Discriminant analysis is used to determine that income, age of household head, age of the house, number of rooms in the house, and the condition of the house are influential in tenure and service-level choice. The predictive function of discriminant analysis demonstrates that increasing income and the passage of time do not necessarily lead to home-ownership. Policy implications for the effectiveness of concentrating on encouraging ownership of exclusively serviced dwellings are drawn. (DSE)
