Zur Waldnaturschutzpolitik liegen in Deutschland zwar nicht wenige Publikationen vor, es fehlt jedoch eine umfassendere Aufarbeitung auf konzeptioneller Ebene. Die vorliegende Arbeit versucht, diese Lücke zumindest ein Stück weit zu schließen. Sie verfolgt drei Ziele. Zum ersten führt sie eine Bestandaufnahme für die deutsche Waldnaturschutzpolitik durch. Zum zweiten analysiert sie diese Politik im Spiegel unterschiedlicher disziplinärer bzw. theoretischer Perspektiven. Zum dritten leitet sie ein eigenständiges Konzept für eine künftige Ausgestaltung von Waldnaturschutzpolitik in Deutschland ab. Die Arbeit orientiert sich dabei erkenntnistheoretisch an den sozialkonstruktivistischen Grundannahmen des argumentive turn in der Policy-Analyse. Sie versteht sich demnach insgesamt als Entwicklung einer Story-Line für die Politik. Im ersten Teil erfolgt die Bestandsaufnahme über eine Beschreibung von sozialen, ökonomischen und ökologischen Rahmenbedingungen von Waldnaturschutzpolitik in Deutschland. Hierbei wird das bestehende naturschutzpolitische Arrangement, z.B. politische Instrumente, ebenso beschrieben wie auch Risiken und Chancen für die Zukunft abgeleitet. Im zweiten Teil der Arbeit werden Waldnaturschutz und Waldnaturschutzpolitik aus unterschiedlichen disziplinären bzw. theoretischen Perspektiven beleuchtet. Eine rechtliche Perspektive fokussiert hierbei verfassungsgegebene Grundlagen naturschutzpolitischer Steuerung und Fragen der deutschen föderalen Staatsstruktur. Die anschließend gewählte ökonomische Betrachtungsweise bezieht sich zunächst auf das Gedankengebäude der Neoklassik. Somit stehen konventionelle ökonomische Erklärungsmuster wie auch Lösungsansätze (externe Effekte, öffentliche Güter, Internalisierungsstrategien) von bzw. für Umweltprobleme für die Waldnaturschutzpolitik im Zentrum der Analyse. Im Weiteren werden mit der neuen Institutionenökonomik und der ökologischen Ökonomie jedoch auch theoretische Weiterentwicklungen in Hinblick auf den Waldnaturschutz diskutiert. Für die anschließend behandelte politikwissenschaftliche Perspektive wird nach interessen- und ideenfokussierenden Ansätzen differenziert. Während erstere Ansätze einer Rational Choice Logik folgend Waldnaturschutzpolitik vor allem in Hinblick auf individuelle Präferenzen einzelner Akteure beschreiben und erklären können, stützt sich die zweite Gruppe maßgeblich auf die Funktion von Ideen und Überzeugungen als politische Prozesse prägende Elemente. Die Betrachtung letzterer Ansätze integriert dabei auch empirische Daten zu Einzelfragestellungen. Institutioneller Wandel in der deutschen Waldnaturschutzpolitik lässt sich unter Rückgriff auf beide theoretische Ausrichtungen als ein Ringen um divergierende Interessen und Überzeugungen gruppierter Akteure darstellen und erklären. Ein Rückgriff auf die eingangs der Arbeit eingeführten sozialkonstruktivistischen Annahmen und ein abschließender Vergleich der Fokussierung unterschiedlicher Theorien auf Waldnaturschutzpolitik runden den zweiten Teil der Arbeit ab. Im dritten Teil der Arbeit wird schließlich ein Konzept für eine zukünftige deutsche Waldnaturschutzpolitik entwickelt. Neben der Ableitung des Begründungszusammenhangs stehen hierbei zunächst grundlegende Aspekte im Vordergrund. So wird die Frage des Vorrangs integrativer oder segregativer Naturschutzstrategien in den deutschen Wäldern ebenso diskutiert wie die Notwendigkeit des Einsatzes eines Instrumentenmix bestehend aus regulativen, ökonomischen und informationellen Instrumenten. Ein eigener Abschnitt widmet sich der besonderen Bedeutung des öffentlichen Waldes für den Naturschutz; zudem wird die Ausgestaltung ökologischer Mindestanforderungen an die Waldbewirtschaftung vertieft diskutiert. Wichtige Aspekte sind hierbei das anzustrebende Regelungsniveau, eine Differenzierung nach Waldbesitzarten oder Betriebsgrößen oder auch Sanktionen bei Nichtbeachtung. Ökologische Mindestanforderungen werden im Folgenden auch als zentrale Meßlatte für die Ableitung von konkreten Vorschlägen zur Ausgestaltung eines naturschutzpolitischen Instrumentenmix für den Wald herangezogen. Hierbei werden die Themenbereiche Standortvielfalt des Waldes, Waldbausysteme, Baumartenwahl, Verjüngungsverfahren und Sukzession, Alterungsprozesse, Totholz und Biotopbäume, integrativer Naturschutz im Wirtschaftswald, Walderschließung, mechanische Beeinträchtigung von Waldböden, Einsatz von Pestiziden, Herbiziden und Holzschutzmitteln im Wald sowie Schalenwildbewirtschaftung jeweils ausführlich in Hinblick auf ökologische, ökonomische und soziale Aspekte diskutiert. Konkrete Vorschläge zur Weiterentwicklung des naturschutzpolitischen Instrumentariums werden abgeleitet. Diese Vorschläge werden abschließend nochmals im Spiegel des aktuellen naturschutzpolitischen Instrumentariums im Wald durchleuchtet und bewertet. Ideen dazu, wie und wo besonders innovative Instrumente für die Waldnaturschutzpolitik zum Einsatz kommen können, runden den dritten Teil der Arbeit ab. In der Summe ihrer drei Teile versteht sich die vorliegende Arbeit zum einen als der Versuch, einer wissenschaftlichen Erfassung der Waldnaturschutzpolitik über die Beschreibung, Analyse und Diskussion der Prozesse, Akteure und Institutionen eine Grundlage zu geben, wobei auf mehrere theoretische Ansätze zurückgegriffen wird. Zum anderen will die Arbeit durch konkrete Vorschläge die politische "Behandlung" des Waldnaturschutzes über einen fachlichen Diskurs beleben. Es soll somit ein Fundament für weitere wissenschaftliche Vertiefung und politische Auseinandersetzung geschaffen werden. ; There exists a considerable amount of publications in Germany addressing forest conservation policy, but a workup on the conceptional level is still lacking behind. The dissertation at hand seeks to bridge that gap – at least in parts. It follows three major goals: First, it conducts an inventory for the German forest conservation policy. Secondly, it is analyzing this policy by reflecting it against various disciplines and theoretical perspectives. Thirdly, it deduces a conceptual framework for a future design of the forest protection policy in Germany. The dissertation is thereby geared epistemologically to the social-constructivist assumptions of the argumentative turn in policy analysis. Accordingly, it can be understood as an effort to design and develop a story-line for policy. The inventory in the first part is undertaken by describing the social, economic and ecologic framing conditions of the forest protection policy in Germany. In doing so the existing arrangements in environmental protection policy, e.g., political instruments, are described and, likewise, future risks and chances are derived at. In the second part of the dissertation forest conservation and forest conservation policy are illuminated from different disciplines and theoretical perspectives respectively. From a legal perspective the focus is set on the constitutional foundations of governance in environmental conservation policy and on questions regarding the federal constitution of the German State. The subsequently chosen economic approach initially corresponds to the neoclassical construct of ideas. Accordingly, conventional economic explanatory patterns and solution approaches (externalities, public goods, strategies of internalisation) of environmental problems alike build the centre of the analysis of forest conservation policy. Moreover, by contemplating New Institutional Economics and Ecological Economics further theoretical developments concerning forest conservation are discussed likewise. In a subsequently addressed political scientific perspective approaches focusing on interests as opposed to ideas are differentiated. Whereas the first approaches – following the logic of Rational Choice – describe and explain forest conservation policy regarding individual preferences of single actors, the second is based primarily on the role of ideas and beliefs in shaping political processes. When considering the latter approaches empirical data concerning single issues is included. In both theories institutional change in the German forest conservation policy can be allegorized and explained as a struggle of diverging interests and beliefs of grouped actors. The reflection on the initially introduced social-constructivist assumptions and the closing comparison of different theories' focus on forest conservation policy completes the second part of the paper. Ultimately, a concept for the future forest conservation policy in Germany is developed in the third part of the dissertation. First, reasons for such a concept are discussed. After that, fundamental aspects are to the fore in this context first. For instance to discuss the question concerning the priority of integrative versus segregative strategies of environmental conservation in German forests and likewise the necessity to apply a mix of instruments composed of regulative, economic and informational instruments. A separate part is addressing the particular importance of public forests for environmental conservation efforts; in addition, the shape of minimum ecological requirements of forest management is discussed in depth. In this context the desirable level of regulation, a differentiation according to types of forest ownership or the size of the enterprise, but also the sanctions in cases of non-compliance are important aspects. These minimum ecological requirements are subsequently deployed as central benchmark to deduce concrete suggestions for the elaboration of the mix of environmental political instruments for forests. Thereby the topics of diversity of forest habitats, silvicultural schemes, tree species selection, techniques of forest regeneration and succession, aging processes, deadwood and veteran trees, integrative environmental conservation in managed forests, forest development, mechanic damnification of forest soils, use of pesticides, herbicides and wood preservatives in the forest as well as hoofed game management are discussed each as regards ecological, economic and social aspects. Accordingly, concrete suggestions to further develop political instruments for nature conservation are deduced. These suggestions are finally again investigated and evaluated in the light of current political instruments for nature conservation in forests. Ideas on how and where particularly innovative instruments for the forest conservation policy may be used complete the third part of the work. In the sum of its three parts the dissertation at hand can be understood as an attempt to establish a basis for the scientific ascertainment of forest conservation policy by describing, analyzing and discussing the processes, actors and institutions, whereas several theoretical approaches are applied. On the other hand the work, through a scientific discourse, seeks to stimulate the political treatment of forest conservation. The goal is to therewith create a basis for further scientific deepening and political discussion.

Interpretive discourse analysis commonly claims to address the interrelation between actors and discourses. However, the analytical focus of most approaches is on structures (discourses) while much less attention is paid to agency. This paper explicitly addresses discursive agency in two steps. First, we systematically review theoretical and analytical dimensions of agency in existing interpretive discourse analysis approaches. This review reveals a set of shared assumptions; most notably a concept of "trialectic" agency emphasizing the constitution of agency among the individual, the (discursive) structures, and the researcher's interpretation. Second, we propose an analytical heuristic, the Discursive Agency Approach, which is developed on the basis of the review and own empirical data. The proposed approach consists of four elements: (1) policy discourses, (2) political institutions, (3) agents defined via a set of characteristics, and (4) strategic practices. This approach is meant to facilitate a systematic exploration of agency under a discourse perspective, tackling the question of how a policy is constituted through the agency ascribed to its proponents in dynamic discursive processes, and how actors acquire political relevance through discursive means. To enable this goal, we propose distinct research steps and associated methods that link the approach to existing means of analysis.

The Multiple Streams Framework (MSF) is an influential theoretical framework for the analysis of policymaking processes, in particular agenda setting. It has inspired numerous empirical applications, which result in substantially different interpretations, for instance, of what exactly the "streams" encompass, how policy entrepreneurship is practiced, and how the coupling of distinct streams works. This article undertakes a systematic assessment of the MSF's core elements from the perspective of policy discourse analysis. Through an understanding of "streams" as discursive patterns, and policy discourses as (historical) couplings of the streams, a new and theoretically consistent interpretation of streams and likely connections between them is offered. One specific focus is on Kingdon's concept of policy entrepreneurship and how it relates to ideas of agency in discourse analysis. Drawing on the recently proposed Discursive Agency Approach, we discuss how concepts such as subject positions in discourses, agent subjectivization via the dialectic interplay of individual characteristics and structural forces, and discursive practices and strategies relate to and can possibly complement the MSF. Particular emphasis is given to the metaphors the MSF provides. In conclusion, the article demonstrates that a post‐positivist perspective holds great potential for enriching the MSF theoretically and strengthening it analytically.

Policy integration is a challenging process that involves the renegotiation of interests, beliefs, and sectoral policy boundaries. In this paper we introduce European forest policy as an arena that is characterized by a policy (dis)integration paradox. On the one hand, the need for better coordination and integration of fragmented policies is frequently expressed. On the other hand, little has been achieved in terms of policy integration despite several initiatives. Drawing on fifty semistructured interviews with European forest policy makers and participatory observation, we assess, firstly, effects of and reasons for the disintegration paradox and, secondly, the strategic importance of distinct forest policy initiatives that are legitimized by the need for better policy integration. Our data demonstrate that the forest policy (dis)integration paradox can be explained by different factors, with economic interests and sectoral and institutional competition being most important. Under such circumstances, policy integration serves as frequently used rhetoric to consolidate sectoral interests; however, substance-wise, it is simply not happening.

Der Beitrag beschäftigt sich zunächst mit der Ebene der globalen Umweltpolitik und beschreibt eine sich hier entwickelnde Betrachtung von Wäldern als globales Gemeinschaftsgut. Nicht selten im Gegensatz dazu stehen die nationalen forstpolitischen Diskurse in vielen Staaten. Dies wird am Beispiel der Entwicklung des deutschen Walddiskurses gezeigt. Dann werden die betrachteten Diskursebenen zusammengebracht und Auswirkungen des globalen Walddiskurses auf die unterschiedlichen politischen Ebenen, auf denen Waldpolitik stattfindet, dargestellt. Damit wird auch nach den Wirkungsgrenzen der Konstruktion globaler Gemeinschaftsgüter gefragt. (ICE2)
