Short Time Compensation [STC] was a key program in Germany to fight the crisis. However, STC is quite an old tool: in the past 100 years it has been used quite often and is very multifunctional. It stabilized employment in every kind of macroeconomic shock. After a brief look into the institutional and quantitative development of STC in Germany, this paper tries to answer the question whether STC prevents Schumpeterian creative destruction and structural change in economic downturns. With the help of a VAR-Model we can analyze interdependencies between the business cycle, STC and unemployment, finding evidence for a bridging function of STC. A closer look at the pro-cyclical average stoppage supports the thesis that most of the enterprises using STC are fundamentally economically healthy, that is, STC does not prevent structural change in downturns.

This comment for the European Parliament supplements the expertise by Niechoj (2011) on different proposals for the reform of the European Stability and Growth Pact. The comment focuses on two points: (1) Whether the proposition of the Economic and Financial Affairs Council (ECOFIN) is reasonable. This proposal aims at a modification of the former proposals in a way that - after having reached medium-term balanced budget objectives - governmental spending should grow only in line with potential GDP instead of actual GDP. It decreases pro-cyclicality and, therefore, should be implemented. (2) How a "Golden Rule" for public investment could be included into the pact. Against the background of sufficient available data, public net investment and net educational and research expenditures should be excluded from the regulation of the Stability and Growth Pact to increase long-run growth perspectives. ; Dieser Kommentar für das Europaparlament ergänzt die Stellungnahme zur Reform des europäischen Stabilitäts- und Wachstumspakts von Niechoj (2011). Dabei stehen zwei Gesichtspunkte im Zentrum des Interesses. Zum einen, ob der Vorschlag des Rats für Wirtschaft und Finanzen (ECOFIN) sinnvoll ist, bei Erreichen eines mittelfristig ausgeglichenen Haushalts Staatsausgaben nur noch mit der Rate des Produktionspotentials wachsen zu lassen. Dies verminderte das pro-zyklische Wirken von Staatsausgaben und ist daher zu begrüßen. Zum zweiten werden Überlegungen zu einer "Goldenen Regel" öffentlicher Investitionen diskutiert. Da eine ausreichende Datenlage gegeben ist, spricht alles dafür, (Netto-) Investitionen und wachstumsfördernde (Netto-) Ausgaben in den Bereichen Bildung und Forschung von den Bestimmungen des Stabilitäts- und Wachstumspaktes auszunehmen.

Die vorliegende Arbeit befasst sich detailliert mit dem Flexibilisierungsinstrument Kurzarbeit. Dazu wird die institutionelle Entwicklung und der Stand der wissenschaftlichen Forschung ausführlich vorgestellt. Ökonomisch finden sich viele Argumente pro Kurzarbeit, wie bspw. die Senkung von Such- und Einarbeitungskosten. Bei der Frage nach der konkreten Ausgestaltung - Dauer, Zuschüsse zu Sozialabgaben usw. - gehen die Meinungen auseinander, da der Kurzarbeit eine Tendenz zur Strukturkonservierung vorgeworfen wird. Im Zusammenhang mit der Wiedervereinigung war dies insbesondere aus (sozial-) politischen Gründen sogar bewusst gewollt. Konjunkturell entwickelt sich die Kurzarbeit antizyklisch. Besonders betroffen in der aktuellen Krise war das verarbeitende Gewerbe. An steigenden Lohnstückkosten hat Kurzarbeit durch Remanenzkosten sicherlich einen Anteil; der Arbeitsproduktivitätsrückgang ist jedoch dadurch nicht zu erklären. Die ökonometrisch signifikante prozyklische Entwicklung der Ausfallzeiten spricht in ihrer Interpretation gegen die These der Strukturkonservierung und für eine Mehrheit an fundamental wettbewerbsfähigen Unternehmen. Untersuchungen mit VAR-Modellen geben empirische Evidenz, dass Kurzarbeit gegenüber Arbeitlosigkeit keine Persistenz aufweist, ihre Brückenfunktion erfüllt und den Konsum mittelfristig stützt.
