This paper proposes a technical and Public-Private Partnership organizational framework for an electronic identification authentication and trust services (eIDAS), which can be used by private companies to access e-Government services across-borders. The study is supported by the technical scenario and policy solutions. The research is made as a part of the WP3 of an EU funded Interreg project DIGINNO. The study highlights prospects, challenges and policy measures needed to implement the proposed framework and its implication to e-government research.

The aim of this paper is to investigate the role of institutional legitimacy in the development and delivery of digital public cross-border services in the EU. The digital public cross-border services between Denmark/Sweden and Denmark/Germany are the test cases that are investigated. Empirical data was gathered from two organizations namely, Region Sønderjylland – Schleswig and the Øresunddirekt Sweden. Both organizations are informational and advisory services that promote public digital cross border services at the Danish/German and Danish/Swedish border. The findings point to institutional legitimacy promoting the development and delivery of national digital public infrastructure and service delivery. The findings also points to institutional legitimacy acting as a barrier to the development and delivery of digital public infrastructure and services across border.

The aim of this paper is to study the current status cross-border eGovernment business services within the Baltic Sea Region, and to identify the most important barriers towards towards further development in this area. Empirical data for the study are collected through 60 interviews with international companies with operations within. The research is made as a part of the EU funded Interreg project DIGINNO. The findings point to language and identification/authentication as major obstacles in development of cross-border G2B services, however when these obstacles are overcome the service design issue and adaptation of local e-government services to the needs of users from in countries will become a major challenges.

This paper examines the role of stakeholders on implementing the universal services policy in Vietnam (interval 2005-2010) in order to clarify their impact and their position on performing the policy. The stakeholder theory is employed to identify and categorize the stakeholders. The authors are to look at the role of the stakeholders such as the national government, international organizations, policy intermediaries, companies, and customers/citizens via applying the qualitative method to gather data and analyse the secondary document. The qualitative approach of interviews on some officers who participated in building up and operating the policy was also conducted. The results demonstrate that stakeholders have a huge impact on the success of the universal service policy.
