politik die Entschlossenheit zur Errichtung dauerhafter und umfassender kollektiver Kooperationsstrukturen, um unkontrollierten Bevölkerungsbewegungen gegenzusteuern. Der Verfasser konstatiert, daß diese Strukturen noch zu wenig entwickelt und in konkrete Politik umgesetzt worden sind. Er macht abschließend Vorschläge für Zielvorgaben, um eine unkontrollierte Migration in Europa zu verhindern. (ICC)
