Real estate development is a highly regulated, high value industry: this book examines0its efficiency, its role in shaping the built environment and its relationship with planning and planners. It considers issues such as the role of the state development and property markets and whether it is valid to blame the planning systems for dysfunctional housing markets. It also provides a useful grounding into development companies' decision making and how the property development process, financing and pricing system operates in a market economy. It explains the UK's Development Led system and Development Appraisals, before comparing various alternative international systems to see how they treat, or prioritise, Real Estate and Development Interests. It questions which policies might lead to high levels of speculative activity and if so, whether this is sustainable, in political, economic or environmental terms. It looks to the future to see whether the planning system can prevent future property bubbles and identifies key lessons and implications for planning and property markets.

PurposeThis paper seeks to examine the critical role fiscal incentives have played in urban regeneration in Ireland since 1986, focusing on the role of such incentives, their impact on development and implications for the market of their termination.Design/methodology/approachThe paper is structured as a periodised chronology where real time is divided into analytically defined phases linked to policy shifts. In this way features of urban regeneration policy can be discussed within the economic context and policy constraints within which their decisions were shaped. Policies have evolved from blanket subsidisation of development in designated areas towards a more selective approach. The paper reflects the results of structured interviews of policymaking, planning and development interests on the operation and effectiveness of the schemes. Quantitative analysis of the costs and benefits of a selected number of property developments in Dublin is included and can be compared with similar schemes internationally.FindingsThe findings of this paper are that urban regeneration policies as operated over the period have had a significant role in the physical rejuvenation of previously derelict areas and that the role of incentive based policies requires continual monitoring to avoid market distortion effects and to achieve wider regeneration objectives in terms of social and economic aims.Originality/valueDespite the importance of the subject there has been a noticeable lack of evidence‐based research in the area and this paper provides quantitative and qualitative evidence based material upon which further research on the costs and effectiveness of the schemes can be based.

The objective of this paper is to present alternative land development scenarios for the sustainability impact assessment of transport-land-use relationship in the Leipzig-Halle Region. Using the MOLAND Model that was applied to a declining urban region for the first time, two different land-use scenarios were developed representing a baseline dispersed development and an alternative compact development case. The assessment of land-use-transport relationships is carried out incorporating the use of social, economic and environmental indicators. The impacts and indicators were specified and evaluated subject to a quantitative and qualitative assessment. The findings imply that a compact development scenario is preferable over dispersed development scenario in terms of potential quantitative data on the benefits to the environment and society. In contrast, dispersed development in the baseline case indicates the costs of such development exceed the benefits. The results of this type of scenario analysis provide an objective evidence basis in policy evaluation and decisions regarding future urban developments. This research was developed from several scenarios created with the key stakeholders of the Leipzig-Halle Region from research originally conducted as part of the PLUREL Project in 2012 and updated in 2016. It aims at contributing to literature by providing a sustainability assessment framework for rapid rail infrastructure provision that incorporates socio-economic and environmental impact assessment of alternative future urban form scenarios into the analysis. In addition, due to MOLAND features, it provides the opportunity for the sustainability impact assessment of different forms of urban development linked with transport infrastructure provision in the Region and compare the findings with other case study areas in Europe and internationally.

The paper engages with the notion that the new spatial logic, underpinned by information and communication technology (ICT) and the 'space of flows', manifests itself in the form of 'informational cities' described as multinuclear spatial structures or polycentric city-regions in the knowledge-based economy. Focusing on the geography of knowledge-intensive business services (KIBS) the paper argues that there is little evidence of such polycentric pattern emerging within the Greater Dublin Region. The exploration of factors underpinning weak decentralisation tendencies of KIBS opens for reconsideration the concept of the 'informational city'.

The objective of the COMPASS project was to provide an authoritative comparative report on changes in territorial governance and spatial planning systems in Europe from 2000 to 2016. This Final Report presents the main findings, conclusions and policy recommendations. The COMPASS project compares territorial governance and spatial planning in 32 European countries (the 28 EU member states plus four ESPON partner countries). COMPASS differs from previous studies in that the accent is not on a snapshot comparison of national systems, but on identifying trends in reforms from 2000 to 2016. It also seeks to give reasons for these changes with particular reference to EU directives and policies, and to identify good practices for the cross-fertilisation of spatial development policies with EU Cohesion Policy. The research is based on expert knowledge with reference wherever possible to authoritative sources. Experts with in-depth experience of each national system were appointed to contribute to the study. The research design involved primarily collection of data from the 32 countries through questionnaires and five in-depth case studies of the interaction of EU Cohesion Policy and other sectoral policies with spatial planning and territorial governance. ; ESPON COMPASS Comparative Analysis of Territorial Governance and Spatial Planning Systems in Europe
