Self-supply is a ubiquitous response by households to the public water supply inadequacies found worldwide. Self-supply is invested in and managed by an individual household, accessible on-premises and unregulated. Vulnerability to faecal contamination is a concern due to reliance on low-cost technologies and shallow groundwater. This review aims to evaluate the evidence base on the safety of groundwater self-supply in low- and middle income countries in relation to faecal contamination. Differences in microbial water quality between source types, settings, countries and ownership were investigated. A search of peer-reviewed studies in low- and middle income countries was conducted in online databases, including PubMed, Web of Science, ProQuest and Environmental Complete. Studies were included if they had sufficient detail about the water samples to be related to groundwater self-supply, contained extractable data on faecal indicator bacteria (FIB) including thermotolerant coliform or Escherichia coli and were published in English between 1990 and April 2020. A total of 30 studies were included, resulting in 100 datasets and 26,981 water samples across the studies. FIB were present in 36% self-supply samples. The odds of FIB being detected was significantly higher for unimproved sources (OR=8.19, 95% CI [4.04–16.59], p<0.001) and for sources in low income countries (OR=3.85, 95% CI [1.85–7.69], p<0.001). Self-supply was significantly more likely to be contaminated than piped supply (OR=3.45, 95% CI [1.52–7.82], p=0.003). However, water quality was highly heterogeneous (I2=90.9%). Egger's test found no evidence of small study publication bias for self-supply compared to public supply. No evidence of bias due to lack of randomization or season was found, but study design and quality could potentially bias the results. To achieve Sustainable Development Goal 6.1 on safe drinking water for all, more attention is needed from governments to engage with self-supply and formulate balanced policy responses.

Implementing a circular economy approach to sanitation requires knowledge of the costs to construct, operate and maintain resource-oriented systems. Yet the dearth of data on costs of urban sanitation in general, and resource-oriented systems in particular, limit opportunities to progress sustainable sanitation in low- and middle-income countries. This paper contributes empirical data on the life-cycle costs of a resource-oriented sanitation system in urban Sri Lanka, addressing a gap in evidence about how much it costs, and who pays, for a system that integrates fecal sludge management with nutrient capture and reuse. Costs across the system life-cycle were analyzed according to: (i) cost type; (ii) phases of the sanitation chain; and (iii) distribution between actors. Over a 25-year lifespan, the system had an annualized cost of USD 2.8/person or USD 11/m3 of septage treated. Revenue from co-compost sales covered reuse-related costs plus 8% of present value costs for other phases of the sanitation chain. Findings affirm both the potential for resource-oriented sanitation to generate revenue, and the need for substantial complementary investment in the overall system. The system was found to be reliant on household investment, yet financially viable from the service provider perspective with revenue from desludging services (89%) and co-compost sales (11%) that exceeded costs over the system lifespan and in most years. The analysis of total costs, financial perspectives, and reuse specifics contributes critical evidence to inform policy and planning that supports a purposeful and equitable transition towards circular economy approaches to sanitation.

© Copyright © 2020 Willetts, Mills and Al'Afghani. Ensuring sustainability of sanitation infrastructure assets and services over the long-term is crucial for achieving safe sanitation for all. Co-management is an emerging approach that balances state and citizen responsibility for services, with applicability to community-scale (or decentralized) sanitation systems in a city-wide context. In Indonesia more than 30,000 of these systems are typically managed solely by communities, however, due to challenges in technical, social and financial aspects, commonly fall to disrepair. This paper presents qualitative research comprising document review, interviews and co-design workshops with local government and community management groups that developed a model for co-management of community-scale systems. The co-management model articulated four minimum responsibilities for local government: monitoring and corrective action; provision of technical and institutional support to community groups; formalization of fee collection; and funding of large costs for rehabilitation and expansion. This model was developed and tested in two case study locations, and through this process, was deemed appropriate, acceptable and feasible for both local government and community management groups. Related changes to Indonesia's national program guidelines were also identified to clearly articulate local government's role. The agreed co-management approach aligns with the human right to sanitation by supporting local governments fulfill their legal mandate for services, promotes professionalized sustainable management arrangements, ensuring community-scale systems can contribute effectively to future citywide solutions.

Groundwater is widely acknowledged to be an important source of drinking water in low-income regions, and it, therefore, plays a critical role in the realization of the human right to water. However, the proportion of households using groundwater compared with other sources is rarely quantified, with national and global datasets more focused on facilities-rather than resources-used. This is a significant gap in knowledge, particularly in light of efforts to expand water services in line with the inclusive and integrated agenda of the Sustainable Development Goals. Understanding the prevalence of groundwater reliance for drinking is critical for those involved in water services planning and management, so they can better monitor and advocate for management of water resources that supports sustainable services for households. This paper contributes data that can be used to strengthen the integration of resource considerations within water service delivery and inform the work of development partners supporting this area. We approach this issue from two perspectives. Firstly, we collate data on the proportion of households using groundwater as their primary drinking water source for 10 Southeast Asian and Pacific nations, finding an average of 62% (range of 17-93% for individual countries) of households in urban areas and 60% (range of 22-95%) of households in rural areas rely on groundwater for drinking. Together, these constitute 79% of the total population across the case study countries. Secondly, we review current and emerging groundwater resource concerns within each country, using a systems thinking approach to assess how groundwater resource issues influence household water services. Findings support the case for governments and development agencies to strengthen engagement with groundwater resource management as foundational for achieving sustainable water services for all.

In 2015 there were an estimated 300 privately managed water supply schemes in rural Cambodia, serving over onemillion people (World Bank, 2015,p. 15). In recent years, a range of policies has been put in place by the Cambodian Government to promote gender equality within the rural water and sanitation sector. One such policy is theCambodian National Strategy for Rural Water Supply (2011–2025),whichincludesprovisions to increase gender equality. One of the ways the Strategy aims to do this is by: 'Mainstream[ing]gender in the [rural water supply] sector' (Cambodian Government, 2011, p.10). However, there are major knowledge gaps related to how gender norms intersect with the rural water sector, and with the growth of water enterprises in Cambodia. These gaps include:a lack of knowledge about how gender influences who becomes a water entrepreneur; what the experiences, challenges and opportunities of water entrepreneurs are; and how water entrepreneurship relates towomen's empowerment, including economic empowerment. To begin to address these knowledge gaps, this study examined the extent to whichwomen's ownership and management of water supply schemes led to their empowerment, including economic empowerment. This study, and a related concurrent study in Indonesia,arethe first of their kind to systematically look into the experiences and needs of female water supply scheme entrepreneurs(henceforth referred to as "entrepreneurs"), and the first to explore their experiences with reference to women's empowerment frameworks.

Gender inequality remains a persistent challenge in workforces globally, with the water, sanitation, and hygiene (WASH) workforce no exception. This paper aimed to investigate gender dynamics in the Indonesian government WASH workforce at national and subnational levels and evolve conceptual foundations for this type of study. The Gender at Work framework (Rao, A., J. Sandler, D. Kelleher, and C. Miller. 2016. Gender at Work: Theory and Practice for 21st Century Organizations. London: Routledge), provided a framing to support critical examination of power relations embedded in institutions and communities. In-depth interviews were undertaken with 52 government employees in the districts of Sumbawa and Manggarai and two national ministries. The findings identified four important themes which hinder or support gender equality in the Indonesian government WASH workforce: (a) career progression, continued education, and professional ambitions; (b) gender equality and gendered social dynamics in the workplace; (c) family and institutional support; and (d) gender-based violence and safety in the workplace. Our findings also generated insights on intersectional aspects, including people of different ethnic origins, pointing to the need to explicitly account for these in frameworks such as the Gender at Work framework. Through the identification and consideration of 'gendered substructures' this research provides a basis to promote greater equality in the WASH workforce.

This project brief summarises key themes from research that investigated local government governance and institutional arrangements for sanitation (wastewater) planning, budgeting and implementation in small cities and towns in Sumatra, Indonesia.

Yet, access to the levels of water supply that support good hand hygiene and institutional cleaning, our understanding of hygiene behaviours, and access to soap are deficient in low-, middle-and high-income countries. This paper reviews the role of water, sanitation and hygiene (WaSH) in disease emergence, previous outbreaks, combatting COVID-19 and in preparing for future pandemics. We consider settings where these factors are particularly important and identify key preventive contributions to disease control and gaps in the evidence base. Urgent substantial action is required to remedy deficiencies in WaSH, particularly the provision of reliable, continuous piped water on-premises for all households and settings. Hygiene promotion programmes, underpinned by behavioural science, must be adapted to high-risk populations (such as the elderly and marginalised) and settings (such as healthcare facilities, transport hubs and workplaces). WaSH must be better integrated into preparation plans and with other sectors in prevention efforts. More finance and better use of financing instruments would extend and improve WaSH services. The lessons outlined justify no-regrets investment by government in response to and recovery from the current pandemic; to improve day-to-day lives and as preparedness for future pandemics.
